i A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING THE ELECTRIC UTILITY RATES FOR SERVICE TO
CUSTOMERS WITHIN THE CORPORATE LIMITS OF THE CITY OF
REDDING, EFFECTIVE NOVEMBER 23, 1992.

WHEREAS, Section 16 .12. 320 of the Redding Municipal Code
provides that the City Council shall establish electric utility
rates by Resolution; and
WHEREAS, for the reasons set out in the attached Report to
City Council, it has been recommended that the City Council adopt
j new, increased electric utility rates as set forth in Exhibit "A"
attached hereto and incorporated herein by reference; and
WHEREAS, City Council has carefully considered this
it recommendation; reviewed the existing electric utility rate
structure; studied the proposed increased costs of wholesale
power to the City and the power resource development and capital
improvement programs of the Electric Department, and deems it to
be in the best interests of the City of Redding to establish the
new, increased electric rates as proposed;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding, pursuant to Section 16 .12. 320 of the
Redding Municipal Code, hereby approves a 7 . 1
percent rate

increase effective November 23, 1992; and directs staff to
appropriately amend the Electric Utility rate tariffs.
BE IT FURTHER RESOLVED that the purposes for the imposition
of this increase are as follows: ( 1) to meet the costs of
purchased power; ( 2) for meeting operating expenses, including
employee wage rates and fringe benefits; ( 3) purchasing or

leasing supplies, equipment or materials; ( 4) meeting financial
reserve needs and requirements; ( 5) obtaining funds for capital
projects necessary to maintain service within existing service
areas; and ( 6) obtaining funds necessary to maintain such intra-
City transfers as are authorized by law.
BE IT FURTHER RESOLVED that the City Clerk and the Director
of Finance of the City of Redding be and hereby are directed to
maintain available certified copies of this Resolution in their
respective offices for inspection and review by any interested
person or persons.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at an adjourned regular meeting of the City
Council of the City of Redding on the 19th day of November, 1992,
and was duly adopted at said meeting by the following vote:

RESIDENTIAL SERVICE

I� AVAILABILITY
Throughout the entire City of Redding service area where the facilities of
the City of Redding Electric Utility are available, of adequate capacity, and are
adjacent to the premises.
APPLICABILITY
'i To all single-phase residential electric service provided for any single-
family dwelling, apartment, or mobile home separately metered by the City of
Redding.
Service for dwellings where home care for six or fewer handicapped persons or
elderly is provided and such facilities comply with Sections 5115 - 5116 of the
California Welfare and Institutions Code and Sections 1569.84 - 1569.85 of the
California Health and Safety Code shall be served under this rate for Residential
Service.
All use of this service other than as specified above except as provided for
'i with a Home Occupation Use Permit (Chapter 18.08.030, Subpart E, of the Redding
Municipal Code) , will qualify the total service for a commercial rate.
This Residential Service Rate shall not be applicable to or available for
three-phase service, resale for profit, temporary construction service, standby or
!j auxiliary service, service to any single motor exceeding a nameplate rating of 7�
horsepower, or any equipment which will cause excessive voltage fluctuations.
CHARACTER OF SERVICE
Single-phase, 60 hertz, three-wire, nominal 120/240 volts (or three-wire,
120/208 volts at certain locations as are now or hereafter may be established by
the City of Redding Electric Utility) .

A monthly bill at the following rate plus or minus any adjustments incorpo-
rated in this rate schedule or supplement hereto:

Redding, however, the meters may be read bimonthly with the bill for the alternate
month based upon an estimated kWh consumption. A billing period will not be less
than 27 days or more than 33 days.
Bills will be deemed delinquent if unpaid 20 days after the date of mailing
pursuant to Chapter 14.20 of the Redding Municipal Code.
For any rate adjustments that may occur between monthly billing cycles, the

MOBILE HOME PARKS SERVICE
AVAILABILITY
Throughout the entire City of Redding service area where the facilities of
the City of Redding Electric Utility are available, of adequate capacity, and are
adjacent to the premises.
j APPLICABILITY
To mobile home parks that are served through master meters, and which provide
single-phase, submetered, residential electric service to all individual tenants.
!I CHARACTER OF SERVICE
Single-phase or three-phase, 60 hertz, and at one standard nominal voltage as
mutually agreed by the City of Redding Electric Utility and the customer and
ii subject to availability at the point of delivery. Primary metering may be used by
mutual agreement. However, the primary service discount shall not apply.
Miscellaneous electrical loads, such as general lighting, laundry room,
IY general maintenance and other similar usage incidental to the operation of the
mobile home park as a multi-family accommodation will be considered as domestic
usage and supplied in accordance with the applicable service rate.
RATE
The rate applicable to this service schedule shall be the current residential
rate in effect plus or minus any adjustments incorporated in this rate schedule or
supplement hereto.
TAX CLAUSE
To the charges computed under the above rate, including any adjustments,
shall be added the applicable proportionate part of any taxes or governmental
impositions which are or may in the future be assessed on the basis of gross
revenues of the City of Redding and/or the price or revenue from the electric
energy or service sold and/or the volume of energy generated or purchased for sale

Demand Charge:
j The Demand Charge per kW of billing demand shall be the lesser of:
A. $13.59 per kW; or
B. The Demand Charge calculated by multiplying $15.10 by the
difference of the total monthly billing kWh less 15,000 kWh.
it The above product is then divided by the total monthly kWh.

During any month usage exceeds 15,000 kWh and a demand meter is not
installed, the billing demand will be estimated as follows:
The monthly billing energy divided by one-half of the billing days
multiplied by 24 hours per day, or in equation form:

BILLING DEMAND
ii The maximum demand in any month shall be the average power taken during any
15-minute interval in the current month as indicated or recorded by instruments
installed, owned, and maintained by the utility.
When the power usage is intermittent or subject to violent fluctuations, the
utility may base the billing demand upon a 5-minute interval .
PRIMARY SERVICE DISCOUNT
When delivery is made and energy is metered at a primary voltage the
following discount shall be applied to the sum of the Energy Charge and, if
'1 applicable, the Demand Charge.

POWER FACTOR ADJUSTMENT
When the billing demand has exceeded 500 kW for 3 consecutive months and
thereafter until it has fallen below 300 kW for 12 consecutive months, bills will
be adjusted for weighted monthly average power factor as follows: That portion of
the monthly charge, comprising the Demand Charge and the Energy Charge, including
the Primary Service Discount, if applicable, will be decreased or increased,
respectively, by 0.25% for each 1% that the average power factor of customer's
load in the month was greater or less than 95%, such average power factor is to be
'.I computed (to the nearest whole percent) from the ratio of lagging kilovolt ampere
hours to kilowatt hours consumed in the month. All expenses for the installation
and/or modification of the customers' facilities to accommodate VARhour metering
shall be paid by the customer.

INDUSTRIAL TIME-METERED SERVICE
AVAILABILITY
Throughout the entire City of Redding service area where the facilities of
the City of Redding Electric Utility are available, of adequate capacity, and are
adjacent to the premises.
�) APPLICABILITY
j To all general power and lighting service, when all power is supplied at one
point of delivery, through one metered service, and the monthly maximum demand has
exceeded 200 kW for 3 months out of a consecutive 12 month period, or to any new
customer whose monthly maximum demand is expected to exceed 200 kW.
Not applicable to or available for resale, standby, or auxiliary service.
CHARACTER OF SERVICE
Single-phase or three-phase, 60 hertz, and at one standard nominal voltage as
mutually agreed by the City of Redding Electric Utility and the customer and
'I subject to availability at the point of delivery. If the monthly billing demand
exceeds 500 kW and the customer takes service at a primary voltage, then primary
metering will be installed. All meter recording equipment (i .e. , recorder, pulse
initiating meter, and recording cartridges) shall be supplied and maintained by
the City of Redding Electric Utility. Any expense to modify the customer's
facilities to accommodate the meter recording equipment shall be paid by the
customer.
Service under this rate schedule must be maintained for a minimum of 1 year.

B. the Demand Charge calculated by multiplying $15.98 by the
difference of the total monthly billing kWh less 15,000 kWh.

SPECIAL CONDITIONS
During the summer rate period, the following daily peak periods shall be
applicable:
I On-peak period: 2:30 p.m. to 6:30 p.m. Monday through Friday, except holi-
days.
Off-peak period: 6:30 p.m. to 2:30 p.m. Monday through Friday, all day
Saturday, Sunday, and holidays.
During the winter rate period, the following daily peak periods shall be
applicable:
On-peak period: 7:00 a.m. to 11:00 a.m. Monday through Friday, except
holidays.
Off-peak period: 11 :00 a.m. to 7:00 a.m. Monday through Friday, all day
Saturday, Sunday, and holidays.
The following holidays, as established by California law, will be recognized
as off-peak periods:
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving, and
Christmas Day.

When the billing month includes usage in both summer and winter rate periods,
charges will be prorated between the summer rate period and the winter rate
it period. Where meter readings are taken within one work day (Monday through Friday
inclusive but excluding holidays) of either May 1 or November 1 of any year, no
proration of charges will be made between the summer rate period and the winter
rate period. In such cases the billing will be based on the rates and charges of
either the summer rate period or the winter rate period, whichever contains the
predominant number of days in the billing period.

INDUSTRIAL TIME-METERED SERVICE (Continued)
Only during a seasonal transition billing month that includes Vay 1 or
November 1 , where the customer elects to be served under this rate for both summer
and winter periods, the billing proration for the later transition period will be
the lesser of the time-metered rate charges or the commercial service-demand
metered rate charges.
Any customer served under this rate schedule may elect to be served under
j either the summer rate period or winter rate period, or both. For?';any rate period
when the customer elects not to be served under this rate schedule, the customer
will be billed based upon the alternate applicable rate schedule.
BILLING DEMAND
The maximum demand in any month shall be the average power taken during any
15-minute interval in the current month as indicated or recorded by instruments
installed, owned, and maintained by the City of Redding Electric Utility.
When the power usage is intermittent or subject to violent fluctuations, the
utility may base the billing demand upon a 5-minute interval .

PEAK LOAD REDUCTION SERVICE
AVAILABILITY
Throughout the entire City of Redding service area where the facilities of
the City of Redding Electric Utility are available, of adequate capacity, and are
adjacent to the premises. This service is available only as a supplement to the
Commercial Demand-metered Service.
APPLICABILITY
Applicable to separately demand-metered three-phase service customers with
monthly demands in excess of 200 kW for 3 months out of a consecutive 12-month
period, or to any new customer whose monthly maximum demand is expected to exceed
200 kW.
CHARACTER OF SERVICE
Three-phase, 60 hertz, at one standard nominal voltage as mutually agreed by
the City of Redding Electric Utility and the customer and subject to availability
at the point of delivery.
Service under this rate schedule must be maintained for a minimum of 1 year.
RLE_
A monthly bill calculated from the Commercial Demand-metered Service plus or
minus any of the following billing adjustments incorporated in this supplemental
rate schedule.
DEMAND CHARGE CREDIT
A monthly Demand Charge Credit shall be applicable where the customer elects
'i to reduce peak demand at the City's request.
The total monthly Demand payment as determined under the Commercial Demand-
metered Service Rate Schedule shall be reduced by the following amount:

(D - PLR) x ($12.08) x (total kWh - 15,000)/(total kWh)
Where:
D = Monthly maximum non-coincident 15-minute demand in kW
PLR = Maximum 15-minute demand coincident with the City's request(s) for
peak load reduction

BILLING
1 . The billing period for Peak Load Reduction Service customers shall be
based upon a calendar-month period.
2. Meter-recording Service Charge: A monthly supplemental service charge
shall be added to each bill in lieu of the Commercial Service Charge.

PEAK LOAD REDUCTION SERVICE (Continued)
3. Demand Charge Billing Reduction: During any billing period when one or
more Demand Reduction Periods are requested of the customer by the City and
are fully accomplished by the customer, the customer's Commercial Service
demand charge shall be reduced by the customer's Demand Charge Credit as
determined from the maximum metered demand which occurred during any of the
Demand Reduction Periods.
SPECIAL CONDITIONS OF SERVICE
1 . Demand Reduction Periods: During system peak load conditions, when the
City would incur a higher per unit cost for additional power purchases,
,i Demand Reduction Periods will be initiated. The City will endeavor to reduce
system load consistent with good utility practice as follows:
i
(A) City facilities electric demand reduction.

2. Non-intentional Demand Reduction. Reduction of service other than a
Demand Reduction Period as requested and logged by the City shall be defined
as:

or any matter or thing over which the City has no control , whether
in connection with the operations or property of either customer or
City, or,

curtailment of service to firm customers in order to protect the

systems of neighboring utilities whose electric systems are
interconnected with the electric system of the City.
Such Non-intentional Demand Reduction shall not be credited towards the
customer's Demand Charge Credit.
3. Notice of a Demand Reduction Period: The City shall give the customer
!1 not less than 30 minutes advance notice of a Demand Reduction Period.
Notice of reduction shall be given to the customer by telephone or an
electronic notification device from the City and logged by the City according
to time. It shall be the customer's responsibility to insure proper contact
can be made during any Demand Reduction Period. Failure to make contact with
the customer during any Demand Reduction Period shall not cause the City to
incur any liability for damages arising from the customer's failure to reduce
load.

AVAILABILITY
Throughout the entire City of Redding service area where the facilities of
the City of Redding Electric Utility are available, of adequate capacity, and are
adjacent to the premises.
i This rate schedule is available only under contract with the City of Redding,
hereinafter referred to as the "City", and where the customer is presently being
served or would qualify for either the Commercial Demand-metered Service or the
Industrial Time-metered Service.
APPLICABILITY
Applicable to separately demand-metered interruptible three-phase service
,i customers with monthly demands in excess of 200 kW for 3 months out of a
consecutive 12-month period, or to any new customer whose monthly maximum demand
is expected to exceed 200 kW.
CHARACTER OF SERVICE
Three-phase, 60 hertz, at one standard nominal voltage as mutually agreed by
the City of Redding Electric Utility and the customer and subject to availability
at the point of delivery.
RATE
A monthly bill calculated from the appropriate Commercial Demand-metered
service or Industrial Time-metered Rate Schedule plus or minus any of the follow-
ing billing adjustments incorporated in this supplemental rate schedule.
DEMAND CHARGE CREDIT
1. City-controlled Interruptible Demand: Applicable where the customer
elects to provide only City-controlled Interruptible Demand.
The total monthly Demand Charge as determined under the applicable
Commercial Demand-metered Service or Industrial Time-metered Rate

maximum metered demand which occurred during any of the Demand Interruption
Periods.
4. Penalty for Non-compliance: Under the conditions applicable to
i Customer-controlled Interruptible Demand if, at any time, the customer fails
to reduce his demand to the On-peak Firm Service Demand level when requested
to do so by the City, the customer shall , in addition to all other non-demand
related charges, ( i .e. , service charge, energy charge, primary service dis-
count, and power factor adjustment) pay a Demand Charge for the sum of:
(A) An amount equal to the applicable On-peak Demand Charge multiplied
by the On-peak Firm Service Demand; plus
(B) The greater of:

for supplemental purchased power and related transmission and
transportation costs (expressed in $/kW) multiplied by the net
of the maximum metered demand less the On-peak Firm Service
Demand during any interruption period within the billing
period.
If more than one interruption request occurs during a billing period and the
customer fully complies with at least one interruption request and does not
fully comply with at least one other interruption request, the penalty for
non-compliance charges under Section 3. (B) , will be reduced by multiplying it
by the proportion of the total number of interruptions with which the custom-
er failed to comply fully to the number of interruptions requested.

In addition to the above penalty charges, the Demand Charge Credit will be
forfeited for the month in which any non-compliance occurs.
'! SPECIAL CONDITIONS OF SERVICE
I . Demand Interruption Periods: During system peak load conditions, where
the City's demand is approaching its Western Area Power Administration CVP
power allocation limit and the City would incur higher wholesale power costs
i for additional power purchases, Demand Interruption Periods will be initi-
ated. The City will endeavor to reduce system load consistent with good
utility practice as follows:

for interruptible demand to be disconnected from the City's lines. The On-
peak Firm Service Demand levels shall be specified by the customer within the
Contract for Service. Any changes in On-peak Firm Service Demand are subject
to check and approval of the City.

4. City-controlled Interruptible Demand: Such interruptible demand is that
demand which the customer agrees shall be disconnected by the City from the
City's lines during Demand Interruption Periods. Such interruptible demand
shall be specified by the customer, with initial demand and subsequent
!� changes subject to check and approval by the City.
5. Customer-controlled Interruptible Demand: Such interruptible demand is
that demand which the customer agrees shall be disconnected by the customer
from the City's lines upon notice by the City. Such interruptible demand
,i shall be specified by the customer, with initial demand and subsequent
changes subject to check and approval by the City.
6. Notice of Interruption: The City shall attempt to give the customer not
less than 10 minutes notice before interruption of the City-controlled
interruptible demand. The City shall attempt to give the customer not less
than 30 minutes notice before interruption of the customer-controlled inter-
ruptible demand should be accomplished before penalty charges would be

assessed.
Notice of Interruption shall be given to the customer by telephone from
the City and logged according to time and contacted person. It shall be the
customer's responsibility to insure proper contact can be made during Demand
Interruption Periods. Failure to make telephone contact with the customer
during Demand Interruption Periods shall not:
(A) Cause the City to incur any liability for damages arising from
City-controlled Interruptible tible Demand being interrupted, or,
(B) Relieve the customer of any liabilities incurred due to failure of
the customer to interrupt Customer-controlled Interruptible Demand.

7. Contract: A contract will be required for a period of up to 3 years
starting when service is first rendered under this schedule and for
i subsequent periods of one year thereafter, continuing until canceled by
either party by written notice. If the customer requests a change at the end
of the initial period or any subsequent period from service under this
schedule to Commercial Demand-metered Rate Schedule, one year's written

notice must be given.
8. Communications and Metering: The customer shall provide to the City's
specification communication channels to the City's Control Center. To carry
j out the provisions of this schedule, where necessary, the City shall provide
and install recording watt and var meter equipment. The City shall have the
right to inspect and test relay facilities, communications equipment,
recording meters, and interruption equipment upon reasonable notice to the
customer.
9. Liability: The City shall not be liable for any loss or damage caused
by or resulting from any interruption of service.
10. Conditional Use Permit: When service under said supplemental schedule
of rates is conditioned upon a Use Permit, the term of the contract refer-
enced in Special Conditions of Service, Section 7 of this service schedule,
shall be required to continue for the duration of the Use Permit without
provision for cancellation or transfer from this supplemental schedule of
rates to another rate.

POWER COST ADJUSTMENT
APPLICABILITY
To the entire City of Redding service area for all kilowatthours billed under
all rate schedules.
PURPOSE
To appropriately adjust for increases and decreases in the Electric Utility's
wholesale power costs due to the Revenue Adjustment Clause (RAC) associated with
purchases by the City of Redding from the Department of Energy, Western Area Power
Administration (Western) .
APPLICATION OF POWER COST ADJUSTMENT (PCA)
The monthly PCA dollar amount to be added to or subtracted from each bill
j shall be obtained by multiplying the number of kilowatthours for which the bill is
rendered by the applicable monthly PCA Factor.
CALCULATION OF THE POWER COST ADJUSTMENT FACTORS
A. The PCA Factor will be calculated and made effective every June 15 and
December 15 to reflect any changes in Western's RAC.
1. If Western's RAC amount, in dollars, is a credit, (monies owed to
Redding by Western) then;

a. Western's RAC credit will be adjusted by;
i . adding any amount, in dollars, that is over the PCA Balancing
Account's minimum balance of $300,000, as recorded two months
prior to the effective date of the PCA Factor being
calculated, however,

ii . if the two months prior balance of the PCA Balancing Account
is below $300,000, then the necessary dollar amount required
to restore the account to $300,000 will first be subtracted
from Western's RAC credit, further,
iii . if the dollar amount required to restore the Balancing Account
to $300,000 is greater than Western's RAC credit then the PCA
Factor will be calculated under the provisions of Section A.2.

b. the adjusted refund dollar amount (as referenced in Section A.1.a)
will be divided by the adjusted sum of all retail kilowatthour
sales for the six-month period beginning twelve months prior to the
effective date of the PCA Factor.

by Redding) then;
a. Western's RAC debit will be adjusted by;

Balancing Account's minimum balance of $300,000 as recorded

e. If the calculation of the PCA Factor results in a debit of less
than 0.01 cents per kilowatthour then the PCA Factor will be 0.00
cents per kilowatthour. The RAC debits from Western will be paid
from the PCA Balancing Account.
jB. A PCA Balancing Account shall be maintained as an operating account for the
purposes of accommodating the cash flow fluctuations inherent in the PCA process.
1. Each month when a power bill is rendered from Western which includes any
adjustment for Western's RAC, the account's balance will be calculated

as follows:
a. Add (or subtract) Western's monthly RAC charge, in dollars, from
the balance which existed at the end of the prior month.
b. Add (or subtract) the amount, in dollars, recovered (or refunded)
from the application of the PCA Factor which was effective during
the prior month. Such amount shall be the product of kilowatthours
of energy billed during the month and the applicable PCA Factor.
C. Add the amount, in dollars, of all interest earned on the average
i' balance of the funds in the PCA Balancing Account.

i . Funds from the monthly collection of the PCA will be invested
by the City along with the City's other cash accounts and
therefore, will accrue interest at the average monthly rate
paid on the City's variable investment account.

j 2. Best efforts will be made to maintain a minimum balance in the PCA
Balancing Account of $300,000.
