A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE AMENDMENT
NO. 1 OF CLIENT-CONSULTANT AGREEMENT, CORPORATION YARD,
ENTERED INTO BY AND BETWEEN THE CITY OF REDDING AND
DREYFUSS AND BLACKFORD, CONSULTANTS.
IT IS HEREBY RESOLVED by the City Council of the City of Redding
that the City of Redding enter into "Amendment No. 1 of Client-
Consultant Agreement, Corporation Yard," by and between the City of
Redding and Dreyfuss and Blackford, Consultants, a true copy of which
is attached hereto and incorporated herein by reference.
BE IT FURTHER RESOLVED that the Mayor of the City of Redding is
hereby authorized and directed to sign said Amendment and all other
necessary documentation in connection therewith on behalf of the City
of Redding; and that the City Clerk is hereby authorized and directed
to attest the signature of the Mayor and to impress the official seal
of the City of Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 21st day of rlaY , 1991, and was duly adopted at said

AMENDMENT NO. 1 OF CLIENT-CONSULTANT AGREEMENT
CORPORATION YARD
WHEREAS, the CITY OF REDDING, a municipal corporation organized and existing under
the laws of the State of California, hereinafter referred to as "City," and the firm of Dreyfuss and
Blackford, hereinafter referred to as "Consultant," entered into an agreement on September 1,
1989, for professional services for the project known as the Corporation Yard, hereinafter referred
to as "Project."
NOW, THEREFORE, BE IT RESOLVED that the City and the Consultant agree to the
following additional services and the enumeration therefor:
Schematic Design Consultant shall prepare schematic floor plans, elevations, and a final site
design for the project which is located on the south side of Viking Way between Abernathy Road
and Viking Way. The site is ±42 acres and consists of approximately 179,650 square feet of
enclosed p
square space and 53,736 s feet of covered space with associated parking, landscaping,

storage areas, and street and utility improvements.
The schematic design shall be based on the programming previously accomplished by the
consultant as modified by City input and the use permit and negative declaration issued for the
project. The design shall be of sufficient detail for the City to evaluate and understand the layout
of uses within the Corporation Yard, whether or not they meet the needs of the City and their

i functional working relationship and scale within the project, work areas, doors, etc. The cost for
this work shall not exceed $114,000 including all reimbursable expenses. Payment shall be made
in four equal installments based upon progress in design.
Included as part of the schematic-design phase will be materials and colors proposed to be used
on the exterior of the buildings, a statement of HVAC proposals, a statement of noise control and
insulation, and a statement of the structural-design approach.
The architectural site plan showing dimensions,striping,signing, building locations, loading docks,
trash enclosures, and other architectural features upon which to design the engineering plans
including the schematic layout and location of fuel-storage and dispensing facilities, wash racks,

or vehicle wash facilities,controlled environments, landscape concepts, and storage-yard features
that could impede storm drainage, utility locations, or vehicle movements.
Engineering
The Consultant shall provide the engineering services listed below for the project for the amounts
shown. Payment shall occur upon the completion of each task in the amounts shown.
A. Boundary survey and mapping of City-owned property of ±110 acres to establish boundary
and aerial control surveys, base topographic maps at a scale of 1" = 50", with contour
intervals of one foot, and a half-tone mylar aerial photo of the site at a scale of 1" = 50'.
Cost $8,800
B. A tree survey of the project area (±45 ACRES) which locates and identifies all trees with a
diameter of 12 inches or greater at four feet above the ground. These will be shown on a
1" = 50' scale mylar that can be overlaid with the base topographic and boundary map.
Cost $3,500
C. A record of survey of the entire City property suitable to provide legal descriptions and
exhibits for street and utility easements. Cost $2,900
D. Engineering design services necessary to prepare on-site construction drawings listed below
that include site dimensions, paving, finish pavement grades and structural sections, curb
grades, storm-drainage facilities, and water and sewer to within five feet of buildings and
pads shown on the site plan. Also, review and critique site plan prepared by architect with
respect to utility, grading, and drainage issues. Cost - $22,000

E. Engineering design services necessary to provide construction drawings for on-site storm-
drainage detention facilities as defined in Use Permit UP-106-90, Condition No. 21.
Cost $2,500
F. Design field surveys and base mapping of the following off-site streets for design of off-site
improvements required by use permit or project:
1. Old Oregon Trail (1,500 feet) at intersection of Viking Way--720 feet to the north and
720 feet to the south of the intersection.

2. Viking Way (2,600 feet) from Abernathy Lane to Old Oregon Trail.
3. Abernathy Lane (700 feet) from Viking Way intersection to south line of Corporation
yard, first-phase construction.
The field survey shall provide horizontal control and cross sections at 50-foot intervals.
Base mapping is to be on a one-half-tone mylar aerial photo at 1" = 50' scale. Cost $6,700

G. Engineering-design services necessary to prepare off-site construction drawings (plan and
profile) of frontage and off-site streets including dimensions, paving, curb and gutter,
sidewalk, striping, driveways, street lights, sewer, water, underground utilities, and other
City-maintained facilities. Cost $9,800.

City Requirements
To assist in the work, the City, through its staff or by separate contract, shall provide the
following:
A. Soils investigation and report with recommendation for pavement, base, and overlay work
on new street construction. A soils reconnaissance for hazardous materials.
B. Site electrical plan showing site lighting and electrical and telecommunications distribution
systems between buildings.

t C. Schematic landscape and irrigation plans.
D. Fire-hydrant locations and no-parking zones.
E. Electrical plans for planned public streets.
F. Title reports of property and dedication of right-of-way for streets to be improved.

G. Street-design guidelines.
i H. The proposed type of phone system and computer line system and outlets to be used within
the buildings.
I
I. Information on special equipment needs by the various users of the project.
I
J. Structural testing of Old Oregon Trail.
K. Any necessary off-site storm-drain or utility easements.

Cost Estimate
I
Upon completion of the above work, the Consultant shall provide a cost estimate prepared by an
independent firm on the estimated cost to construct the project. Cost $8,000
Model
i
If requested by the City Council or Council subcommittee, the architect shall construct a model
of the project of not less than 24 inches by 36 inches with four-foot contour intervals. The model
would show the project area site, buildings, parking and landscape areas, and adjoining streets.
The model would not cost more than $7,000 and would be subject to a separate cost estimate.
Total Cost
The total cost for this additional work, excluding the model, shall not exceed $170,200 and
includes all reimbursable expenses.
No Other Changes
Other than this additional work, all other parts of the agreement attached hereto as Exhibit A are
unchanged and remain in effect.
Schedule
All work occasioned by this amendment is to be completed by October 30, 1991.
