RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING RESOLUTION NO. 91-88 BY ESTABLISHING A FLAT
MONTHLY RATE FOR EACH RESIDENTIAL CONTAINER OVER AND
ABOVE THE FIRST.

WHEREAS, on February 19, 1991, by Resolution No. 91-88, the
City Council established rates for the collection and removal of
Solid Waste pursuant to the provisions of Redding Municipal Code
Section 9. 28 . 110;
AND WHEREAS, said rate structure failed to establish a flat

monthly rate for each residential container over and above the

first;
AND WHEREAS, staff hereby requests approval to amending
Resolution No. 91-88 by adding the following paragraph 2A,
effective July 1, 1992:
2A. That the monthly rate for the second residential
container (or more) be established, and each and
every residential container be charged and billed
at the existing solid waste residential rate;
AND WHEREAS, City Council has considered said recommendation
and deems it to be in the best interests of the City of Redding
to establish the same monthly residential rate for all
containers, effective July 1 , 1992;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding that:

1. The foregoing recitals are true and correct.
2. Council hereby approves amending Resolution No. 91-88
(copy attached) by adding the following paragraph 2A effective
July 1, 1992:
2A. That the monthly rate for the second residential
container (or more) be established, and each and
every residential container be charged and billed
at the existing solid waste residential rate.

introduced and read at a regular meeting of the City Council of
the City of Redding on the 19th day of MaY , 1992, and was duly

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING RATES FOR THE COLLECTION AND REMOVAL OF SOLID
WASTE PURSUANT TO THE PROVISIONS OF SECTION 9.28.110 OF THE
REDDING MUNICIPAL CODE, AND REPEALING RESOLUTION NO. 89-53
WHEREAS, Section 9. 28. 110 of the Redding Municipal Code
provides that the City Council may establish by resolution the
rates for the collection and removal of solid waste; and
WHEREAS, the City Council has determined that the existing
rates and charges do not produce sufficient revenue to pay all the
costs related to the collection, removal, transportation, recycling
and burying of solid waste; and
WHEREAS, the City Council deems it to be in the best interests
of the City and its citizens that all utility services of the City
of Redding be self-supporting and not subsidized as to their
operational costs by revenues raised through the imposition of ad
valorem taxes or other sources of revenue; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Redding, as follows:
1. That Resolution No. 89-53 is hereby repealed, upon the
effective date of this Resolution.
2. That a flat rate of $8.00 per month shall be charged to
all occupied single family residences located within the City of
Redding for solid waste collection and disposal service by the
City, without regard to the use thereof by the resident. The $8.00
rate to be increased by $2.00 on March 1, 1991, $2.00 on
September 1, 1991, and $1.50 on March 1, 1992.
3. That multi-family units be billed according to the method
of collection for either automated refuse container (ARC) or
container, as follows:
(a) Apartments. If an ARC is assigned to a unit, the
residential rate applies and the tenant is billed the
residential rate. If a container (bins in sizes of 1,
1. 5, 2 , 3 , 4, or 6 cubic yards) is used, the container

(b) Mobile Home Parks. If an ARC is assigned to a unit or
service is provided by using standard garbage cans, the
residential rate applies and the tenant or landlord is
billed the residential rate. If a container provides the
necessary service, the container rate applies and the
landlord is billed.
(c) Motels/Hotels. The container rate shall apply.
(d) Multi le Units. All multiple units _for four units or
larger shall be served with an approved container and be
billed at the current container rate.
4. That the current rates for commercial be established and
adopted as container rates and customers charged under either
residential or commerical use ,the .applicable rates. A copy of the
existing rates is shown in Exhibit A attached.
(a) Commercial landlords. All. commercial landlords assume
the responsibility of their solid waste bill and allocate
the tenant' s share based on their own lease mechanism.
5. That the container rates be increased, as shown below,
effective September 1, 1991:

7. This Resolution shall become effective February 19, 1991,
and shall be applicable to all customer billings on or after
April 1, 1991.
