HomeMy WebLinkAboutReso 92-379 - Authorize bypass of the formal bidding process; awarding Motorola, Inc for purchase of new 800 MHZ trunked radios equipment for Solid Waste & 900 MHZ digital radio equipment for City-Wide Paging SystemII i RESOLUTION NO. �lZ ` 3 717 n A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS; it AWARDING A CONTRACT TO MOTOROLA, INC. (SINGLE VENDOR) FOR THE PURCHASE OF NEW 800 MHZ TRUNKED RADIO EQUIPMENT FOR SOLID WASTE AND 900 MHZ DIGITAL RADIO EQUIPMENT FOR THE CITY—WIDE. PAGING SYSTEM; AND AUTHORIZING THE CITY MANAGER TO SIGN THE NECESSARY DOCUMENTATION. I WHEREAS, the Communications Division is responsible for the City's radio and telephone communications systems. AND WHEREAS, during a review of all City licenses, it was determined that the i Solid Waste Utility is currently using VHF Radio System frequencies, not designated for local governments, and its communication system is 150 MHZ. AND WHEREAS, it was also determined that the City-wide Paging System has been operating on a frequency designated for the emergency medical community (to be used only by hospitals and ambulances during emergencies), which does not allow interservice sharing. AND WHEREAS, in 1988-89 the City purchased from Motorola, Inc. and installed an 800 MHZ trunked radio system, which is used primarily by the Police, Public Works, and Recreation and Parks Departments. JAND WHEREAS, the Motorola system was chosen because of its being unique in that it is computer driven and uses proprietary software language with personality programmable read-only memory in each radio. AND WHEREAS, to remedy the above-mentioned non-compliance with licensing regulations, staff has recommended the purchase of radios that are compatible with i the City's 800 MHZ trunked radio system, and paging equipment under the City's 900 MHZ digital system, from Motorola, Inc. , as a single vendor, for the following reasons: 1. The paging universal radio controller and diagnostics have been designed to work in conjunction with the current standards for the City's 800 MHZ System purchased from Motorola, Inc. The diagnostics for the 800 MHZ System cost $97,347.61. Staying with Motorola, Inc. will eliminate the ?17D need to purchase additional diagnostic equipment for another vendor' s equipment, which may be just as expensive. N i i 2. The proprietary software language is used by all of the radios. Other manufacturers' software language cannot be used in this Motorola radio- trunked system. i. 3. Motorola, Inc. has designed its equipment so that it will not create ,i radio interference with existing radio systems in the Redding Area. To i; date, the City has not experienced any interference problems. �I 4. Motorola, Inc. has offered a high trade-in for the old radios and paging equipment: approximately 48% or $23,943. Staff believes this is a I" larger trade-in value than could be obtained from another vendor. 5. Motorola, Inc. will deliver its equipment within two weeks from the time �j of agreement. Other vendors will require a longer period of time, usually a minimum of 60 days. 6. A new and separate contract for maintenance and repair would have to be signed for any paging equipment from another vendor. Radios and pagers purchased from Motorola, Inc. would be covered under the existing contract for radio equipment on Hill 900. 7. Motorola, Inc. has offered free training on the radio and paging equipment to Communications Division personnel. AND WHEREAS, staff has advised that Solid Waste's cost to purchase the radio equipment is $92,108, and the cost to purchase the paging equipment is $51,217. AND WHEREAS, the debt service to Solid Waste will be in the range of $1,449 per N month, and approximately $338 per month for the General Fund's share of the paging equipment, thereby providing minimal impact; however, this cost will be absorbed by General Fund departments and not have an impact on General Fund reserves. AND WHEREAS, pursuant to Redding Municipal Code Section 4.20.080 A. 2, staff recommends that a contract be awarded to Motorola, Inc. to purchase 800 MHZ trunked radio equipment for the Solid Waste Utility and 900 MHZ digital radio equipment for the City-wide paging system, in the amount of $143,325. AND WHEREAS, the City Council has carefully studied the aforesaid matter, and has determined that said recommendation is in the best interests of the City. AND WHEREAS, it has been determined that this matter is categorically exempt from the provisions of the California Environmental Quality Act. NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. That the foregoing recitals are true and correct. II 2 ii r. O i 2. That, pursuant to Redding Municipal Code Section 4.20.080 A. 2, the formal bidding process be bypassed and a contract be entered into with Motorola, Inc. II in the amount of $143,325 for the purchase of the necessary 800 MHZ trunked radio equipment for the Solid Waste Utility and 900 MHZ digital radio equipment for the City-wide paging system. 3. That the City Manager is hereby authorized and directed to execute the necessary documentation, including a lease/purchase agreement, on behalf of the City of Redding upon approval by the City Attorney. 4. That the City Clerk is hereby authorized to attest the signature of the 'i �! City Manager and to affix the seal to the necessary documentation when appropriate.
