A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS;
AWARDING A CONTRACT TO SEAL-ALL MARKETING (SINGLE
VENDOR) FOR THE RENTAL OF A SEAL-ALL MARKETING
APPLICATOR AND THE PURCHASE OF POLYSEAL 3 SEALANT; AND
AUTHORIZING THE CITY MANAGER TO SIGN THE NECESSARY
DOCUMENTATION.

j WHEREAS, the Public Works Department wishes to implement an
i
improved method of sealing cracks in pavement that have opened up
due to such influences as weather and traffic, which will
eliminate the current sanding, extensive signing, and two man-
hour stages (shoveling and picking up) in the City' s current
process; and
WHEREAS, in the improved method which is proposed, a

melter/applicator is used to melt down a solid rubber polymer
jmaterial that is spread into the cracks; depending on weather,
the material sets up in 5-30 minutes; and

WHEREAS, the rubber-polymer asphalt has an extreme
elasticity that, once in the crack, does not pull apart, as the
latex used in the past few years has; and

WHEREAS, with the proposed method, it is also possible to
seal during damp days, as an air pressure/torch system eliminates
moisture from the cracks , enabling the sealing process to be
accomplished; and
WHEREAS, only two vendors currently supply the equipment to
use the proposed process: Crafco International and Seal-All
Marketing; and �
WHEREAS, Crafco International has a minimum six-month rental
program at $1800/month and a material cost of 31 cents/pound; and
WHEREAS, Seal-All Marketing has a minimum three-month rental
program at $1800/month and a material cost of 27 cents/pound; and
WHEREAS, staff has advised Council that it does not
anticipate a need to rent the equipment for the minimum six-month
period required by Crafco International, thus eliminating Crafco
International as a potential vendor; and

WHEREAS, funds are available through the normal street
1 maintenance budget for the proposed rental/purchase; and
WHEREAS, pursuant to Redding Municipal Code Section
4. 20 . 080 A. 2, staff recommends that a contract be awarded to
Seal-All Marketing for the rental of a Seal-All applicator and
the purchase of the necessary Polyseal 3 sealant; and
WHEREAS, the City Council has carefully studied the above

matter, and has determined that said recommendation is in the
best interests of the City; and

WHEREAS, it has been determined that this matter is
categorically exempt from the provisions of the California
i
Environmental Quality Act;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows:
1. That the foregoing recitals are true and correct.
i2. That, pursuant to Redding Municipal Code Section
4.20 . 080 A. 2, the formal bidding process be bypassed and a
contract awarded to Seal-All Marketing for the rental of a Seal-

i 3 . That the City Manager is hereby authorized and directed
to execute the necessary documentation on behalf of the City of
Redding; and the City Clerk is hereby authorized to attest the
i
j signature of the City Manager and to affix the seal of the City
i
of Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 7th day of May, 1991, and was duly
adopted at said meeting by the following 4/5ths vote of Council:
