A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE MAYOR TO SIGN THE CITY'S
ACCEPTANCE OF THE TERMS OF THE PACE ENGINEERING SETTLEMENT
LETTER DATED OCTOBER 12, 1992, REGARDING THE CLEAR CREEK
WASTEWATER TREATMENT PLANT BUBBLE TRAP.

IT IS HEREBY RESOLVED by the City Council of the City of Redding
as follows:
1 . That the City Council of the City of Redding hereby
approves and accepts the settlement proposal of Pace Engineering as
contained in its letter dated October 12, 1992, a true copy of which
is attached hereto and incorporated herein by reference.
2. That the Mayor of the City of Redding is hereby authorized
and directed to sign the City' s approval and acceptance on said
letter on behalf of the City of Redding; and the City Clerk is hereby
authorized and directed to attest the signature of the Mayor and to
impress the official seal of the City of Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
,i Redding on the 17th day of November , 1992, and was duly adopted at
said meeting by the following vote:

Subject: Clear Creek Wastewater Treatment Plant Bubble Trap
Settlement Proposal

The purpose of this letter is to confirm our discussions
regarding a settlement of our responsibility regarding the design
of the bubble trap constructed at the Clear Creek Wastewater
Treatment Plant. As you know, the bubble trap is not effective.
We have indicated to you a willingness to pay for a significant
portion of your loss. We also indicated we would like to work it
out in the form of services.
After much discussion between Steve Craig, and you and I, it
appeared we had a compromise whereby the City would accept our
,i services for the preliminary design of a revised bubble trap
'i (which is submitted to you under separate cover) together with
computer mapping of the sewer system in the Clear Creek Service
Area, in lieu of its loss. This is summarized as follows:

Attached is a scope of work for the computer mapping. Our costs
for all the computer mapping on the Stillwater Project, including
incidental expenses, amounted to $12 , 195. This cost did not
include much of our learning time either which we billed to our
own overhead. At least $10, 000 of this cost was for work that
will similarly need to be accomplished on the Clear Creek system.
Since the Clear Creek system has about 243 percent more manholes
than Stillwater, a scale up cost for this Clear Creek work would
be $24 , 300. This compares to our estimate, based on drafting
time, of $22 , 408, which did not include any contingency allow-
ance.

If you wish us to proceed, we will agree to perform the computer
mapping pursuant to the attached scope of work, at no cost to the
City, and in return, the City will release us from any further
responsibility regarding the design and lack of performance of
the bubble trap. If you agree to this, please acknowledge by
signing and returning a copy of this letter, or if you wish you
may want a more formal agreement incorporating the attached scope
" of work.
Hopefully this will resolve this matter to the complete
satisfaction of the City. Please give me a call if you have any
questions.

SCOPE OF WORK
CLEAR CREEK WWTP SERVICE AREA
GIS SEWER MAPPING
Owner (City of Redding) will provide PACE Engineering floppy
discs of the City's Geographical Information System (GIS) for the
Clear Creek Wastewater Treatment Plant (WWTP) Service Area, to
the limits of the current GIS mapping. Owner will also provide
approximately 160 original 1"=200' scale, 11"x17" sewer atlas
maps and a 1"=800' or 111-1, 000' scale map of the sewer system
ii which shows the sub-service areas.
1. DIGITIZING SEWER SYSTEM
I�
'N PACE will digitize the existing sewer system in the Clear Creek
WWTP Service Area in special computer overlays as was done for
the Stillwater Service Area. Digitizing will be done by first
referencing the base sewer mapping with the GIS mapping. If any
major discrepancies exist, the problem will be presented to the
Owner for resolution. If the base maps are both compatible, or
after adjustment instructions are received from the Owner, the
sewer system will be digitized at every manhole, angle point, and
end point. Curves will be input to match existing curves with
reasonable accuracy. Following input, a hard copy print of the
j sewer system at 1"=200' will be provided to the Owner for
checking. There will be approximately 46 of these check prints
to cover the existing sewer system. After correcting any errors,
PACE will provide the Owner with a floppy disc of the sewer
system mapping overlays including the corrections.
!! The estimated cost for this task is $17 , 202 predicated on
381 hours of a CAD draftsman at $43 per hour plus 5% for
incidental expenses.

!i 2 . DIGITIZING SUB-SERVICE AREAS
Sub-service area boundaries within the limits of the current GIS
�
mapping g in will be digitized and input from the 1"=800' or 1"=1, 000',
scale sewer plans as defined in the 1987 Master Plan along with
any revisions made by the Owner since that date. The output of
these areas will be reviewed by the Owner via the printouts
provided in Item 3 .
The estimated cost for this task is $2 , 980 predicated on 66 hours
of a CAD draftsman at $43 per hour plus 5% incidental expenses.
3 PROVIDE SCALED DRAWINGS @ 111=1, 600'
!' Provided 1111xl711 , 111=1, 600' scale drawings of the existing sewer
system, similar to those provided in the Stillwater Master Sewer
Plan, but without future improvements. To prepare these drawings

it will be necessary to add some street names and line sizes, as
well as establish specific plot specifications. A minimum of

three copies of each will be provided to the City upon
ii completion. Service subareas will be shown on these maps in
color as was done in the Stillwater Master Plan.
The estimated cost for this task is $1, 445 predicated on 32 hours
of a CAD draftsman at $43 per hour.
4 . SUPERVISION & COORDINATION
Additional costs will be incurred by the engineering manager in
the supervision and coordination of this work. This is estimated
at $781 based on eight hours at $93 per hour plus 5% for
jI incidental expenses.
