A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
REJECTING ALL BIDS FOR JANITORIAL SERVICES (BID
SCHEDULE 2654) ; DECLARING THAT SAID SERVICES MAY BE
ACQUIRED IN THE OPEN MARKET AT A PRICE MORE FAVORABLE
TO THE CITY; AND AUTHORIZING THE NEGOTIATION THEREOF BY
THE CITY MANAGER.
WHEREAS, the City Council called for bids for janitorial
services at various City locations in Bid Schedule No. 2654 ; bid
opening held May 28, 1992; and
WHEREAS, four bids were received: the lowest from All
Building Maintenance which did not meet the bid specifications;
the second lowest from our existing provider, American Building
Maintenance, who have not been performing the services required
under its contract with the City; and the third and fourth bids
from Shasta County Opportunity Center and T & C Building
Maintenance respectively appear in excess of what said services
should cost; and
WHEREAS, it is the opinion of staff that the janitorial
services can be negotiated on the open market at a price more
favorable to the City for the contract covering fiscal year 1992-
93; and
WHEREAS, it has been determined that this matter is
categorically exempt from the provisions of the California
Environmental Quality Act;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows:
1 . The foregoing recitals are true and correct. (�
2 . The four bids received under Bid Schedule No. 2654 are
hereby rejected.

3 . It is the opinion of the City Council that the
janitorial services can be obtained at a lower price in the open
market.
4. The City Manager is hereby authorized and directed to
enter into negotiations and execute the necessary documentation
for janitorial services at various City locations.
5. The City Clerk is hereby authorized and directed to
attest the signature of the City Manager and to impress the seal
of the City of Redding on the aforesaid documentation, when
appropriate.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 16th day of June , 1992, and was duly
adopted at said meeting by the following vote:
