j A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
SUPPORTING THE FIFTH NATIONAL RED RIBBON CAMPAIGN FOR A
DRUG-FREE AMERICA, AND PROCLAIMING OCTOBER 24 THROUGH
� NOVEMBER 1, 1992, AS "RED RIBBON WEER."

WHEREAS, the Fifth National Red Ribbon Campaign will be
'i celebrated October 24 through November 1, 1992, with its theme
being Neighbors Drug Free and Proud; and
WHEREAS, the National Federation of Parents for Drug Free
Youth, Inc. has assumed the leadership role in this Campaign; and
WHEREAS, President and Mrs. Bush are Honorary Chairpersons
of this nationally united proclamation of a war against drugs;
and
i WHEREAS, Californians for Drug-Free Youth, Inc. is
coordinating this grass roots community effort in a combined
effort with the Shasta County Chemical People, Inc. and the Crime
Prevention Unit of the Redding Police Department; and

WHEREAS, schools, businesses, law enforcement agencies,
churches, hospitals, service clubs, government agencies, and
individuals in the State of California will demonstrate their
commitment for a Drug-Free America by wearing and displaying red
ribbons during this week-long campaign; and
V WHEREAS, the abuse of drugs and alcohol permeates every
aspect of American society; and
WHEREAS, juvenile arrest rates for drug law violations have

experienced a dramatic increase since 1981; and
' WHEREAS, the use and abuse of drugs and alcohol can lead to

i failing grades, failing jobs, crime, addiction, and, ultimately,
loss of life; and

WHEREAS, as long as the demand for drugs exists, supply will
follow and availability will remain; and
WHEREAS, the prevention of drug abuse through awareness and
education is necessary to bankrupt the suppliers and stop the
drug cycle; and
WHEREAS, awareness of and education through available
programs can save lives and make communities safer for all
Californians;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding does hereby support the Fifth National Red
Ribbon Campaign, and proclaims October 24 through November 1,
1992, as "Red Ribbon Week" in the City of Redding.
BE IT FURTHER RESOLVED that the City Council encourages its
jcitizens to participate in drug awareness activities, thus making
q a visible statement that we are strongly committed to living a
jl healthy life.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 20th day of October 1992, and was
I duly adopted at said meeting by the following vote:
