PLAN PROVIDING BASIC SERVICES AS REQUESTED BY
SECTION 56653 OF THE GOVERNMENT CODE
REDDING ANNEXATION NO. 91-7, CLEAR CREEK ROAD/WESTSIDE ROAD AREA
WATER
Water is available from the City of Redding in accordance with adopted standards,
policies, and payment of fees or connection charges. Lines will be extended by
property owners, in accordance with the Master Water Plan through an
assessment district when they want service. A sixteen inch water line is located
in Clear Creek Road. The attached map depicts the location of City water lines in
relationship to the annexation and current City limits.
SEWER
Within the Regional Sewer Service boundary, sewer service will be provided by
the City of Redding in accordance with adopted policies, standards and charges.
The annexation is tributary to the Clear Creek Sewage Treatment Plant. Sewer
service will be available to the annexation from a twelve inch sewer line in
Westside Road. Existing development is currently served with an on-site septic
system. In order to obtain City Sewer service, sewer lines will be extended by
property owners in accordance with the Master Sewer Plan through an assessment
district or through individual owner financing when they want service. The
i attached map depicts the location and sizes of existing and planned sewer lines in
the area.
SOLID WASTE
Solid-waste collection will be provided to existing residents after five years as
per State law as long as the current provider can match the City's rates and level
of service or when the existing collector chooses to discontinue service. New
customers will be serviced by the City, which, through a joint use agreement,
utilizes the Shasta County West Central Landfill located near Igo. It is expected
that the City will utilize the County's landfill for a period of thirty years. In
addition, a site selection study and EIR are currently being prepared for
construction of a solid waste transfer station and recycling facility in west
Redding.
STREETS
Existing streets shown on the County Road Log will be maintained by the City
only to the extent they are presently improved. New dedicated public streets will
be constructed according to City standards and maintained by the City
accordingly. At the time of development of the property, all adjoining streets will
be improved by the owner to City standards, and all necessary right-of-way will
be dedicated.
POLICE AND FIRE
Upon annexation, police and fire services will be available to the area. New
development will occur in a manner to maintain the City's fire rating. City Fire
Station No. 4, located on South Bonnyview, is primarily responsible for providing
service to the annexation. The fire station is approximately 1.2 miles from the
annexation. Another fire station, located on the southwest side of Redding is
Station No. 3 located near the intersection of Canyon Creek Road and Westside
Road. In addition, the City and California Department of Forestry have entered
into a Mutual Aid Agreement that provides CDF will assist in fire suppression,
especially wildland fire, within the "mutual threat zone" around the City.
ELECTRIC
It is the policy of the City of Redding to be the sole provider of electric service to
electric utility customers within the corporate limits. City electric service will be
made available when electric facilities can be purchased or otherwise provided to
the owners in accordance with adopted policies, standards, and charges of the
City of Redding and based on logical extension of the City's electric distribution
system. Existing City 12kV circuit lines are located directly north and east of
this area on Clear Creek Road and on Westside Road, and would provide electric
service to this area after annexation and the acquisition of PG&E facilities. At
the present time, PG&E has lines in the area and provides electrical service. The
cost of acquiring the PG&E facilities is estimated to be approximately $20,000.
The attached map depicts the location of existing City and PG&E lines.
STORM DRAINAGE
Natural drainage ditches will be maintained by the property owner through whose
property the drain or stream passes.
