Due to the increase in the spread of Covid-19 and the latest directives from the Governor
and the California Department of Public Health, the Mayor modified access to the City
Council meeting to enable members of the public to make public comments with the
following requirements: (a)entry to the Council Chambers was limited to members of the public
wishing to address the Council on any agenda item; (b) people who wished to speak to the City
Council checked-in with City staff at the Community Room door beginning at 5:45 p.m.; (c)
speakers waited outside the building until time for the Council to hear the item. City staff
assembled the speakers and admitted up to four people into the Council Chambers at any one
time. If more than four people wished to address an item, they were admitted following the
comments from the first four speakers; (d) all members of the public were asked to wear a face
mask, however, they could remove the mask while speaking; (e) speakers were given up to three
(3) minutes to address the Council and after speaking, the individual left the building following
the directional arrows and exited through the main chamber doors.
The meeting was called to order by Mayor Erin Resner with the following Council Members
present: Michael Dacquisto,Kristen Schreder, and Julie Winter. Council Member Mark Mezzano
was absent.
Also present were: City Manager Barry Tippin, City Attorney Barry DeWalt, City Clerk
Pamela Mize and Executive Assistant Joan Twomey.
The Pledge of Allegiance to the Flag was led by Mayor Resner.
The Invocation was provided by Lynda Manoli, Redding Police and Fire Department Chaplain.
PUBLIC COMMENTS
William Gilbert spoke regarding his negative experience with the City's Code Enforcement
division.
A citizen requested information regarding the proposed new public sewage collection system and
questioned the possible costs to home owners.

CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each Report
to the City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes: Special Meeting - Closed Session of December 15, 2020; and Regular
Meeting of December 15, 2020.
4(b). Accept Accounts Payable Register Nos. 11 and 12; and Payroll Register Nos. 11 and 12.
(1) Accounts Payable Register No. 11 for the period of December 1, 2020, through
December 11, 2020, for a total of $8,029,713.72 for check numbers 159306 through
159637,inclusive,ACH Transfer numbers 16590 through 16626,inclusive,Wire Transfer

4(c). Accept the Treasurer's Report for the month of November 2020.
4(d). Accept the Proof of Cash reconciliation and ACR133 report for the month of November
2020.
4.1(a). Accept report and make a determination by a four-fifths (4/5ths) affirmative vote that
conditions of local emergency continue to exist within the City of Redding, under Public
Contract Code section 22050(c)(1) related to the Coronavirus (COVID-19).
4.1(c). Adopt Resolution No. 2021-001, a resolution of the City Council of the City of Redding,
designating City Manager Barry Tippin as the City of Redding's authorized agent for the
purpose of executing all required documentation to obtain State and Federal disaster
funding for a period of three years.
4.4(a). Adopt Resolution No. 2021-002, a resolution of the City Council of the City of Redding,
approving and adopting the 67th Amendment to City Budget Resolution No. 2019-050
adding a new Senior Planner position to manage the update of the City of Redding's
General Plan document; and authorize the City Manager to allocate State of California
funding for this purpose.
4.5(a). Approve Change Order 41 to Contract with Siemens Energy, Inc., which modifies the
Siemens Long Term Parts, Services, and Inspections Contract to include upgrading
Generating Unit 5 at the Redding Power Plant on a sole source basis in the amount of
$393,590 with a contingency for unanticipated costs up to $39,360.
4.8(a). Authorize the following relative to the Redding Fire Department: (1) approve the addition
of one full time Battalion Chief position to oversee the Apprentice Firefighter Program;
(2)reallocate position funding of existing Assistant Fire Marshal to Cannabis license fees
to recognize the position's focus on cannabis related business activities; and (3) adopt
Resolution No. 2021-003, a resolution of the City Council of the City of Redding,
approving and adopting the 701"Amendment to the City Budget Resolution No. 2019-050
appropriating $82,150 in Cannabis license fees for the Assistant Fire Marshal.
4.9(a). Approve the donation of a surplus armored vehicle from the Redding Police Department
to the Siskiyou County Sheriff's Office.
4.11(a).Adopt Resolution No. 2021-004, a resolution of the City Council of the City of Redding,
approving a financial assistance application to the State Water Resources Control Board's
State Revolving Fund to construct a public wastewater collection system for the Ricardo
Avenue area. This resolution authorizes the Public Works Director or Assistant Public
Works Director to sign and file necessary applications and amendments thereto on behalf
of the City of Redding.

reference.
4.1l(b).Accept Bid Schedule No. 5146 (Job No. 2641, 2647), Churn Creek Water and Sewer
Main Replacement Project, awarded to Cox and Cox Construction, as satisfactorily
complete, with a final cost of$4,450,534.95.
4.11(c).Accept the City of Redding Mitigation Fee Act Report Update, including an accounting
of development fees; and adopt Resolution No. 2021-005, a resolution of the City Council

4.11(f). Authorize the Mayor to execute a Subdivision Agreement with Wyndham Partners LLC;
approve the final map for Wyndham Pointe Subdivision, Phase 1 (S-2013-05); and direct
the City Clerk to file the map with the Shasta County Recorder.
4.11(g). Approve the purchase of one 2020 Doppstadt 3060K Type F Slow-Speed Shredder using
Houston-Galveston Area Council (HGAC) contract pricing, with a net delivered cost of
$719,499.50, including all applicable taxes and fees for the City of Redding Solid Waste
Utility.
4.11(h).Approve and ratify the contract for Recyclable Material Sorting Services to the County
of Shasta through the Health and Human Services Agency, Economic Mobility Branch,
Opportunity Center (C-8751) for the period of January 1, 2021, through December 31,
2022, in the amount of $519, 200 in year one, and $556,600 in year two, with three
consecutive one-year renewals, through December 31, 2025, unless either party gives 30
days' written notice not to renew.
4.12(a).Authorize the Financial Disclosure Statement-Redevelopment Project Areas for Council
Member Mark Mezzano to be entered into the minutes as a matter of public record.

5.1. Appointment - Shasta Public Library Citizens Advisory Committee.
A MOTION WAS MADE by Council Member Schreder, seconded by Council Member
Winter, to accept the Mayor's recommendation to appoint Jennifer Powell to the Shasta
Public Library Citizens Advisory Committee to replace Peggy O'Lea,to serve a four-year
term effective immediately and expiring on November 30, 2024.

5.2. Appointment - Administrative Hearings Board.

Winter, to accept the Mayor's recommendation to appoint James Diehl to the
Administrative Hearings Board to replace Wesley Reynolds, to serve a four-year term
effective February 1, 2021, and expiring January 31, 2025.

PUBLIC HEARINGS
6.1 Public Hearing - Site Development Permit Application, Rezoning Application, and
General Plan Amendment, by Hild Collision Center and Second Baptist Church of
Redding regarding neighboring properties located at 1611 East Cypress Avenue and 2583
Oxford Road.
Associate Planner Zack Bonnin, provided a Power Point presentation and summarized the
Report to City Council (staff report), incorporated herein by reference.
The hour of 6:00 p.m. having arrived, Mayor Resner opened the Public Hearing to
consider the proposed Site Development Permit Application, Rezoning Application, and
General Plan Amendment.
The Affidavit of Publication-Notice of Public Hearing is on file in the Office of the City
Clerk.
Mayor Resner determined that no one present wished to address this matter and closed the
Public Hearing.
A MOTION WAS MADE by Council Member Schreder, seconded by Council Member
Winter, to: (1) determine the project is categorically exempt from environmental review
under the California Environmental Quality Act,make the necessary findings; (2)approve
Site Development Permit Application SDP-2017-00428, General Plan Amendment
Application GPA-2017-00429, and Rezoning Application RZ-2017-00430 subject to the
conditions of approval; (3) adopt Resolution No. 2021-007, a resolution of the City
Council of the City of Redding, amending the General Plan designation from"Residential
Multiple Family" to "General Commercial"; and (4) offer Ordinance No. 2632, an
ordinance of the City Council of the City of Redding, approving Rezoning Application
RZ-2017-00430, consisting of rezoning 1.80 acres located at 2559 Oxford Road, 1561
East Cypress Avenue, 1571 East Cypress Avenue, and 2562 Bunker Street to "GC"
General Commercial District, amending Title 18 of the Redding Municipal Code (Zoning
Map of the City of Redding), for first reading by title only and waive the full reading; and
authorize the City Attorney to prepare and the City Clerk to publish a summary ordinance.

9C. Extension of the City of Redding Audit Services Contract with The Pun Group, LLP.
Finance Officer Ronald Pennington summarized the Report to the City Council (staff
report), and provided a PowerPoint presentation, both incorporated herein by reference.
A MOTION WAS MADE by Council Member Schreder, seconded by Council Winter,
to approve the Audit Committee's recommendation to extend the term of the Audit
Services Contract with The Pun Group, LLP, (C-6918) in the amount of$66,972 annually
for two additional one-year terms through the audit year ending June 30, 2022.

9.1(b). Agreement with Haven Humane Society(C-1618)for the enforcement of City of Redding
Municipal Code (RMC) Title 7 (Animals).
Management Assistant to the City Manager Janelle Galbraith highlighted the Report to
the Redding City Council (staff report), and provided a PowerPoint presentation, both
incorporated herein by reference.
A MOTION WAS MADE by Council Member Schreder, seconded by Council Member
Dacquisto, to approve a successor contract to current contract (C-1618) with Haven
Humane Society for the enforcement of RMC Title 7 for Animal Regulation through
June 30, 2025, in the amount of $402,816 for the period of January 1, 2021, through
June 30, 2021; and $829,801 for Fiscal Year (FY) 2021-22; and find that this contract is
exempt from environmental review per 14 CCR 15061 (Common Sense Exemption) on
the basis that there is no possibility that approval of the contract will have a significant
impact on the environment. Each year, beginning with FY 2022-23, the contract will
increase according to the Consumer Price Index (CPI) calculated in July, with an
additional two percent over CPI for FY 2022-23 only.

Electric Service.

Winter, to adopt Resolution No. 2021-008, a resolution of the City Council of the City of
Redding, to execute Contract No. 20-SNR-02306 (Base Resource Contract) with WAPA
for Base Resource Electric Service.

Winter,to: (1)adopt Resolution No. 2021-009,a resolution of the City Council of the City
of Redding, amending the Executive Management Pay-For-Performance Salary
Schedules effective January 24, 2021; and (2) adopt Resolution No. 2021-010, a
Resolution of the City Council of the City of Redding, authorizing the creation of four
additional positions for Redding Electric Utility related to registration as a Transmission
Owner/Transmission Operator.

9.6(b). Vacant Land Purchase Agreement- City of Redding-owned property located at 4710 and
4950 Shasta View Drive.
Council Member Dacquisto recused himself due to property ownership in the area and left
the room.

A MOTION WAS MADE by Council Member Schreder, seconded by Council Member
Winter,to approve a Vacant Land Purchase Agreement(Purchase Agreement)with Brady
Jones for the sale of two parcels of City of Redding owned surplus property located
at 4710 and 4950 Shasta View Drive (Assessor's Parcel Nos. 054-090-037 and 054-
090-039) for a sum of$145,000, with a deed restriction pursuant to Government Code
section 54233, related to affordable housing conditions, and subject to the retention
of an easement(s), if required, for public service utilities and pay half of the associated
title fees; and authorize the City Manager to execute the Purchase Agreement and
all related documents, extensions, and negotiations related therein.

Schreder, to: (1) adopt Resolution No. 2021-011, a resolution of the City Council of the
City of Redding, renaming Riverland Drive Open Space to Kum Bay Xerel (Shady Oak
Village) Open Space and Henderson Open Space to Nur Pon (Salmon Run) Open Space;
and (2), adopt Resolution No. 2021-012, a resolution of the City Council of the City of
Redding to prohibit bicycle riding within the area known as Henderson Open Space.

9.10(b).Resolution - Solicitation of a Professional Services Consultant.
Finance Director/City Treasurer Allyn Clark, provided an overview of the Report to the

A MOTION WAS MADE by Council Member Schreder, seconded by Council Member
Winter, to adopt Resolution No. 2021-013, a resolution of the City Council of the City of
Redding, to: (1) authorize staff to move forward with a Request for Proposals for
consulting services to advise on the options available and need for an Enterprise Resource
Planning System; (2) adopt Resolution No. 2021-013, a resolution of City of Redding
approving and adopting the 69`h Amendment to City Budget Resolution No. 2019-050
appropriating$150,000 to fund the consulting services contract; and(3)authorize the City
Manager to approve a contract for professional services not to exceed $150,000, and sign
all necessary documentation to execute said contract.

9.11(i) Resolutions (2)–Amending Redding Independent Employees' Organization Schedule of
Classifications and Wage Rates and International Brotherhood of Electrical Workers –

A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Schreder, to: (1) adopt Resolution No. 2021-014, a resolution of the City Council of the
City of Redding, amending the Redding Independent Employees' Organization Clerical,
Technical Professional and Supervisory/Confidential Units –Schedule of Classifications
and Wage Rates (Non-Exempt and Exempt), effective January 24, 2021; and (2) adopt
Resolution no. 2021-015, a resolution of the City Council of the City of Redding,
amending the International Brotherhood of Electrical Workers–Maintenance Employees
Schedule of Wage Rates, effective January 24, 2021; all related to organizational changes
within the City of Redding's Public Works Department and Solid Waste Utility Division.

9.14(a).Ordinance -Redding Municipal Code (RMC)Title 1 (General Provisions) to update the
City of Redding's Administrative Enforcement Appellate Process.
City Attorney DeWalt provided an overview of the Report to the City Council (staff

A MOTION WAS MADE by Council Member Dacquisto, seconded by Council
Member Winter, to offer Ordinance No. 2633, an ordinance of the City Council of the
City of Redding, amending RMC Title 1 (General Provision) by adding Section
1.13.75(Notice of Noncompliance) and amending Sections 1.13.110 (Request for
Hearing) and 1.13.200 (Right to Judicial Review), and amending Chapter 1.14
(Administrative Penalties and Abatement) by amending Sections 1.14.100 (Notice of
Pendency of Action), 1.14.110 (Notice of Final Disposition) and 1.14.170 (Findings and
Order), for first reading by title only, waive the full reading of the ordinance, and find
that the adoption of the ordinance is exempt from review under the California
Environmental Quality Act under CEQA Guidelines 15060(c)(2) and 15061(b)(3)
because there is no possibility that the ordinance will have any significant effect on the
environment; and additionally, authorize the City Attorney to prepare a summary
ordinance and the City Clerk to publish the same in accordance with law.

9.15(a).Resolution - Exception to the California Public Employees Retirement System 180-day
wait period.
Assistant City Manager Sheri DeMaagd summarized the Report to the City Council (staff

A MOTION WAS MADE by Council Member Schreder, seconded by Council Member
Winter, to adopt Resolution No. 2021-016, a resolution of the City Council of the City of
Redding, approving the exception to the 180-day wait period for public agencies set by
California Public Employees' Retirement System as required by California Public
Employees' Pension Reform Act of 2013 and granting the City Manager authority to
execute the necessary hiring documentation. The resolution allows a retired Electrical
Technician to be rehired as an annuitant in the Public Works Department to assist with a
special project and extra help needed with installation of the License Plate Readers and
fire watch camera installations on City of Redding equipment that are part of the Redding
Electric Utility Wildfire Mitigation Plan. The annuitant would be re-hired effective
January 20, 2021.
