A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
REGARDING THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT
STATEMENT (SEIS) ON MANAGEMENT OF HABITAT FOR LATE-
SUCCESSIONAL AND OLD-GROWTH FOREST RELATED SPECIES
WITHIN THE RANGE OF THE NORTHERN SPOTTED OWL.
WHEREAS, the Forest Service has submitted a draft of the
Supplemental Environmental Impact Statement (SEIS) regarding
management of the owl-related national forests; and
WHEREAS, the SEIS proposes to preclude timber harvesting and
other commercial activities on more than 80% of the area of the
national forests; and
WHEREAS, the SEIS, if implemented, is expected to result in
a loss of at least 64 , 000 jobs in timber-dependent communities;
and
WHEREAS, the loss of employment and revenue to local schools
will have a drastic impact upon the educational programs of our
community; and
WHEREAS, the SEIS, as drafted, is based upon and would
implement Option 9 which was developed in closed meetings without
the benefit of input from local forest managers and others who
possess a knowledge of California' s forest ecology, inventory,
growth rates, and other biological factors; and
WHEREAS, Option 9, if implemented, would impose upon the
forests of California a program that cannot logically be
implemented without serious consequences which would lead to
unhealthy and unproductive national forests; and
WHEREAS, implementation of Option 9 and the SEIS would
invalidate existing land-management plans which were developed by
the Forest Service at great public expense and with the
participation of the local community; and
WHEREAS, members of the public were also denied an
opportunity of participating in the Federal Environmental
Management Assessment Team (FEMAT) deliberations, and have been
denied access to the records of that advisory group; and

WHEREAS, the FEMAT, the SEIS, and other materials relating
to the management of the California forests have totally
disregarded the overwhelming evidence in scientific studies that,
at least in California, the indicator species known as the
Northern Spotted Owl has been found in such numbers to indicate
that it finds the habitat of managed forests to be equal to or
better than the unmanaged lands of the Forest Service;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding OPPOSES implementation of the Supplemental
Environmental Impact Statement and Option 9 in their present
forms; and asks that programs for the management of California
forest lands have input from local forest managers and others who
understand California' s forest ecology, and be based on reliable
data regarding those lands and all elements of the ecosystem.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 5th day of October , 1993 , and was
duly adopted at said meeting by the following vote:
