HomeMy WebLinkAboutReso 93-076 - Rescinding Reso 92-111 & Adopting New Water Utility Rates for Serv to Customers within Corp Limits of the COR & The Buckeye Serv Area f RESOLUTION NO. 93-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING, EFFECTIVE ON THE DATES SET FORTH BELOW, (1) RESCINDING RESOLUTION NO. 92-111 AND ( 2) ADOPTING NEW WATER UTILITY RATES FOR SERVICE TO CUSTOMERS WITHIN THE CORPORATE LIMITS OF THE CITY OF REDDING AND THE BUCKEYE SERVICE AREA. i WHEREAS, Section 14 . 08. 310 of the Redding Municipal Code provides that the City Council may from time-to-time, by Resolution, fix, alter, change, amend, or revise all water utility rates in connection with the water distribution system; and WHEREAS, due to the increased costs of operation and mainte- nance of the water system, and to provide funds for the capital improvement program of the water utility, staff has recommended that City Council adopt new, increased water utility rates as set forth in Exhibit "A" attached hereto; and WHEREAS, City Council. has carefully considered this recom- mendation; reviewed the existing water utility rate structure; and studied the increased costs of operation and maintenance and the capital improvement program of the water utility; and WHEREAS, a public hearing was held prior to the adoption of this Resolution; and WHEREAS, City Council deems it to be in the best interests of the City of Redding to establish the new, increased water utility rates as proposed; and WHEREAS, staff has reviewed the requirements of the California Environmental Quality Act (CEQA) under Section 15273 as it relates to water rates, and is of the opinion that the proposed water rate increase is not subject to CEQA, with said findings being based on the following: V The general water rate increase may be used to: - meet operating expenses, wages, and employee benefits; - allow repair and replacement of the existing system; - increase capacity within existing service areas as a product of continuing growth and more efficient use of land; - provide adequate domestic and fire flows within existing service areas; - provide for reconstruction and replacement of sub- standard portions of the system; - make emergency repairs as the need arises; - purchase, pump, store, and transmit water to existing service areas; - obtain services and supplies; - plan and manage the system; and - process payments; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. Pursuant to Section 14. 08. 310 of the Redding Municipal Code, City Council hereby approves and adopts as the established rates for municipal water service to customers within the corporate limits of the City of Redding and the Buckeye Service Area those rates and charges set forth in the City of Redding Water Utility schedule of rates attached hereto as Exhibits "A" and "B" incorporated herein by reference. The first increase for the Exhibit "A" rate schedule will be effective October 1, 1993, as to water furnished to the customers of the City of Redding and the Buckeye Service Area water utility for which meter readings occur on or after October 1, 1993 . The monthly service charges shown on Exhibit "B" were previously adopted by City Council; there is no change in said rates. 2.
