Fultonm M.D for his service to the City & his community RESOLUTION NO. 92-212 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING CgMMENDING LEE D. FULTON, M.P. FOR HIS SEPNICE TO TUE CITY AND HIS COMMUNITY WHEREAS, Lee D. Fulton was born in Chicago, Illinois and moved to San Francisco, California at an early age- where. hz was raised and attended school: and WHEREAS, Lee Fulton, planning a medical career early in life, attended, college at the University of California where he received, his Bachelor' s Degree, and later received his M.D. Degree at the Universi,- ty of California School of Medicine, San. Francisco, in 1940; and WHEREAS, Dr. Lee Fulton served his. internship and residency at the University of California San Francisco Hospital until. he joined the Army in 1942; and WHEREAS, Dr. Lee Fulton served as a flight surgeon in the United States 8th Army Air Cofps and remained in the service as a reserve officer, achieving the rank. of Colonel in the United: States Air Force Reserve, and retiring in 1972 after being awarded the Legion of Merit.; and, WHEREAS, Dr . Lee Fulton relocated to Redding: n 1954 and estab- lished, the first Obstetric/Gynecology practice in Redding at Mercy Medical, Center; and. WHEREAS, Dr. Lee Fulton' s interest in-city government compelled him to run fur and be elected to the Redding City Council. on April 21, 1964, where he served as Mayor of Redding from 1976 to 1978 and again from 1986 to 1987 during the City of Redding' s Centennial. Celebration; and WHEREAS, Dr. Lee Fulton has won re-election seven times, complet- ing 28 years of community service, having served the most consecutive terms on the Redding City Council as Redding' s population tripled in size from. the early 1960s, and he has been. an instrumental. force in numerous capital projects including: The Acquisition of Turtle Day, from 1965 to 1972, Construction of the Redding Convention . Center, completed in 1970, Enclosure of the Redding Downtown Mall and Parking Structure, completed in 1972, Selection of the Parkview Avenue Site for the Redding Civic Center, 1991, Construction of the Stillwater Regional Wastewater Treatment Plant, completed in 1952 ; and WHEREAS, other major projects undertaken by the City of Redding during Dr. Fulton' s tenure on the City Council include the Whiskeytown Hydro-Electric Power Project, the Redding Municipal Airport Terminal Building, the Churn Creek Road Overpass, the Enterprise High School Swimming Pool, the Buckeye Community Park, the Martin Luther King Junior memorial Center, the Canby-Hilltop-Cypress Redevelopment Project, the Redding Museum & Art Center, the North, West. and East Loop 115 KV Transmission Line Projects, the Redding Water Supply Treat- ment Facility and the Clear Creek. Regional Wastewater Treatment Facili- ty; and . 0 • 1AMEREAS,. throughout his years of public service, Dr. Fulton has. been actively involved innumerous organizations and served on, many committees and agencies such as:. *Regional Transportation. Planning Agency Representative *Shasta. County Community Action Agency Advisory Board, *Redding Area Bus Authority *Redding Housing Authority *Redding RedevelopmentAgency *Shasta County Air Quality Hearing Board *Council Liaison to the Police. and Fire Departments *Shasta County WelfareAdvisory Committee *Director of Shasta. General HospLtal, WHEREAS, Dr . Lee Fulton, even. with a. demanding professional. and. political career., found time to enjoy the family hobby of raising, breeding and showing Alaskan Malamute dogs from the early 1960s to 1975, winning several major championships, and also enjoyed square dancing with the. Prairie A' s and. the Shasta Dt-un Dandies; and WHEREAS, Dr. Lee Fulton, and his wife of 41 years, Jane, have a daughter, Roblee., and now enjoy world travel.. NOW, THEREFORE, BE IT RESOLVED, that the City Council of Redding hereby commends Dr. Lee D. Fulton for his long and distinguished, car neer in public service and. extends its profound gratitude for the lasting contribution he has made to City government in helping shape, and preserve our community' s high quality of life. BE IT FURTHER RESOLVED, that the City Council and, the. City of Redding extend, best wishes, to Dr. & Mrs. Fulton and. for continued success., health, and happiness in future ventures. I HEREBY CERTIFY that the foregoing Resolution was introduced and read at. a regular meeting of the, City Council of. the City of: Redding on the 19th day of May, 1992, and was duly adopted at said, meeting by the following vote: AYES: COUNCIL MEMBERS.: Anderson, Arness, Kehoe & Moss NOES: COUNCIL.
