A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE MAYOR TO SIGN THE COOPERATIVE
1 AGREEMENT BETWEEN THE CITY OF REDDING AND WESTERN SHASTA
RESOURCE CONSERVATION DISTRICT TO ASSIST THE CITY IN
UPGRADING THE EROSION CONTROL ELEMENT OF ITS GRADING
ORDINANCE.
IT IS HEREBY RESOLVED by the City Council of the City of Redding
as follows:
1 . That the City Council of the City of Redding hereby
approves the above-mentioned Cooperative Agreement between the City
l of Redding and Western Shasta Resource Conservation District, a true

copy of which is attached hereto and incorporated herein by
reference.
2 . That the Mayor of the City of Redding is hereby authorized
and directed to sign said Cooperative Agreement on behalf of the City
of Redding, and the City Clerk is hereby authorized and directed to
attest the signature of the Mayor and to impress the official seal of

the City of Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 21st day of May 1991, and was duly adopted at said
meeting by the following vote:

COOPERATIVE AGREEMENT
THIS AGREEMENT, entered into this day of 1991, by
and between the CITY OF REDDING, a political subdivision of the State of
California, hereinafter called "CITY" and the WESTERN SHASTA RESOURCE
CONSERVATION DISTRICT, hereinafter called the "DISTRICT."
1 WITNESSETH
WHEREAS, in consideration of the need for erosion and sediment control in
the urbanizing areas of the City, the feasibility of erosion control measures,
and recent guidelines adopted by the State for waste discharge from land
jdevelopments, and

! WHEREAS, there are compatible objectives and mutual interests of the
District and the City, these parties hereby establish a basis for cooperation and
assistance as hereinafter set forth:
I . Within the limits of its authority and resources, the District will :
1. Review designated subdivisions, tentative maps, and make comments
and recommendations regarding the need for erosion control practices
when requested by the City of Redding, Public Works Division.
2. Conduct erosion control plan review and site inspections, upon
request, to ascertain the appropriateness of planned erosion control
measures.
3. Assist the City in developing erosion control "design standards" for
inclusion into the City of Redding Construction Standards.

4.
Conduct two er`�sion control workshops for staff the City' s Public
Works Department. Workshops will be conducted in Fall of 1991 and
Spring g of 1992.
5. As requested by the Public Works Director render technical opinions
concerning violations of the erosion control provisions of the
current grading ordinance.
6. Upon request, make comments and recommendations regarding erosion
control measures on City-owned land and rights of way.

7. Furnish the City with written material on erosion control and other
pertinent topics for general conservation education and cooperative
homesite planning efforts for distribution to developers,
contractors, and landowners.
0 8. Prepare and submit to the City on a semi-annual basis a report
summarizing the technical assistance provided to the City during
said period.
j II . Within the limits of its authority and resources, the District, at no
expense to the City, will assist the City with identification of erosion
watershed areas, flora and fauna areas of environmental concern and prime
agricultural lands.
III . Within the limits of its authority and resources, the City will :
1. Consider the recommendations and information submitted to the City
by the District pursuant to Sections I and II .
2. The City wi11 pay to the District $2500 for all services rendered
under Section I . This amount is the total amount due to District
under this agreement.
3. This agreement may be terminated by either party on thirty (30) days
notice and if the City elects to terminate this agreement, the
District shall be reimbursed for services rendered up to the date of

termination• This agreement shall be for a term of 12 months
commencing and terminating
