A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING ITS SCHEDULE OF FEES AND SERVICE CHARGES.
WHEREAS, the City Council of the City of Redding is charged with
the responsibility of establishing municipal policies to guide the
various functions of the City and, where necessary, to establish
procedures by which said functions are performed; and
WHEREAS, regulatory policies established by the City Council are
usually adopted by Ordinance and included in the Municipal Code.
However, other policies are also established, which by their nature
do not require adoption by Ordinance; these policy statements,
adopted by Resolutions of the City Council, need to be consolidated
in a reference document for easy access; and
WHEREAS, on October 4, 1988 , by Resolution No. 88-364 , the City
Council adopted a Schedule of Fees and Service Charges, which was
subsequently amended by Resolutions 88-410, 89-56, 89-92, 89-196 , 89-
244, 89-251 , 90-2�f4 , 90-316 , 91-56, and 91-104 ; and
WHEREAS, under Resolution No. 88-364, the City Manager is
authorized and directed to revise, supplement, and maintain said
Schedule of Fees and Service Charges so that to the greatest extent
possible the Schedule will be a comprehensive list of fees for City
permits and services; and that a fee that is not on the Schedule will
not be invalid but should be made a part of the Schedule at the
earliest possible time; and
WHEREAS, effective January 1, 1991, AB 3158 requires the
Department of Fish and Game to impose and collect filing fees to
defray the cost of managing and protecting fish and wildlife
resources ( intended to be a user fee which allocates the costs of
fish and wildlife protection to those who consume those resources '
through urbanization and development) ; and ti
WHEREAS, projects which do not have an impact are not intended
to pay the fee; and

WHEREAS, lead agencies (in this case, the City) are given the
responsibility of making the determination that environmental impacts
will not result from a project, and must provide findings of fact to
the Department of Fish and Game; to do so, the City must complete
Certificates of Exemption, and forward them to the County Clerk; and
lWHEREAS, City Council wishes to further amend the above-
mentioned Schedule of Fees and Service Charges to establish a fee for
preparing the Certificates of Exemption;
{ NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the
City of Redding that the current Schedule of Fees and Service Charges
is hereby deleted in its entirety, and replaced by the Schedule of
Fees and Service Charges attached hereto and incorporated herein by
reference.
I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 7thday of May 1991, and was duly adopted at said
meeting by the following vote:
