A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING STORM DRAINAGE UTILITY SERVICE RATES FOR
SERVICE TO CUSTOMERS WITHIN THE CORPORATE LIMITS OF THE
CITY OF REDDING, EFFECTIVE JANUARY 1, 1994.
WHEREAS, Section 14 . 18 . 250 of the Redding Municipal Code
provides that the City Council may from time-to-time, by
Resolution, fix, alter, change, amend, or revise all connection
charges and service rates in connection with the storm drainage
system; and
WHEREAS, due to the increased costs of operation and mainte-
nance of the storm drainage system, and to provide funds for the
capital improvement program of the Storm Drainage Utility, staff
has recommended that the City Council adopt Storm Drainage
Utility service rates as set forth in Exhibit "A" attached
hereto; and
i WHEREAS, the City Council has carefully considered this
recommendation; reviewed the existing storm drainage funding
methods; and studied the costs of operation and maintenance and
the capital improvement program of the Storm Drainage Utility;
and
WHEREAS, a public hearing was held on September 7 , 1993 , and
continued to September 21 , 1993 , regarding the formation of a
Storm Drainage Utility and possible service fees for the purpose
i of collecting monthly service charges to cover the cost of
maintenance and operation and a capital improvements program for
storm drainage management; and
WHEREAS, the City Council deems it to be in the best
interests of the City of Redding to establish Storm Drainage
'i Utility service rates, as proposed; and
WHEREAS, staff has reviewed the requirements of the
California Environmental Quality Act (CEQA) under Section 15273 �''

as it relates to storm drainage service rates, and is of the
opinion that the proposed storm drainage service rates are not (�
subject to CEQA, with said findings being based on the following: ��
The Storm Drainage Utility service rates may be used to:
■ meet operating expenses, wages, ,and employee benefits;
• allow repair and replacement of the existing system;
■ increase capacity within existing service areas as a
product of continuing growth and more efficient use of
land;
■ provide for reconstruction and replacement of sub-
standard portions of the system;
■ make emergency repairs as the need arises;
■ obtain services and supplies;
• plan and manage the system; and
■ process payments;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding, pursuant to Section 14 . 18. 250 of the
Redding Municipal Code, hereby approves and adopts as the
established service rates for Storm Drainage Utility service to
customers within the corporate limits of the City of Redding
those rates set forth in the City of Redding Storm Drainage
Utility Schedule of Rates attached hereto as Exhibit "A" and
incorporated herein by reference, effective on and after
January 1 , 1994.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 5th day of October , 1993 , and was
duly adopted at said meeting by the following vote:
