A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING RESCINDING RESOLUTION NO. 90-241 AND REQUESTING THE LOCAL AGENCY FORMATION COMMISSION TO TAKE PROCEEDINGS FOR THE ANNEXATION TO THE CITY OF REDDING OF INHABITED TERRITORY DESIGNATED CITY OF REDDING ANNEXATION NO. 88-2 1 (OREGON GULCH/TEXAS SPRINGS ROAD AREA). BE IT RESOLVED by the City Council of the City of Redding as follows: WHEREAS, the City Council hereby rescinds Resolution 90-241; and WHEREAS, the City of Redding desires to initiate proceedings pursuant to the Cortese—Knox Local Government Reorganization Act of 1985, Division 3, commencing with Section 56000 of the California Government Code, for the annexation to the City of Redding of the inhabited territory designated City of I Redding Annexation No. 88-2 (Oregon Gulch/Texas Springs Road Area); and WHEREAS, the territory proposed to be annexed is inhabited and a description of the boundaries of the i territory is set forth in Exhibit "A" and depicted in Exhibit "B" attached hereto and by this reference incorporated herein; and WHEREAS, this proposal is consistent with the sphere of influence of the City of Redding; and — WHEREAS, it is desired to provide that the proposed annexation be subject to the following terms and conditions: Annexation Agreement between the City of Redding and Robert L. Jones; and WHEREAS, the reasons for this proposed annexation are as follows: The advantage to property owners within this territory of the availability of certain City services; and i WHEREAS, a plan for providing services within the affected territory is set forth in Exhibit "C" attached hereto and incorporated herein by reference, as required by Government Code Section 56653; NOW, THEREFORE, this resolution is hereby adopted and approved by the City Council of the City of Redding, and the Local Agency Formation Commission of Shasta County is hereby requested to take proceedings for the annexation of territory as described in Exhibit "A," according to the terms and conditions 'I stated above and in the manner provided by the Cortese—Knox Local Government Reorganization Act of 1985. Water in this area will be provided by the Centerville Community Services District pursuant to the terms of the Annexation Agreement (#1655) between the City of Redding and CCSD, which was executed on May 2, 1983. Per the Agreement, should CCSD be unable to provide adequate water service at some future date, then water will be made available from the City of Redding in accordance with adopted standards, 9 policies, and payment of fees or connection charges. Water lines will be extended by property 'I owners, in accordance with the Master Water Plan through an assessment district when they want service. Area Between Shasta Terrace Subdivision (Riviera Drive) and Branstetter Lane. This area is east of the Centerville Community Services District boundary. Water is currently available from the City of Redding in accordance with adopted standards, policies, and payment of fees or connection charges. There are 6-inch and 8-inch lines in Riviera Drive and Branstetter Lane and tributary local public and private streets. The City's Master Water Plan calls for the construction of approximately 6,000 feet of 12-inch line between the Riviera Drive and Branstetter Lane. If water service is provided to the area north and south of Texas Springs Road as described below, then the proposed 12-inch water line will be upsized to a 16-inch line. Water lines will be extended by property owners, in accordance with the Master Water Plan through an assessment district when they want service. The attached map depicts the location of existing and planned City water lines in the area. - — Area North and South of Texas Springs Road. This area is south and east of the Centerville Community Services District boundary. Water will be provided to the area under one of two alternatives. The first alternative would extend the existing 16-inch line in Clear Creek Road approximately 18,000 feet to the area via Honeybee Road and Texas Springs Road. A booster pump station would be required in the area as depicted on the attached map exhibit. The second alternative would extend approximately 14,000 feet of 16-inch water line south from the existing system in Riviera Drive to Branstetter Lane then west in Branstetter Lane and Texas Springs Road to the area. This alternative would require system improvements to the north of Riveria Drive including constriction of approximately 11,000 feet of 16-inch and 1,700 feet of 20-inch water lines to the water storage facilities at Hill 900 to provide adequate fire flow to the annexation. Water lines will be extended by property owners through an assessment district when they want service. The attached map depicts the location of existing and planned City water lines in the area. jSewer - Sewer service will be provided by the City of Redding in accordance with adopted policies, standards, and charges. The annexation is tributary to the Clear Creek Sewage Treatment Plant. Sewer service is not presently available to the annexation and existing development is served by on- site septic systems. Existing sewer lines are located in the Shasta Terrace Subdivision (Riviera Drive) approximately 500 feet east of the annexation,Kenyon Drive approximately 700 feet east of the annexation, and also in Branstetter Lane approximately 1,700 feet east of the annexation boundary. The City's Master Sewer Plan calls for the westerly extension of trunk lines into the area via Branstetter Lane and Kenyon Drive. Timing of the trunk line extensions depends on how quickly the area develps and what other area annexations occur. Sewer lines will be extended by property owners, in accordance with the Master Sewer Plan through an assessment district when they want service. The attached map depicts the location and sizes of existing and planned sewer lines in the area. i ,I Solid Waste — Solid—waste collection will be provided to existing residents after five years as per State law as long as the current provider can match the City's rates and level of service or when the existing collector chooses to discontinue service. New customers will be served by the City, which,through a joint—use agreement.utilizes the Shasta County West Central Landfill located near Igo. It is expected that the City will utilize the County's landfill for a period of 30 years. In addition,a site selection study and EIR are currently being prepared for construction of a solid— waste transfer and recycling facility . Streets — Existing streets shown on the County Road log will be maintained by the City only to the extent they are presently improved. New dedicated public streets will be constructed according to City standards and maintained by the City accordingly. At the time of development of the property, all adjoining streets will be improved by the owner to City standards, and all necessary right—of—way will be dedicated. Police and Fire — Upon annexation, police and fire services will be available to the property. New development will occur in a manner to maintain the City's fire rating. Three City fire stations serve the area. Station No. 2 is located near the intersection of Placer Road and Buenaventura Boulevard approximately 2 miles from the annexation. Station No. 3 is located near the intersection of Canyon Creek Road and Westside Road approximately 1.5 miles from the annexation. Station No. 4 is located on South Bonnyview Road a short distance east of Eastside Road and is approximately 3.5 miles from the annexation. In addition, the City and the California Department of Forestry have entered into a Mutual Aid Agreement that provides that CDF will assist in fire suppression, especially wildland fire, within the "mutual threat zone around the City. The mutual threat zone is a ribbon of land roughly one—half to one—mile wide both inside and outside the City limits. Conversely, under the agreement,if a fire occurs outside the City limits in the County but inside the mutual threat zone,the City will assist in fighting the fire. The CDF fire station nearest the annexation is located on Placer Road near the Olney Park Subdivision. Attached is a map that depicts the location of the area fire stations. Electric — It is the policy of the City of Redding to be the sole provider of electric service to electric utility customers within the City limits. City electric service is made available when electric facilities can be purchased from PG&E and/or City lines are extended into the area in accordance with adopted policies,standards,and charges of the City of Redding and based on a logical extension of the City's electric distribution system. Presently,the City serves the Shasta Terrace Subdivision(Riviera Drive) and customers along Branstetter Lane. PG&E serves a few residences along Chapparral Drive. In January 1991,the City completed construction of the West Loop 115/12kV transmission to serve the emerging electrical needs of this area. In addition, the City has purchased a site for a future electric substation, which will be constructed when development warrants. Electric service along Branstetter Lane has been reinforced by the connection of the older lines to the feeder line of the West Loop transmission line. The Electric Department has also completed the design for upgrading the older Branstetter Lane lines to further enhance electric service in this area. The attached map depicts the location of existing City and PG&E lines and the location of the future electric substation. Storm Drainage — Natural drainage ditches will be maintained by the property owner through whose property the drain or stream passes. i 88-2.SVC
