Due to the increase in the spread of Covid-19 and the latest directives from the i
Governor and the California Department of Public Health, the Mayor modified
access to the City Council meeting to enable members of the public to make public
comments with the following requirements: (a) entry to the Council Chambers was
limited to members of the public wishing to address the Council on any agenda item; (b)
people who wished to speak to the City Council checked-in with City staff at the
Community Room door beginning at 5:45 p.m.; (c) speakers waited outside the building
until time for the Council to hear the item. City staff assembled the speakers and admitted
up to four people into the Council Chambers at any one time. If more than four people
wished to address an item, they were admitted following the comments from the first four
speakers; (d) all members of the public were asked to wear a face mask, however, they
could remove the mask while speaking; (e) speakers were given up to three (3) minutes to
address the Council and after speaking, the individual left the building following the
directional arrows and exited through the main chamber doors.
The meeting was called to order by Mayor Erin Resner with the following Council
Members present: Kristen Schreder, and Julie Winter. Council Members Michael
Dacquisto and Mark Mezzano participated telephonically.

Also present were: City Manager Barry Tippin, Assistant City Manager Sheri
DeMaagd, City Attorney Barry DeWalt, Assistant City Clerk Sharlene Tipton and
Executive Assistant Joan Twomey.
The Pledge of Allegiance to the Flag was led by Mayor Resner.

The Invocation was provided by Jen McCloskey, Redding Police and Fire Department
Chaplain.
PUBLIC COMMENT
The City Council received one email for public comment, incorporated herein by reference.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each
Report to City Council (staff report) is incorporated herein by reference:
4(b). Accept Accounts Payable Register No. 13 and Payroll Register No. 13.
(1) Accounts Payable Register No. 13 for the period of January 1, 2021, through
January 12, 2021, for a total of$1,921,804.14, for check numbers 160035 through
160151, inclusive, ACH transfer numbers 16692 through 16715, inclusive, Wire
Transfer numbers 10336 through 10352, inclusive; and (2) Payroll Register No. 13
for the period of December 13, 2020, through December 26, 2020, for a total of
$3,300,185.40, for electronic deposit transaction numbers 525250 throufzh 526126,

4(e). Adopt Ordinance No. 2632, an Ordinance of the City Council of the City of
Redding, amending the City of Redding zoning map relating to the rezoning of the
Hild Collision Center property and the Second Baptist Church property(APN 067-
480-048-000, a portion of 067-480-054-000, 067-480-052-000 and 067-480-018-
000) consisting of approximately 1.80 acres located at 2559 Oxford Road, 1561 E.
Cypress Ave, 1571 E Cypress Ave, and 2562 Bunker St in the city of Redding(RZ-
2017-00430).
4(f). Adopt Ordinance No. 2633, an Ordinance of the City Council of the City of
Redding, amending Redding Municipal Code (RMC) Title 1 (General Provisions),
Chapter 1.13 (Administrative Citations), by adding Section 1.13.075 (Notice of
Noncompliance), and amending Sections 1.13.110 (Request for Hearing) and
1.13.200 (Right to Judicial Review), and Chapter 1.14 (Administrative Penalties
and Abatement) by amending Sections 1.14.100 (Notice of Pendency of Action),
1.14.110 (Notice of Final Disposition)and Sections 1.14.170 (Findings and Order),
all relating to clarifying appellate processes and establishing the authority to cloud
title to real property when violations subject to citation exist.
4.1(a). Accept report and make a determination by a four-fifths (4/5ths) affirmative vote
that conditions of local emergency continue to exist within the City of Redding,
under Public Contract Code section 22050(c)(1) related to the Coronavirus
(COVID-19).
4.6(a). Approve setting a Public Hearing on February 16, 2021, 6:00 p.m., in the City
Council Chambers, 777 Cypress Avenue, Redding, California, regarding a revised
Park and Recreation Facilities Impact Fee Credit Agreement (C-4327) with
Shastina Ranch Partners for the construction of the Shastina Ranch Neighborhood
Park.
4.9(a). Approve the sale of three surplus Redding Police Department vehicles to Butte
College for its Police Academy Emergency Vehicle Operations Course at $500
each ($1,500 total).
4.11(a).Authorize the following actions relative to Bid Schedule No. 5184 (Job No.
7336) Redding Aquatic Center Activity Pool Improvements Project to: (1) award
bid to Waterworks Industries, Inc.in the amount of $499,000; (2) approve an
additional $150,000 to cover the cost of administration and inspection fees; and
$45,000 for project development costs; (3) approve $125,000 to provide
construction contingency funding; (4) authorize the City Manager to approve
additional increases in either the construction management or construction
contingency amounts up to a total of $15,000; and (5) find that the project is
categorically exempt from the California Environmental Quality Act per Section
1530(c)-Existing Facilities.
4.11(b).Authorize the following actions relative to Request for Proposals (Schedule No.
5182), Construction Management and Inspection Services for the Girvan Road
Railroad Crossing Improvements and South Redding Bikeway and Pedestrian Trail
Project to: (1) award bid to GHD; (2) authorize staff to negotiate a Consulting and
Professional Services agreement for a not-to-exceed fee of$950,000 with GHD;
(3)authorize the Mayor to execute an agreement with GHD to provide construction

4.11(c).Approve purchase of one 2021 Freightliner M-106 Street Sweeper using Houston-
Galveston Area Council contract pricing,with a net delivered cost of$337,424.29,
including all applicable taxes and fees.
A MOTION WAS MADE by Council Member Winter, seconded by Council
Member Schreder, that the foregoing items on the Consent Calendar be accepted,
acknowledged, adopted, approved an/or ratified.

9.1(b). City of Redding Economic Response Plan Update - Covid-19's impact on the City
of Redding.
City Manager Tippin highlighted the Report to the City Council (staff report),
incorporated herein by reference.
The Council accepted the report and took no formal action on this informational
item.
9.4(a). Resolution — Allocate funds for additional personnel in the City of Redding
Development Services Department.
Development Services Director Niemer highlighted the Report to City Council
(staff report), incorporated herein by reference.
A MOTION WAS MADE by Council Member Mezzano, seconded by Council
Member Schreder, to adopt Resolution No. 2021-017, a resolution of the City
Council of the City of Redding, approving and adopting the 72nd Amendment to
City Budget Resolution No. 2019-050 appropriating $75,570 to the Development
Services Department's budget for the addition of a new full time Building Inspector
position and a full-time Development Services Supervisor position.

Nick Johnson, District Director for Shasta Cascade Operations, provided a
PowerPoint presentation, incorporated herein by reference, relative to an overview
of the California Conservation Corps and Redding-area projects.

There being no further business, at the hour of 6:46 p.m., Mayor Resner declared the
meeting adjourned.
