A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING DISPENSING WITH THE BIDDING PROCESS; DECLARING THAT A USED SEDAN FOR THE AIRPORTS DEPARTMENT MAY BE ACQUIRED IN THE OPEN MARKET; AND AUTHORIZING THE NEGOTIATION THEREOF BY THE CITY MANAGER. I'I WHEREAS, the Airports Department has budgeted $14,400 . 00 for the purchase of a full size sedan; and WHEREAS, Staff feels that purchasing a used sedan with low mileage will be more cost effective than the purchase of a new sedan; and WHEREAS, area automotive dealers are unable to provide firm prices for a particular used vehicle for the length of time necessary to complete the formal bidding process; and WHEREAS, pursuant to Municipal Code Section 4. 20. 080 ( 4 ) , bidding may be dispensed with when, at the request of the City Manager, approved by the City Council, goods or services are proposed to be purchased which do not constitute public works projects; and WHEREAS, the Staff believes that a competitive bid can be negotiated for a suitable low mileage used sedan through area suppliers within budgeted funds by negotiating in the open market; and WHEREAS, it has been determined that this matter is categor- ically exempt from the provisions of the California Environmental Quality Act; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1 . That all of the above recitals are true and correct; 2 . That it is the opinion of this City Council that a suitable used sedan is available in the open market, and that r through negotiations can be acquired in the open market for a price which is favorable to the City of Redding. 3 . That the City Manager is hereby authorized and directed to enter into negotiations with area suppliers for a low mileage used sedan, and to obtain same at a price favorable to the City of Redding.
