WHEREAS, on July 14 , 1991, a Southern Pacific train derailed along the Sacramento River near the City of Dunsmuir in Siskiyou County, California and this derailment caused the discharge of metam sodium into the upper Sacramento River, temporarily contaminating the River for nearly 45 miles downstream to Lake Shasta; and WHEREAS, residents and officials feared long-term health effects and economic disaster for the tourism-based economy of this region through widespread regional and national news media coverage of the spill; and WHEREAS, the Cantara Loop Task Force was appointed by Congressman Wally Herger to address these issues by examining the long-term environmental and economic effects of the spill; and WHEREAS, the Cantara Loop Task Force, in its final report, has determined that the Upper Sacramento River is well on its way to recovery and that Lake Shasta has fully recovered from what was only a small, localized, (affecting only the Sacramento Arm at the entry point of the River) and temporary environmental impact; and WHEREAS, there have been no detectable traces of metam sodium or any of its chemical breakdown products revealed in tests conducted by several government agencies, including the State Department of Water Quality Control, and the Department of Fish and Game for over a period of one year in the River or Lake Shasta; and WHEREAS, the Upper Sacramento River and Lake Shasta are now available for safe and abundant recreational opportunities; and WHEREAS, there are still lingering, unfounded suspicions in the public perception regarding the safety of the area which contributes unrealistically to the severe recession inflicted on the tourism industry in the Upper Sacramento River and Lake Shasta. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Redding hereby request that Congressman Herger use the powers of his office to obtain a "Clean Bill of Health" Statement for the Upper Sacramento River and Lake Shasta.
