C-2763 BETWEEN THE CITY OF REDDING AND ECONOMIC SCIENCES CORPORATION FOR TECHNICAL ASSISTANCE WITH PHASE II OF THE 1992 ELECTRICITY REPORT (ER92) PROCEEDINGS; AUTHORIZING THE EXPENDITURE OF AN ADDITIONAL $25,000 UNDER PHASE II OF THE AGREEMENT; AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTATION. WHEREAS, on January 15, 1991 , by Resolution No. 91-43 , City Council approved the above-mentioned Letter Agreement dated January 7 , 1991, between the City of Redding and Economic Sciences Corporation (ESC) , on the condition that the only expenditure authorized at that time was the sum of $54,000. 00 for Phase I of said Agreement ( see Exhibit C, Task, Total Cost to Report Filing) ; and WHEREAS, on August 6, 1991, by Resolution No. 91-308, City Council approved the implementation of Phase II and the expenditure of $32 , 000 therefor; and WHEREAS, the City Electric Department requires further technical assistance during Phase II of the California Energy Commission' s (CEC' s) 1992 Electricity Report (ER92 ) proceedings; and WHEREAS, staff has requested Council to continue the Letter Agreement between the City and ESC dated January 7 , 1991 , and to increase the Phase II amount by $25 , 000; and WHEREAS, sufficient funds for Phase II are included in the Fiscal Year 1991-92 budget; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. That the above recitals are true and correct. (f 2. That City Council hereby approves the attached Amendment to Consulting Services Agreement between the City of Redding and Economic Sciences Corporation, and the additional expenditure of $25,000 under Phase II of the CEC' s ER92 proceedings. 3 . That the City Manager of the City of Redding is hereby authorized and directed to sign all necessary documentation in connection therewith on behalf of the City of Redding; and the City Clerk is hereby authorized and directed to attest the signature of the City Manager and to impress the official seal of the City of Redding thereto. HAYS, City Attorney 2 AMENDMENOO CONSULTING SERVICES AGRkIENT This Amendment to Contract No. C-2763 dated January 7, 1991, (Original Agreement) is made and effective this day of January, 1992, between Economic Sciences Corporation, a California corporation (hereinafter referred to as "ESC"), and the City of Redding, California, (hereinafter referred to as "City"). 1) As per the City's request, ESC agrees to extend its CEC Liaison activities through the balance of the ER92 proceedings to cover unanticipated time requirements for achieving CEC adoption of the City's electric forecast and supply plan. The demand forecast portion of the proceedings has nearly been completed, with final adoption hearings coming up in January. The DSM filing has attracted far more of Staff s attention than had been expected and there may be new revisions and DSM form filings required. If new DSM forms are required, then a new supply plan filing may also be required. Redding's supply plan is also getting more of Staffs attention than was expected and participation in workshops and hearings will be required. Related to the supply plan, AB2198 concerning energy diversity went into effect January 1, 1992 and the CEC Staff has indicated that workshops and hearings will be scheduled to establish values for resource diversity. Since the bill is vague, some level of effort will be required to figure out how Redding can comply with it. 2) ESC's cost estimate for these activities is $25,000 (333 person hours @ $75/hour average). 3) Except for this cost modification, all other terms and conditions of Contract C-2763 remain in effect.
