0 RESOLUTION NO. 2-388'
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING A
POLICY REGARDING HANDLING OF DONATIONS FOR COMMUNITY PROJECTS
WHEREAS, the City Council of the City of Redding is charged with the responsibility of establishing
municipal policies to guide the various functions of the City and,where necessary, to establish procedures by which
functions are performed; and
WHEREAS, regulatory policies established by the City Council are usually adopted by Ordinance and

included in the Municipal Code. However, other policies are also established,which by their nature do not require
adoption by Ordinance; these policy statements, adopted by,Resolution of the City Council need to be consolidated
in a reference document for easy access; and
WHEREAS,on August 4, 1987,by Resolution No. 87-261,City Council adopted a Council Policy Manual
to achieve said objectives; and
WHEREAS, City Council wishes to adopt a policy regarding handling of donations for community
projects;
i NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as
follows:
j 1. That all of the above recitals are true and correct.
2. That the Policy attached hereto be and hereby is adopted as the Council Policy establishing a
policy for handling donations for community projects.
3. That said Policy be incorporated in the Council Policy Manual.

I HEREBY CERTIFY that the foregoing Resolution was introduced and read at a regular meeting of
the City Council of the City of Redding on the 15th day of September , 1992, and was duly adopted
at said meeting by the following vote:

BACKGROUND
i
The City of Redding has developed a Community Gift Catalogue that will serve as a tool
to provide information to local businesses, civic organizations, and individuals who are

interested in donating resources to support City projects.
PURPOSE
To establish guidelines for the efficient handling of donations for community projects.
POLICY
!j 1. Donations will be accepted by the City Treasurer.
2. The Finance Department will establish a trust account for acceptance of donations
and expenditure of funds for the purchase of items and for certain gift catalogue
administrative costs.
3. To allow for purchase of items pursuant to donor specifications, items purchased
with donations will not be subject to the City's normal purchasing requirements.

4. Interest on specified items/projects will accrue to the Community Gifts trust
account.
5. Donations in excess of the published estimated cost of gift catalogue items or
j� projects will be retained in the trust account and utilized to support catalogue
items/projects or to defray costs of gift catalogue administration including
publication, promotion, and donor recognition.
