RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
RESCINDING RESOLUTION NO. 91-267 AND OF APPLICATION BY THE
CITY OF REDDING REQUESTING THE LOCAL AGENCY FORMATION
a COMMISSION TO TAKE PROCEEDINGS FOR THE ANNEXATION TO THE
CITY OF REDDING OF INHABITED TERRITORY DESIGNATED CITY OF
REDDING ANNEXATION NO. 90-14 (FAIRWAY OAKS MOBILE HOME
ESTATES) .
BE IT RESOLVED by the City Council of the City of Redding as follows:
WHEREAS, Resolution No. 91-267 is hereby rescinded; and
WHEREAS, the City of Redding desires to initiate proceedings pursuant to
the Cortese-Knox Local Government Reorganization Act of 1985, Division 3,
commencing with Section 56000 of the California Government Code, for the
annexation to the City of Redding of the inhabited territory designated City of
Redding Annexation No. 90-14, (Fairway Oaks Mobile Home Estates) ; and

WHEREAS, the territory proposed to be annexed is inhabited and a
description of the boundaries of the territory is set forth in Exhibit "A" and
depicted in Exhibit "B" attached hereto and by this reference incorporated
herein; and
WHEREAS, this proposal is outside the adopted Sphere of Influence of the
City of Redding; therefore, said proposal also requests an amendment to the
Sphere of Influence to achieve conformity; and
WHEREAS, it is desired to provide that the proposed annexation be subject
to the following terms and conditions:
1. Property owners shall, within 30 days after the effective date of the
annexation, make application, as required by Section 18.68.030 of the Redding
Municipal Code, to the Redding Board of Administrative Review for a use permit;
and
WHEREAS, the reasons for this proposed annexation are as follows:
The advantage to property owners within this territory of the availability
of certain City services; and
WHEREAS, a plan for providing services within the affected territory is set �..
forth in Exhibit "C" attached hereto and incorporated herein by reference, as
required by Government Code Section 56653;
NOW, THEREFORE, this resolution is hereby adopted and approved by the
City Council of the City of Redding, and the Local Agency Formation Commission '�
of Shasta County is hereby requested to take proceedings for the annexation of
j territory as described in Exhibit "A," according to the terms and conditions
'.i stated above and in the manner provided by the Cortese-Knox Local Government
Reorganization Act of 1985.
BE IT FURTHER RESOLVED that the City Clerk of the City of Redding is
.. authorized and directed to file a certified copy of this resolution, along with
appropriate fees, with the Executive Officer of the Local Agency Formation
Commission of Shasta County.
I HEREBY CERTIFY that the foregoing resolution was introduced and read
at a regular meeting of the City Council of the City of Redding on the 7th day of
January 1992, and was duly adopted at said meeting by the following

COMMENCING at the North 1/4 corner of Section 3, T. 30 N. , Range 4 West,
MDM, thence following the mid-section line of said Section 3, South 01°21'11"
East, 1,326.49 feet; thence North 89°51'10" East, 400 feet, more or less, to the
northwest corner of that certain parcel described in the deed recorded in Book
1508, Page 404, Official Records of Shasta County; said corner being the point of
beginning and lying on the City of Redding boundary line; thence following said

PLAN PROVIDING BASIC SERVICES AS REQUESTED BY
SECTION 56653 OF THE GOVERNMENT CODE
REDDING ANNEXATION 90-14
FAIRWAY OAKS MOBILE HOME ESTATES
WATER
Water is currently provided by the City of Anderson through a system of wells in
the area. Water is also available from the City of Redding. A 12-inch water main
is located in Airport Road at the intersection with Lassen View Lane,
approximately 250 feet north of the entrance to the mobile home park. Connection
to the City of Redding water system is not a requirement of this annexation,
however, the property owners can extend the water line to the property through
an assessment district when they want service. This will be done in accordance
with adopted standards, policies, and payment of fees or connection charges.
SEWER
Sewer will be available upon the completion of the Stillwater Treatment Plant
which is scheduled to be operational in the Spring of 1992. The Clover Creek
Trunk Line passes through the mobile home park, as depicted on the attached
map. Although the annexation is outside the City's Clover Creek Assessment
District, it is within the Clover Creek Drainage Basin. In 1989, the City Council
adopted Resolution 89-228, which established fees and charges to be levied
against parcels seeking sewer service which are outside the assessment district
but within the drainage basin. Sewer service will be provided by the City upon
payment of the fees and in accordance with adopted policies and standards.
Sewer lines will be extended by the property owners.
SOLID WASTE
Solid-waste collection will be provided to existing residents after five years as
per State law as long as the existing provider matches the City's rates and level
i of service or when the existing collector chooses to discontinue service. New
i customers will be serviced by the City, which utilizes the Shasta County West
Central Landfill through a joint-use agreement. It is anticipated that the City
will utilize the County's landfill for a period of 30 years. In addition, a site
selection study and EIR is currently being undertaken for the development of a
solid-waste transfer and recycling facility in west Redding.
STREETS
Existing streets shown on the County Road log will be maintained by the City only
to the extent they are presently improved. New dedicated public streets will be
constructed according to City standards and maintained by the City accordingly.
At the time of development of the property, all adjoining streets will be improved
by the owner to City standards, and all necessary right-of-way will be dedicated.

POLICE AND FIRE
Upon annexation, police and fire services will be available to the property. New
development will occur in a manner to maintain the City's fire rating. Quick fire
response to the area of the annexation is possible since Redding Fire Station No.
7 is located at the Redding Municipal Airport approximately one mile north of the
mobile home park.
ELECTRIC
It is the policy of the City of Redding to be the sole provider of electric service to
electric utility customers within the City limits. City electric service is made
available when electric facilities can be purchased from PG&E and/or City lines
i are extended into the area in accordance with adopted policies, standards, and
charges of the City of Redding and based on a logical extension of the City's
electric distribution system. In this case, City electric service cannot be
provided at the present time. Existing City electric lines are about 6,000 feet
north of the mobile home park at the corner of Meadow View Drive and Airport
Road. City lines will be extended to the area of the annexation as the area along
Airport Road south of Meadow View Drive develops. Once City lines are extended
j to the area, PG&E facilities will be purchased at an 1991 estimated cost of $60,000.
The long range service plan for the area would require extending 115/12kV
transmission lines to the area of the Stillwater Treatment Plant and constructing a
115/12kV substation to provide reliable service to the area. Timing of these
facilities depends on how quickly the area develops and what other area
annexations occur. The attached map depicts the location of existing City and
PG&E lines and the alignment of a future 115kV transmission line to serve the
area.
STORM DRAINAGE
Natural drainage ditches will be maintained by the property owner through whose
property the drain or stream passes.
