A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING PORTIONS OF THE ELECTRIC UTILITY SCHEDULE OF
RATES--AS CONTAINED IN EXHIBIT A TO RESOLUTION NO. 92-
473•3--TO REFLECT THE FOLLOWING CHANGES EFFECTIVE
SEPTEMBER 21, 1993: MODIFYING THE PRIMARY SERVICE
DISCOUNT, AND ESTABLISHING A NEW ECONOMIC DEVELOPMENT
RATE DISCOUNT FOR SERVICE TO CUSTOMERS WITHIN THE
CORPORATE LIMITS OF THE CITY OF REDDING.
WHEREAS, Section 16 . 12 . 320 of the Redding Municipal Code

provides that the City Council shall establish electric utility
rates by Resolution; and
WHEREAS, on November 19, 1992 , by Resolution No. 92-473 , the
City Council adopted the current Schedule of Rates for the
Electric Utility; and
WHEREAS, for the reasons set forth in the attached Report to
City Council, it has been recommended that the City Council:
■ modify the primary service discount contained in the
COMMERCIAL SERVICE section of the rate schedule,
■ modify the primary service discount contained in the
INDUSTRIAL TIME-METERED SERVICE section of the rate
schedule, and
■ establish a new section entitled ECONOMIC DEVELOPMENT
SERVICE,
copies of which sections are attached hereto and incorporated
herein by reference; and `W

WHEREAS, the City Council has carefully considered this
recommendation, and deems it to be in the best interests of the
City of Redding to modify the primary service discount and estab-
lish a new economic development rate discount, effective
September 21, 1993 . A new economic development rate should help
stimulate the local economy by attracting new customers and

encouraging existing customers to expand, hence increasing the
i local payroll; and updating the primary service discount will
I
more appropriately pass Electric Utility savings on to the
participating customers.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council
of the City of Redding, pursuant to the provisions of Section
16. 12. 320 of the Redding Municipal Code, hereby:
1. Approves (a) the modification of the primary service
discount contained in the COMMERCIAL SERVICE and INDUSTRIAL
TIME-METERED SERVICE sections of the Electric Utility
Schedule of Rates, effective September 21, 1993 ; and (b) the
addition of a new section in the Electric Utility Schedule
of Rates entitled ECONOMIC DEVELOPMENT SERVICE, effective
September 21 , 1993 .
2. Directs staff to appropriately amend the Electric Utility
Schedule of Rates contained in Exhibit A to Resolution No.
92-473 by inserting the attached Table of Contents and the
following sections: COMMERCIAL SERVICE, INDUSTRIAL TIME-

METERED SERVICE, and ECONOMIC DEVELOPMENT SERVICES.

BE IT FURTHER RESOLVED that the City Clerk and the Director
of Finance of the City of Redding be and hereby are directed to
maintain available certified copies of this Resolution in their
respective offices for inspection and review by any interested
person or persons.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 21st day of September, 1993 , and was

COMMERCIAL SERVICE
AVAILABILITY
Throughout the entire City of Redding service area where the
facilities of the City of Redding Electric Utility are available,
of adequate capacity, and are adjacent to the premises.
APPLICABILITY
To all general power and lighting service and temporary
construction service, when all energy is supplied at one point of
delivery, through one metered service.
Not applicable to or available for resale, standby, or auxiliary
service.
CHARACTER OF SERVICE
Single-phase or three-phase, 60 hertz, and at one standard nominal
voltage as mutually agreed by the City of Redding Electric Utility
and the customer and subject to availability at the point of
delivery.
DEMAND METERING
Whenever the monthly energy usage exceeds 15, 000 Kwh for 3 months
out of a consecutive 12-month period, a demand meter will be
installed.
RATE
A monthly bill at the following rate plus or minus any adjustments
incorporated in this rate schedule or supplement hereto:

Demand Charge:
The Demand Charge per kW of billing demand shall be the lesser
of:
A. $13 . 59 per kW; or
B. The Demand Charge calculated by multiplying $15. 10
by the difference of the total monthly billing kWh
less 15, 000 kWh. The above product is then divided
by the total monthly kWh. In equation form:
$ Per kW = ($15. 10 x (Total kWh-15, 000)/Total kWh)
During any month usage exceeds 15, 000 kWh and a
demand meter is not installed, the billing demand
will be estimated as follows:
The monthly billing energy divided by one-half of
the billing days multiplied by 24 hours per day, or
in equation form:
Demand (kW) = Energy (kWh)/[0. 5 x Billing Days x 24 (hrs. ) ]
BILLING DEMAND
The maximum demand in any month shall be the average power taken
during any 15-minute interval in the current month as indicated or
recorded by instruments installed, owned, and maintained by the
utility.
When the power usage is intermittent or subject to violent
fluctuations, the utility may base the billing demand upon a
5-minute interval.
PRIMARY/TRANSMISSION SERVICE DISCOUNT
When delivery is made and energy is metered at a primary or
transmission voltage, the following discount shall be applied to
the sum of the demand and energy charges. Service at 2, 000 volts
is not available to new customers requesting service after
September 21, 1993 .

12 consecutive months, bills will be adjusted for weighted monthly
average power factor as follows: That portion of the monthly
charge, comprising the Demand Charge and the Energy Charge,
including the Primary Service Discount, if applicable, will be

decreased or increased, respectively, by 0. 25 percent for each
1 percent that the average power factor of customer's load in the
month was greater or less than 95 percent, such average power
factor is to be computed (to the nearest whole percent) from the
ratio of lagging kilovolt ampere hours to kilowatt hours consumed
in the month. All expenses for the installation and/or
modification of the customers' facilities to accommodate VARhour
metering shall be paid by the customer.
TAX CLAUSE
To the charges computed under the above rate, including any
adjustments, shall be added the applicable proportionate part of
any taxes or governmental impositions which are or may in the
future be assessed on the basis of gross revenues of the City of
Redding and/or the price or revenue from the electric energy or
service sold and/or the volume of energy generated or purchased for
sale and/or sold hereunder.
PAYMENT
Bills for service will be rendered monthly. A billing period will
not be less than 27 days or more than 33 days.
Bills will be deemed delinquent if unpaid 20 days after the date of
mailing pursuant to Chapter 14.20 of the Redding Municipal Code.
For any rate adjustments that may occur between monthly billing
cycles, the appropriate billing charges will be prorated based upon
the number of days for which electric service was provided under
each applicable rate period.

INDUSTRIAL TIME-METERED SERVICE
AVAILABILITY
Throughout the entire City of Redding service area where the
facilities of the City of Redding Electric Utility are available,
of adequate capacity, and are adjacent to the premises.
APPLICABILITY
To all general power and lighting service, when all power is
supplied at one point of delivery, through one metered service, and
the monthly maximum demand has exceeded 200 kW for 3 months out of
a consecutive 12 month period, or to any new customer whose monthly
maximum demand is expected to exceed 200 kW.
Not applicable to or available for resale, standby, or auxiliary
service.
CHARACTER OF SERVICE
Single-phase or three-phase, 60 hertz, and at one standard nominal
voltage as mutually agreed by the City of Redding Electric Utility
and the customer and subject to availability at the point of
delivery. All meter recording equipment (i.e. , recorder, pulse
initiating meter, and recording cartridges) shall be supplied and
maintained by the City of Redding Electric Utility. Any expense to
modify the customer's facilities to accommodate the meter recording
equipment shall be paid by the customer.
Service under this rate schedule must be maintained for a minimum
of 1 year.

The winter rate period shall be in effect from November 1 to
April 30, inclusive, and
the summer rate period shall be in effect from May 1 to
October 31, inclusive.
Demand Charge:
When Off-peak period maximum demand is equal to or greater
than On-peak period maximum demand:
The total Demand Charge shall be the sum of the following On
and Off-peak Demand Charge components:
Demand Charge per kW of On-peak Demand shall be the lesser of:
A. $13 . 38 per kW; or
B. the Demand Charge calculated by multiplying $14.87 by the
difference of the total monthly billing kWh less
15, 000 kWh. The above product is then divided by the
total monthly kWh. In equation form:
$ per kW = $14.87 x (Total kWh-15, 000)/Total kWh
Demand Charge per kW of Off-Peak Demand shall be:
the Demand Charge calculated by multiplying $0.97 by the
difference of the total monthly billing kWh less
15, 000 kWh. The above product is then divided by the
total monthly kWh. In equation form:
$ per kW = $0.97 x (Total kWh-15, 000)/Total kWh
When Off-peak period maximum demand is less than On-peak
period maximum demand:
The total time-metered Demand Charge per kW of billing demand
shall be the lesser of:
A. $14 . 38 per kW; or
B. the Demand Charge calculated by multiplying $15.98 by the
difference of the total monthly billing kWh less
15, 000 kWh. The above product is then divided by the
total monthly kWh. In equation form:

SPECIAL CONDITIONS
During the summer rate period, the following daily peak periods
shall be applicable:
On-peak period: 2 : 30 p.m. to 6: 30 p.m. Monday through Friday,
except holidays.
Off-peak period: 6: 30 p.m. to 2 : 30 p.m. Monday through Friday, all
day Saturday, Sunday, and holidays.
Industrial Time-Metered Service

During the winter rate period, the following daily peak periods
shall be applicable:
On-peak period: 7: 00 a.m. to 11: 00 a.m. Monday through Friday,
except holidays.
Off-peak period: 11: 00 a.m. to 7:00 a.m. Monday through Friday, all
day Saturday, Sunday, and holidays.
The following holidays, as established by California law, will be
recognized as off-peak periods:
New Year's Day, Lincoln's Birthday, Washington's Birthday,
Memorial Day, Independence Day, Labor Day, Columbus Day,
Veteran's Day, Thanksgiving, and Christmas Day.
When the billing month includes usage in both summer and winter
rate periods, charges will be prorated between the summer rate
period and the winter rate period. Where meter readings are taken
within one work day (Monday through Friday inclusive but excluding
holidays) of either May 1 or November 1 of any year, no proration
of charges will be made between the summer rate period and the
winter rate period. In such cases the billing will be based on the
rates and charges of either the summer rate period or the winter
rate period, whichever contains the predominant number of days in
the billing period.
Only during a seasonal transition billing month that includes May 1
or November 1, where the customer elects to be served under this
rate for both summer and winter periods, the billing proration for
the later transition period will be the lesser of the time-metered
rate charges or the commercial service-demand metered rate charges.
Any customer served under this rate schedule may elect to be served
under either the summer rate period or winter rate period, or both.
For any rate period when the customer elects not to be served under
this rate schedule, the customer will be billed based upon the
alternate applicable rate schedule.
BILLING DEMAND
The maximum demand in any month shall be the average power taken
during any 15-minute interval in the current month as indicated or
recorded by instruments installed, owned, and maintained by the

fluctuations, the utility may base the billing demand upon a

AVAILABILITY
Throughout the entire City of Redding service area where the
facilities of the City of Redding Electric Utility are available,
of adequate capacity, and are adjacent to the premises.
APPLICABILITY
To any new customer whose monthly maximum demand is expected to
exceed 500kW for 3 months out of a consecutive 12-month period or
to any existing customer whose monthly maximum demand is expected
to increase by 500kW for 3 months out of a consecutive 12-month
period.
Not applicable to or available for resale, standby, or auxiliary
service.
SPECIAL CONDITIONS
Customer will be required to sign a five-year contract for either
Industrial Time-Metered Service or Industrial-Interruptible
Service.
CHARACTER OF SERVICE
Single phase or three phase, 60 hertz, and at one standard nominal
voltage as mutually agreed by the City of Redding Electric Utility
and the customer and subject to availability at the point of
delivery. All meter recording equipment (i.e. , recorder, pulse
initiating meter, and recording cartridges) shall be supplied and

RATE
A monthly bill at the applicable Industrial Time-Metered or
Industrial-Interruptible Service, plus or minus any adjustments
incorporated in this rate schedule or supplement hereto and futher
discounted as follows:
Discount: Year 1 (Billing cycle 1 through 12) = 25%
Year 2 (Billing cycle 13 through 24) = 20%
Year 3 (Billing cycle 25 through 36) = 15%
Year 4 (Billing cycle 37 through 48) = 10%
Year 5 (Billing cycle 49 through 60) = 5%
Discount ends after 60 billing cycles.
In no event shall the average cost of off-peak power calculated on
a per kWh basis be lower than 2 . 6 cents nor shall the average cost
of on-peak power calculated on a kWh basis be lower than 4. 6 cents.
