A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS;
AWARDING A CONTRACT TO MOTOROLA, INC. (SINGLE VENDOR) FOR THE
PURCHASE OF SEVEN NEW 800 MHZ TWO-WAY TRUNKED RADIOS WITH
SIRENS AND LIGHT BAR CONTROLS FOR THE POLICE DEPARTMENT IN
y THE AMOUNT OF $31,000.00; AND AUTHORIZING THE CITY MANAGER TO
SIGN THE NECESSARY DOCUMENTATION.
WHEREAS, the Communications Division is responsible for the City's radio and

telephone communications systems.
AND WHEREAS, in 1988-89 the City purchased from Motorola, Inc. and installed an
800 MHZ trunked radio system, with the Police Department as primary user of the
i
system; over the last three years other City departments have phased into the system.
AND WHEREAS, the Motorola system was chosen because of its being unique in that
it is computer driven and uses proprietary software language with personality
programmable read-only memory in each radio.
AND WHEREAS, pursuant to Redding Municipal Code Section 4.20.080 A. 2, staff

has recommended the purchase of seven 800 MHZ two-way trunked radios with sirens and
light bar controls for the Police Department from Motorola, Inc. , as a single vendor,

in the amount of $31,000.00, for the following reasons:
1. Staying with Motorola, Inc. will eliminate the need to purchase
additional diagnostic equipment for another vendor's equipment, which may
q be just as expensive.
2. The proprietary software language is used by all of the radios. Other
manufacturers' software language cannot be used in this Motorola radio-
trunked system.
3. Motorola, Inc. has designed its equipment so that it will not create
radio interference with existing radio systems in the Redding Area. To
date, the City has not experienced any interference problems.
4. The price offered by Motorola, Inc. appears to be competitive and
consistent with previous purchases.

5. Motorola, Inc. offers free training on the radio equipment to
Communications Division personnel.
AND WHEREAS, funds are available for this purchase in the 1992 Equipment �

AND WHEREAS, the City Council has carefully studied the aforesaid matter, and
has determined that said recommendation is in the best interests of the City.
AND WHEREAS, it has been determined that this matter is categorically exempt
from the provisions of the California Environmental Quality Act.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows:
1. That the foregoing recitals are true and correct.
2. That, pursuant to Redding Municipal Code Section 4.20.080 A. 2, the
formal bidding process be bypassed and a contract be entered into with Motorola, Inc.
in the amount of $31,000.00 for the purchase of seven 800 MHZ two-way trunked radios
with sirens and light bar controls for the Police Department.
3. That the City Manager is hereby authorized and directed to execute the
necessary documentation on behalf of the City of Redding, upon approval by the City
Attorney.
4. That the City Clerk is hereby authorized to attest the signature of the
i City Manager and to affix the seal to the necessary documentation when appropriate.
I HEREBY CERTIFY that the foregoing Resolution was introduced and read at a
d regular meeting of the City Council of the City of Redding on the 6th day of
October , 1992, and was duly adopted at said meeting by the following vote:
