ZZ'�D2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING FINDING, INTER ALIA, THAT FINAL EIR 3-91 ADEQUATELY ADDRESSES THE IMPACTS OF THE QUARTZ HILL/KESWICK 115/12KV TRANSMISSION LOOP PROJECT. WHEREAS, a public hearing was held before the Planning Commission on July 28, 1992, to consider Draft EIR 3-91; and WHEREAS, on August 11, 1992, the Redding Planning Commission certified Final EIR 3-91 as adequately addressing the impacts of i the Quartz Hill/Keswick 115/12kV Transmission Loop Project; and WHEREAS, the Planning Commission has recommended to City Council the selection of Substation Site D (Subsite D) and preferred Route 3A of FEIR 3-91 as the routing of the Quartz .i Hill/Keswick 115/12kV Project; and 9 WHEREAS, the City Council reviewed and considered the .i information contained in FEIR 3-91 prior to approving development of the Quartz Hill/Keswick 115/12kV Transmission Loop Project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the i City of Redding finds that FEIR 3-91 adequately addresses the environmental impacts of the Quartz Hill/Keswick 115/12kV Transmission Loop Project; and that changes or alterations have been required in or incorporated into said Project which mitigate or avoid the significant environmental effects thereof as identified in FEIR-3-91 . S� �� y BE IT FURTHER RESOLVED that the City Council finds that it is in the public interest to not build the Quartz Hill/Keswick 115/12kV Transmission Line underground due to it being approxi- mately 15 times more costly to construct such a line underground i i as opposed to overhead; and that such a mitigation is economically unfeasible.
