A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING RESOLUTION NO. 90-546, PARTIALLY AMENDED BY
RESOLUTION NOS. 91-103 , 91-122, AND 91-123 BY ( 1) DELETING
THE EXISTING EXECUTIVE MANAGEMENT PAY-FOR-PERFORMANCE SALARY
PLAN AS OF MIDNIGHT, MARCH 30, 1991; AND ( 2) IMMEDIATELY
THEREAFTER ESTABLISHING A NEW EXECUTIVE MANAGEMENT PAY-FOR-
PERFORMANCE SALARY PLAN EFFECTIVE MARCH 31, 1991.
WHEREAS, City Council has studied the current Executive
Management Pay-far-Performance Plan established by Resolution No.
90-546, partially amended by Resolution Nos. 91-103 , 91-122, and
91-123; and
WHEREAS, staff has recommended that Resolution No. 90-546 as
amended by Resolution Nos. 91-103 , 91-122, and 123 be further
amended by ( 1) deleting the existing Executive Management Pay-
for-Performance Salary Plan as of midnight, March 30 , 1991 ; and

( 2) immediately thereafter establishing a new Executive
Management Pay-for-Performance Salary Plan as set forth in
I Exhibit "A" attached hereto and incorporated herein by reference
effective March 31 , 1991; and
j WHEREAS, City Council deems it to be in the best interests

of the City of Redding to adopt such recommendation;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding that Resolution No. 90-546 as amended by
Resolution Nos. 91-103 , 91-122, and 91-123 be and hereby is

amended by ( 1) deleting the existing Executive Management Pay-
for-Performance Salary Plan as of midnight, March 30 , 1991; and
( 2) immediately thereafter establishing a new Executive
Management Pay-for-Performance Salary Plan as set forth in
Exhibit "A" attached hereto, effective March 31, 1991.

SUBJECT: Assistant City Engineer Salary
Recommendation
Background
As mentioned in a recent Council Alert, staff is currently winding down our
recruitment process for the Assistant City Engineer. The recruitment firm of
i Ralph Anderson and Associates has narrowed the field to six potential
candidates . However, four currently receive salaries significantly higher
then our top rate for the Assistant City Engineer position. Therefore, as we
enter the final phase of the interview process it is likely we will encounter
difficulties in negotiating with the final candidate . In addition, there is
an internal salary relationship problem between the Assistant City Engineer
that is currently at the same salary range as Project Coordinator, a class
which reports to the Assistant City Engineer. A subordinate receiving the
f same salary as his supervisor does not represent a good management practice .

Therefore, for the two reasons stated above it is recommended by staff that
the salary range for Assistant City Engineer be increased by 10 percent, thus
going from a range of $3 , 209 to $4 , 514 to a range of $3 , 531 to $4 ,965 . Staff
would have taken this salary recommendation to you for inclusion in the 1991-
1992 budget, however, due to the critical stage we are in with regards to
this position, we thought the timing appropriate .
Issues
Should the salary range for the class of Assistant City Engineer be increased
by 10 percent, effective March 31 , 1991 .
Alternatives
1 . Approve staff' s recommendation to increase the salary range for the
Assistant City Engineer class by 10 percent, thus solving an internal
salary problem and giving staff more flexibility in the final phase of
the recruitment process .
2 . Do not approve staff' s recommendation for a salary range increase.
3 . Direct staff to study the internal salary relationships further and
report back a different recommendation.
Recommendations
It is the recommendation of staff that the attached salary resolution be
approved increasing the salary range for the class of Assistant City Engineer
by 10 percent.
