RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING COMMENDING
DOYLE RUFF FOR HIS DEDICATED SERVICE TO THE CITY OF REDDING FROM
APRIL 3, 1989, THROUGH AUGUST 5, 1993.
WHEREAS, Doyle Ruff, with the outstanding support of his wife Lu, has served
'! the City of Redding as its Director of Airports for a period of over four years, and
during that time supervised the financing, design, and construction of a wide range of
major improvements at Redding Municipal Airport and Benton Airport; and
I WHEREAS, Doyle has made a major and lasting contribution to aviation in Redding
through long-term planning and highly successful pursuit of outside funding for airport
capital improvements; and
WHEREAS, Doyle has worked diligently and effectively to place the airports on a
businesslike basis, including significant improvements in leasing practices, general
business operations, and specific projects such as the restaurant, gift shop, parking
' operations, and others, with the bottom line result of improving the fiscal position of
each airport to the point that Benton now operates in the black and the Municipal Airport
has moved substantially in the direction of independence from the City's General Fund;
and
WHEREAS, Doyle has at all times discharged his duties with a professional,
positive and cheerful spirit of service and cooperation, assisting the airports' clientele
and the public generally, and serving as a valued member of the City's management
team; and
for 21 ears in the United States Air Force
'll WHEREAS, Doyle served his country y ,
retiring with the rank of Colonel, culminating a career which included 208 combat
missions over South and North Vietnam, service with the elite Thunderbird Flying Team,
i as Base Commander of Eielson Air Force Base in Fairbanks, as Command Director of the
North American Air Defense Command in Cheyenne Mountain, and in various training
capacities including the U.S. Air Force Academy; and
WHEREAS, in the course of his military service, Doyle was awarded two silver
stars, the Distinguished Flying Cross, the Presidential Unit Citation, and eight Air
Medals; and
WHEREAS, Doyle has contributed to his profession through service to the Airport
Operators Council International, the American Association of Airport Executives and the }
California Association of Airport Executives, and other professional organizations; and '
WHEREAS, Doyle's civic contributions have included membership in the Redding

Rotary Club, E Clampus Vitus, the Redding Area Pilots' Association, working closely

with the Chamber of Commerce Air Transportation Subcommittee and with the Exchange
Club of Redding to make the Redding Air Show one of the finest in the United States;
and

WHEREAS, Doyle has accepted a position as Airport Manager of the Fairbanks
International Airport;
IT IS, THEREFORE, resolved that the City Council of the City of Redding hereby
commends Doyle Ruff on his many accomplishments and his contributions to the City of

Redding and its residents, the aviation community and the traveling public, and extends
best wishes to Doyle and Lu as they begin a new chapter in their lives.
I HEREBY CERTIFY that the foregoing Resolution was introduced and read at a
regular meeting of the City Council of the City of Redding on the 20th day of July, 1993,
and was duly adopted at said meeting by the following vote:
