HomeMy WebLinkAboutReso 92-335 - Seek support from Federal Agencies, including Office of the President of US for immediate & rapid Salvage of dead & dying timber on Federal Lands In Calif . e e - n RESOLUTION NO. 72 -335 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING TO SEEK SUPPORT FROM FEDERAL AGENCIES, INCLUDING THE OFFICE OF THE PRESIDENT OF THE UNITED STATES, FOR AN IMMEDIATE AND RAPID SALVAGE OF DEAD AND DYING TIMBER ON FEDERAL LANDS IN CALIFORNIA WHEREAS, Six years of drought have resulted in major damage to the forest lands of California, with extremely high incidence of timber mortality because of the combined impacts of the drought and subsequent insect attacks; and WHEREAS, the federal forests of California, managed by the U. S. Forest Service, are adjacent to, or surrounding, various private landholdings, including timberland, residential areas, grazing lands, etc . ; and WHEREAS, estimates of mortality range as high as 30 percent of the standing trees in some areas and as much as six billion board feet of timber overall; and WHEREAS, the dead and dying timber is a threat to the forests generally, providing a source of insects and disease to spread to currently healthy trees and also providing heavy and light fuels to make the potential of uncontrollable wildfire very real; and WHEREAS, while the huge volume of commercial timber is dying on the stump, California sawmills are being closed and adding to currently existing excessive unemployment because of the unavailability of logs; and . WHEREAS, projected Forest Service salvage levels are clearly inadequate, because of broad restraints imposed to assure maintenance of habitat for certain wildlife species; and WHEREAS, disease, insect infestations, and wildfire all would degrade the very habitat which is believed to be essential for the listed wildlife; and WHEREAS, rapid salvage harvests of the dead and dying timber would reduce the potential for uncontrollable wildfire so damaging to the forests and forest wildlife, while providing raw materials to employ local workers and to contribute to the nation' s housing programs . NOW THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Redding does call on the Governor of California to find existence of an "emergency" as defined in the California Public Resource Code and to seek support from federal agencies, including the office of the President of the United States, for an immediate and rapid salvage of the dead and dying timber on the federal lands N in California in order to protect those lands and adjacent private lands from the threat of future infestation or fire.
