A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING THE CATEGORICAL EXEMPTION AND APPROVING AN
AMENDMENT TO THE GENERAL PLAN DIAGRAM OF THE CITY OF
REDDING RELATING TO THE LAND USE CLASSIFICATION OF THE
HILD COLLISION CENTER PROPERTY AND THE SECOND BAPTIST
CHURCH PROPERTY (APN 067-480-048-000, A PORTION OF 067-480-
054-000, 067-480-052-000, AND 067-480-018-000) CONSISTING OF
APPROXIMATELY 1.80 ACRES LOCATED AT 2559 OXFORD ROAD,
1561 E. CYPRESS AVENUE, 1571 E. CYPRESS AVENUE, AND 2562
BUNKER STREET IN THE CITY OF REDDING (GPA-2017-00429)
WHEREAS,the City Council adopted the General Plan on October 3, 2000; and
WHEREAS, the amendment to the General Plan Diagram is desired to allow for the expansion
of the auto body repair business to include an existing 2,496 square foot building to be converted
to a new main office building, and construction of a new 4,000 square foot shop, and the
expansion of the site to add a new vehicle storage area as identified in Site Development Permit
Application SDP-2017-00428; and
WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to said
amendment on December 8th, 2020, for General Plan Amendment Application GPA-2017-00429
as described on the attached amendment to the General Plan Diagram and failed to make a
recommendation to the City Council regarding said amendment because Government Code
Section 65354 requires that a recommendation on a general plan amendment be supported by a
"majority of the total membership" of the Planning Commission; and
WHEREAS, the Planning Commission has reviewed pertinent documents prepared in
accordance with the requirements of the California Environmental Quality Act and
recommended that the project is categorically exempt from environmental review under the
California Environmental Quality Act for General Plan Amendment Application GPA-2017-
00429 after consideration of all testimonial and written evidence submitted prior to and during
the aforementioned public hearing; and
WHEREAS, the City Council held a duly noticed public hearing on General Plan Amendment
Application GPA-2017-00429 on January 19th, 2021;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redding as
follows:
1. The above recitations are true and correct.

2. The City Council has reviewed all reports submitted by staff, and all testamentary and
documentary evidence presented at the public hearing, and has determined that the
actions contemplated will not have an adverse impact on the environment.
3. The City Council hereby determines the project is categorically exempt from
environmental review under the California Environmental Quality Act for General Plan
Amendment Application GPA-2017-00429 as referred to the City Council by the
Planning Commission.
4. The City Council hereby approves the amendments to the General Plan Diagram as set
forth on the map attached hereto and made part hereof by;
LOCATION: Approximately 1.80 Acres located at 2559 Oxford Rd., 1561 E. Cypress
Ave., 1571 E. Cypress Ave, and 2562 Bunker St. in the City of Redding

I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the Redding City Council on the 19th day of January, 2021, by the following vote:
