HomeMy WebLinkAboutReso 93-210 - Adopt policy relative to establshment & utilization of a volunteer program witin the COR work force RESOLUTION NO. 3 a w A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ADOPTING A POLICY RELATIVE TO THE ESTABLISHMENT AND UTILIZATION OF A VOLUNTEER PROGRAM WITHIN THE CITY OF REDDING WORK FORCE. WHEREAS, the City Council of the City of Redding is charged with the responsibility of establishing municipal policies to guide the various functions of the City and, where necessary, to establish procedures by which functions are performed; and WHEREAS, regulatory policies established by the City Council are usually adopted by Ordinance and included in the Municipal Code. However, other policies are also established, which by their nature do not require adoption by Ordinance; these policy statements, adopted by Resolution of the City Council, need to be consolidated in a reference document for easy access; and WHEREAS, on August 4, 1987, by Resolution No. 87-261, City Council adopted a Council Policy Manual to achieve said objectives; and WHEREAS, City Council wishes to adopt a policy relative to the establishment and utilization of a volunteer program within the City of Redding work force; NOW, T , IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. That all of the above recitals are true and correct. vj �ti 2 . That the Policy attached hereto be and hereby is adopted as the Council Policy establishing a volunteer program within the City of Redding work force. 3 . That said Policy be incorporated in the Council Policy Manual. HAYd, City Attorney 2 CITY OF REDDING, CALIFORNIA Council Policy Resolution Policy Y Effective Number Number Date Page VOLUNTEERS 207 1 BACKGROUND California local government in_ general,. and the City of Redding in particular, have experienced a lessening of revenues which could result in a reduction- of services- to the public. Additionally, local government,. being the government which is closest to those, that are governed, offers the best opportunity for the public to be directly involved in public activities.. PURPOSE The purpose of this policy- is to establish the City Council's posture and direction relative to the establishment and utilization of volunteer workers within the City of Redding work force in order to enable the City to meet higher standards of service than would otherwise be possible and to accomplish work that would otherwise not be done. POLICY I It is the policy of the City Council of the City of Redding: 11 That volunteerism by the community is welcomed and encouraged; 2) That the City of Redding will establish and maintain a City- wide volunteer program which, will recruit,. train, and use the services of volunteers to compliment regular City of Redding staff activities except direct law enforcement and fire suppression activities. This- volunteer program shall not be an employment program•; it should not be used to displace current employees, reduce current contracts, or cause cancellation of existing or future contracts. The use of volunteers shall not affect tour-of-duty or non-overtime hours worked by current employees; 3 ) That the program should provide the volunteer with an experience that is personally rewarding and challenging; and 4) To the extent allowed within. the terms of the federal Fair Labor Standards Act, City employees, family, and relatives may participate in the volunteer program.
