RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE RE-NAMING OF THE CITY OPEN SPACE AREA
LOCATED AT 2410 HENDERSON ROAD FROM HENDERSON OPEN
SPACE AREA TO NUR PON OPEN SPACE AREA AND THE RE-
NAMING OF THE CITY OPEN SPACE AREA LOCATED AT 7230
RIVERLAND DRIVE FROM RIVERLAND DRIVE OPEN SPACE AREA
TO KUM BAY XEREL OPEN SPACE AREA
WHEREAS, the area fronting the Sacramento River along Henderson Road has a long and
varied history including activities of the Wintu people, ranching, farming, gravel extraction
operations and it is the site of the Redding Free Bridge; and
WHEREAS, the property hosts the South Cypress Fish Channel, a manmade river channel
project designed to increase spawning habitat for critically endangered salmon; and
WHEREAS, the salmon (nur) hold tremendous significance to the Wintu people; and
WHEREAS, the area fronting the Sacramento River along Riverland Drive is associated with a
pre-contact and post-contact Wintu village site known today as Kum Bay Xerel (Shady Oak
Village); and
WHEREAS, the City recognizes the Wintu people's contribution to the region and these sites
specifically; and
WHEREAS, on December 9, 2020, the Community Services Advisory Commission deliberated
the merits of the name changes and recommended Nur Pon Open Space Area and Kum Bay
Xerel as preferred names recognizing the historical reference to the Wintu people;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
hereby:
1. Approves the re-naming of the City open space area located at 2410 Henderson Road
from Henderson Open Space Area to Nur Pon Open Space Area; and
2. Approves the re-naming of the City open space area located at 7230 Riverland Drive
from Riverland Drive Open Space Area to Kum Bay Xerel Open Space Area; and
3. Authorizes the Community Services Director to make necessary changes to reflect the
new name.

I HEREBY CERTIFY that that the foregoing resolution was introduced at a regular meeting of
the City Council of the City of Redding on the 19th day of January, 2021, and was duly adopted
at said meeting by the following vote:
