HomeMy WebLinkAboutReso 92-483 - Amending land use element of the general plan of the COR by adopting General Plan Amendments 10-92 and 12-92; & amending Land Use Element of General Plan of teh COR & Redding Rivergront Specific Plan by adopting Gen Pln AMendment 11-92 ?RESOLUTION NO. 92- X8.3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING THE LAND USE ELEMENT OF THE GENERAL PLAN OF THE CITY OF REDDING BY ADOPTING GENERAL PLAN AMENDMENTS 10-92 AND 12-92; AND AMENDING THE LAND USE ELEMENT OF THE GENERAL PLAN OF THE CITY OF REDDING AND THE REDDING RIVERFRONT SPECIFIC PLAN BY ADOPTING GENERAL PLAN AMENDMENT 11-92. WHEREAS, following the required public hearings therefor, the Planning Commission of the City of Redding has recommended to the City Council that the Land Use Element of the City' s General Plan be amended by incorporating therein the changes contained in General Plan Amendments 10-92 and 12-92; and WHEREAS, following the required public hearings therefor, the Planning Commission of the City of Redding has recommended to the City Council that the Land Use Element of the City' s General Plan and the Redding Riverfront Specific Plan be amended by incorporating therein the changes contained in General Plan Amendment 11-92; and WHEREAS, following the required notices in accordance with law, the City Council has held public hearings on said recommendations, and has carefully considered the evidence at said hearings; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. With regard to General Plan Amendments 10-92 and 12-92, N the City Council has reviewed and approved the respective Negative Declarations on each, finding that the projects have no substantial impact upon the environment and that environmental impact reports are not necessary. j 'I 2 . With regard to General Plan Amendment 11-92, the City Council concurs with the determination of the Planning Commission that EIR-1-88 adequately addresses the environmental impacts associated with the amendment. 3 . City Council hereby amends the Land Use Element of the General Plan of the City of Redding by incorporating therein the j changes contained in General Plan Amendments 10-92 and 12-92 as shown on their respective maps attached hereto and incorporated herein by reference. 4 . City Council hereby amends the Land Use Element of the General Plan of the City of Redding and amends the Redding Riverfront Specific Plan by incorporating therein the changes i contained in General Plan Amendment 11-92 as shown on the map attached hereto and incorporated herein by reference, and amending page 54 and Figures 7 and 17 of the Specific Plan as shown on said pages attached hereto and incorporated herein by reference. Seek California Boating and Waterways funds to continue access road, build a suitable parking area, and construct a boat launch on the River. 2 . 4 Indian Village. Consider development of a Northwest Indian Village or Native America Museum near the riparian woodland. Study various future options to connect this area to Turtle Bay West which minimize impact to the River and edge, such as a rustic pedestrian cable ferry. Alternative locations would be in Caldwell Park, Turtle Bay West, or on land north of the River. 2 .5 ORV Prohibition. Prohibit Off-Road-Vehicle (ORV) use of the site using signage and increased City Police patrol. 2 . 6 Trail Network. Create a defined trail network with interpretive signage to allow hiking, mountain bicycling, equestrian use, and jogging. 2 .7 Golf. Seek to establish a "pitch and putt" golf course in the area south of Highway 299 between the bluff and the 100-year floodplain. Objective 3 : Create a continuous Riverfront Recreation Area east of Park Marina Drive with a variety of active and passive recreational uses. 3 . 1 River Edge Trail. Fellewing refreval of g____sti•w J Vements, Wherever feasible, redevelop the Riverfront Cape as a parle with River edge hiking/biking/jogging trail, par eatirse, lawn areas, ehil , and native landscape plantings that do not impair views to the water. 3 .2 Swimming Hole. Maintain the "Swimming Hole" as a warm water swimming area or remove dike and merge area with Kutras Lake. 3 . 3 Harbor at Riverfront Village. Develop the inlet next to Riverfront Village in conjunction with commercial development at the site. Include a small boat harbor, lawn areas, promenade, boathouse/yacht club, and boat launch. 3 .4 Bridge Connection.
