HomeMy WebLinkAboutReso 93-419 - Authorize the bypass of the formal bidding process; awarding a contract to Marsh-McBirney of Frederick, MD for puchase of 18 Flow Monitors for WW Collection Div;i RESOLUTION NO. 93-41q li A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE BYPASS OF THE FORMAL BIDDING PROCESS; AWARDING A CONTRACT TO MARSH-McBIRNEY (SINGLE VENDOR) OF FREDERICK, MARYLAND, FOR THE PURCHASE OF 18 FLOW MONITORS FOR THE WASTEWATER COLLECTION DIVISION IN THE AMOUNT OF $119,685 PLUS TAX; AND AUTHORIZING THE CITY '! MANAGER TO SIGN THE NECESSARY DOCUMENTATION. 'i ii ii WHEREAS, the Wastewater Division of the Public Works Department wishes to purchase 18 portable flow monitoring devices as part of its ongoing program of monitoring flow conditions in the wastewater collection system; and WHEREAS, the priorities of constructing several multi- million dollar projects in the five-year capital improvement program depend on accurate winter sewage flow data; and WHEREAS, to ensure that the City gets acceptable flow data from this major equipment purchase, staff recommends that there be no exceptions to the key points of the specifications, which are enumerated in the accompanying Report to City Council; and WHEREAS, only one vendor, Marsh-McBirney of Frederick, Maryland, produces monitors within the necessary specifications; i and WHEREAS, since this equipment will be utilized to quantify and prioritize the eastside interceptor project, budgeted Wastewater Utility funds are available from this project to i purchase the monitors; and WHEREAS, pursuant to Redding Municipal Code Section 4. 20. 080 A. 2, staff recommends that a contract be awarded to Marsh-McBirney of Frederick, Maryland, for the purchase of 18 flow monitors in the amount of $119,685 plus tax; and '! WHEREAS, the City Council has carefully studied the afore- �< 'I said matter, and has determined that said recommendation is in the best interests of the Cit y; and U; X i !I WHEREAS, it has been determined that this matter is categorically exempt from the provisions of the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED by the City Council of the ,i City of Redding as follows: i� 1. That the foregoing recitals are true and correct. 2. That, pursuant to Redding Municipal Code Section 4. 20 . 080 A. 2, the formal bidding process be bypassed and a contract awarded to Marsh-McBirney of Frederick, 'I Maryland, in the amount of $119,685 plus tax. 3 . That the City Manager is hereby authorized and directed 'I to execute the necessary documentation on behalf of the City of Redding; and the City Clerk is hereby authorized to attest the signature of the City Manager and to affix the seal thereto. I HEREBY CERTIFY that the foregoing Resolution was introduced and read at a regular meeting of the City Council of the City of Redding on the 7th day of December, 1993 , and was duly adopted at said meeting by the following vote: AYES: COUNCIL MEMBERS: Anderson, ,Mess .and Arness '!
