RESOLUTION OF INTENTION TO FORM A BENEFIT ASSESSMENT DISTRICT AND LEVY AN ASSESSMENT REDDING MIDTOWN MALL PROJECT NO. 1, BENEFIT ASSESSMENT DISTRICT NO. 1993-1, CITY OF REDDING, COUNTY OF SHASTA, STATE OF CALIFORNIA The City Council of the City of Redding resolves: 1. It is proposed to establish a benefit assessment district within the City of Redding under the terms of the Benefit Assessment Act of 1982 , Chapter 6. 4 of Division 2 of Title 5 of the California Government Code, commencing with Section 54703 . 2. The name of the proposed benefit assessment district i i shall be "Redding Midtown Mall Project No. 1, Benefit Assessment District No. 1993-1, City of Redding, County of Shasta, State of California, " (R.M.M.P. 1993-1) hereinafter referred to as "the , Project. " 3 . The types of public services proposed to be provided are 'I the operation and maintenance of the Project. 4. An assessment to pay for all or a portion of such services will be annually levied within the Project. 5. The Council hereby sets Tuesday, September 7, 1993 , at 7: 00 p.m. , in the Council Chambers at 1313 California Street, Redding, California 96001, as the time and place for the public hearing on the formation of the Benefit Assessment District for the ' Midtown Mall Project No. 1. 6. The City Council hereby sets Tuesday, August 17, 1993 , at 700 p.m. in the City Council Chambers at 1313 California Street, Redding, California 96001, as the time and place for the public hearing required to be held pursuant to Section 54954. 6 of the I Government Code. 7. The City Council reserves the right to utilize any method of collecting the assessment which it shall, from time to time, determine to be in the best interest of the City, including, but not limited to, direct billing by the City to the property owners and supplemental billing. 8 . The office of the City Manager of the City of Redding is directed to study the proposed district and prepare for filing with the City Clerk the report required by Section 54716 of the Government Code. 9. It is the intention of the Council that the electors to vote at the election will be the owners of property located within the Project. 10. The City Clerk is hereby directed to give notice of the hearings of August 17 1993 and September 7 1993 as g g p required by law. 11. The City Clerk is hereby directed to mail the notice of hearing, together with a copy of this Resolution by July 21, 1993 , �i by first-class mail to each owner of land within the Project as their names and addresses appear on the last County equalized. assessment roll or as known to the City Clerk.
