A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND AUTHORIZING THE MAYOR TO SIGN THE
AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF
REDDING AND URS CONSULTANTS, INC. FOR THE DESIGN OF THE
TRANSFER STATION AND MATERIALS RECOVERY FACILITY, NOT
TO EXCEED $542,000; AND AUTHORIZING THE APPROPRIATION
OF AN ADDITIONAL $30,000 AS A CONTINGENCY FUND.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows:
1 . City Council hereby approves entering into the
Agreement for Professional Services between the City of Redding
and URS Consultants, Inc. , for the design of the Transfer Station
and Materials Recovery Facility, in an amount not to exceed
$542 ,000 , a true copy of which is attached hereto and
incorporated herein by reference.
2 . City Council also approves appropriating an additional
$30,000 to provide for potential contract change orders.
3 . The Mayor of the City of Redding is hereby authorized
and directed to sign the above Agreement and any potential
Contract Modifications (Change Orders) on behalf of the City
Council of the City of Redding, not to exceed $250,000 and
$30, 000 respectively.

AGREEMENT

FOR
li PROFESSIONAL SERVICES
THIS AGREEMENT is between URS CONSULTANTS, INC., of Portland, Oregon (the
"Consultant"), and CITY OF REDDING, Redding, California (the "Owner"), for a
project generally described as a Solid Waste Transfer Station/Materials Recovery

Facility.
1. Scope of Work
The Scope of Work is set forth in Attachment A.
2. Compensation and Method of Payment
a. Consultant's Compensation is based on completion of the tasks set forth in
Attachment A and shall not exceed the lump sum amount of Five hundred
forty-two thousand dollars ($542,000) unless Compensation is changed in
accord with Section 3 herein. The estimated breakdown of this Compensation
Amount is as follows:
Task No. 1 Review of Work $ 7,000
Task No. 2 Preliminary Design 188,000
Task No. 3 Final Design 288,000
Task No. 4 Bidding 15,000
Task No. 5 Engineering During Construction 44,000
$542,000
b. Consultant shall render monthly invoices to Owner based on services
performed. Invoice amounts will be based on percentage of completion of
services performed for each Task during the billing period.

C. Consultant shall prepare a brief report on project status, work completed
j on the various Tasks and related issues. Such reports shall accompany
monthly invoices. Invoices shall be due and payable when rendered.
d. Owner shall promptly review invoices and notify Consultant of any
i
objection thereto; absent such objection in writing within fifteen (15) days
i
of the date of the invoice, the invoice shall be deemed proper and
acceptable.
e. No claim of offset (i.e., counterclaim) will be permitted unless it is made
within ten (10) days of the date of discovery. In the event of a claim, the
parties hereto will immediately meet and negotiate to resolve the claim.
3. Changes
I
The Owner may, from time to time, request changes in the Scope of the Services
of the Consultants to be performed hereunder. Such changes, including any
j increase or decrease in the amount of the Consultant's compensation which are
j mutually agreed upon by and between the Owner and the Consultant, shall be
incorporated in written amendments to this contract.
4. Termination of Contract for Cause
If through any cause, the Consultant fails to fulfill in a timely and proper manner
its obligations under this contract or if the Consultant violates any of the
covenants, agreements, or stipulations of this contract, the Owner shall thereupon
have the right to terminate this contract by giving written notice to the Consultant
of such termination and specifying the effective date thereof at least five (5) days
before the effective date of such termination. In such event, all documents,
program specifications, and work papers prepared for the Owner by the
jConsultant becomes the Owner's property. The Owner shall pay Consultant a

reasonable amount for any work performed up to the stated effective termination
date subject to verification by the Owner that said work was satisfactorily

performed.

5. Conflict of Interest
The Consultant agrees that it presently has no interest and shall acquire no
� interest, direct or indirect, that would conflict in any manner or degree with the
j performance of its services hereunder. The Consultant further agrees that, in the
performance of the agreement, no person having any such interest shall be
emploved.

6. Assignment
The Consultant shall not assign any interest in this contract and shall not transfer
anv interest in the same (whether by assignment or novation) without the prior
written approval of the Owner provided; however, that claims for money due or to
become due to the Consultant from the Owner under this contract may be
assigned to a bank, trust company, or other financial institution, or to a trustee in
bankruptcy, without such approval. Notice of any such assignment or transfer
shall be furnished promptly to the Owner.
7. Personnel
a. The Consultant represents that it has or will secure, at its own expense, all
necessary personnel required to perform the services under this contract.
Such personnel shall not be employees of or have any contractual
relationship with agencies providing funds for the project.
b. All of the service required hereinafter shall be performed by the
Consultant or under its supervision, and all personnel engaged in
performing the services are to be fully qualified and shall be authorized or
permitted under State and local law to perform such services. All key
professional personnel, including subconsultants engaged in performing
services for the Consultant under this contract, are indicated in the
personnel listing contained in Attachment A.
C. Except as hereinabove agreed, no other portion of the services nor any

right, title, or interest hereinunder this contract shall be assigned,

transferred, conveyed, or subcontracted without the prior written approval
of the Owner.
d. The Owner shall be notified of any changes or substitutions in the
Consultant's personnel as set forth herein, and the Owner shall execute a
written approval before said change or substitution becomes effective.
S. Status
i Consultant, in accordance with his status as an independent consultant, covenants
and agrees that he will conduct himself consistent with such status, that he will
neither hold himself out as nor claim to be an officer or employee of the Owner,
and that he will not make any claim, demand, or application to, or for any right or
privilege applicable to an officer or employee of the Owner, including, but not
j limited to, worker's compensation coverage, unemployment insurance benefits,
social security coverage, or retirement membership credit.
9. Insurance Requirements
a. Evidence of Maintenance Required. The Consultant shall, at all times,
maintain in full force and effect the insurance required by this section.
Certificates of insurance and necessary endorsements evidencing required
coverages or policies shall be filed with the Risk Management Office at
least ten (10) days prior to the beginning of work.
b. Qualifying Insurers. All required insurance policies shall be issued by
companies which hold a current policy holders alphabetic and financial size
j category rating of not less than ANII according to the most recent issue of
Best's Insurance Reports.
C. Insurance Required. General liability, professional errors and omissions
liability, automobile liability, and workers' compensation insurance to be

maintained as follows:
1. General Liabilitv Insurance. Either (i) comprehensive general or
(ii) commercial general liability.

i. Comprehensive General Liability Insurance for bodily injury
(including death), personal injury, and property damage
which provides limits of not less than one million
($1,000,000) dollars combined single limit per occurrence, or
ii. Commercial General Liability Insurance for bodily injury
(including death), personal injury, and property damage
whichP rovides limits of not less than one million
($1,000,000) dollars general limit per occurrence and two
million ($2,000,000) dollars general aggregate limit.

In either case, the comprehensive general or commercial general
liability policies shall include coverage or endorsements for:
i. Premises and operations;
ii. Contractual liability;
iii. Products/Completed Operations with limits of one million
($1,000,000) dollars per occurrence which is required to be
maintained for a minimum of two (2) years following
acceptance of the work by the Owner;
iv. Independent Consultants; and
V. Personal injury liability. The personal injury endorsement
shall not contain the so-called "a" (liability assumed under the
contract) or "c" (suits brought by employees) exclusions.
The comprehensive or commercial general liability insurance, and
the automobile liability required below, shall also include the
following endorsements, copies of which shall be provided:
i. Inclusion of the City of Redding, its officers, agents,
i employees and volunteers as additional insureds as respects
services or operations under the contract.
� ii. Cross liability and severability of interest clauses providing
that the insurance applies separately to each insured except
with respect to the limits of liability.

iii. Stipulation that the insurance is primary insurance and that
neither the Owner nor its insurers will be called upon to
contribute to a loss.
2. Professional Errors and Omissions Liability Insurance, in an amount
not less than one million ($1,000,000) dollars.
3. Comprehensive Automobile Liability for bodily injury (including
death) and property damage which provides total limits of not less
than one million ($1,000,000) dollars combined single limits per
occurrence, applicable to all owned, non-owned, and hired vehicles.
4. Statutory Workers' Compensation and Employer's Liability
Insurance shall be provided for all employees engaged in services or
i operations under the contract. The Employer's Liability insurance
shall provide limits of not less than one million ($1,000,000) dollars
per occurrence. Both the Workers' Compensation and Employer's
Liability policies shall contain the Insurer's waiver of subrogation in
favor of the Owner, its officers, agents, employees, and volunteers.
d. Claims Made Coverage. If general liability or professional errors and
omissions insurance is written on a "claims made" basis, the certificate of
insurance must clearly so state, and the following additional information
must be provided:
1. Whether defense coverage is included in the policy limit (yes or no).
2. All aggregate limitation including:
i. General aggregate, and
i
ii. Products/Completed Operations Aggregate
3. The retroactive date.
4. The length of time for extended reporting period.
5. Any limitations on invoking the reporting period (other than non-
payment).
6. Whether a "Notice of Circumstances" is allowed (yes or no).

e. Other Insurance Provisions
1. The requirements of these Standard Specifications as to types and
limits of insurance coverage to be maintained by the Consultant,
and any approval of insurance by the Owner, are not intended to,
and shall not in an manner limit or qualify h 1'

the liabilities and
obligations otherwise assumed b the Consultant or pursuant to the

contract, including, but not limited to, the provisions concerning
i

indemnifications, or preclude the Owner from taking any other
action available to it under any other provisions of the contract or
law.
The Owner acknowledges that some insurance requirements
contained in these Standard Specifications may be fulfilled by self-
insurance or other combinations of insurance on the part of the
Consultant. However, this shall not in any way limit liabilities
assumed by Consultant under the contract. Any self-insurance or
other combinations on insurance must be approved in writing by the
Owner, at its sole discretion.
3. Each insurance policy shall be endorsed to state that coverage shall
not be suspended, voided, canceled by either party, reduced in
coverage or in limits except after thirty (30) days prior written
notice to the Owner.
4. The Owner reserves the right to withhold any progress payments to
the Consultant in the event of non-compliance with any insurance
requirements.
10. Ownership, Publications. Reproductions, and Use
All documents and materials prepared pursuant to this agreement are the
,i property of the Owner. The Owner shall indemnify, hold harmless, and defend
Consultant, its agents; employees and subcontractors harmless from any reuse of
'i such documents for other than their intended purpose.

j 11. Verhal Agreement or Conversation
No verbal agreement or conversation with any officer, agent, or employee of the
Owner, either before, during or after the execution of this contract, shall affect or
modify any of the terms or obligations herein contained, nor shall such verbal
agreement or conversation entitle the Consultant to any additional payment
whatsoever under the terms of this contract.
� 1?. Indemnification
Consultant agrees to protect, defend, indemnify, and hold harmless the Owner, its
officers, agents, and employees from and against any and all liability, damages,
claims, suits, liens, and judgments, of whatever nature, including claims for
contribution and/or indemnification, for injuries to or death of any person or
;j persons, or damage to the property or other rights of any person or persons
arising out of, or alleged to have arisen from the willful or negligent acts, errors
or omissions of Consultant in the performance of the agreement. Consultant's
obligation to protect, defend, indemnify, and hold harmless, as set forth
hereinabove, shall include any matter arising out of any actual or alleged
infringement of any patent, trademark, copyright, or service mark, or any actual or
alleged unfair competition, disparagement of product or service, or other business
tort of any type whatsoever, or any actual or alleged violation of trade regulations.
13. Force Majeure
The Consultant shall not be in default by reason of any failure to perform this
Agreement in accordance with its terms (including any failure by the Consultant
to make progress in the performance of the work hereunder which endangers such
performance) if such failure arises out of causes beyond the control and without
the fault or negligence of the Consultant and its subconsultants. Such causes may
include, but are not restricted or limited to, acts of God, or of the public enemy,
acts of the government in either its sovereign or contractual capacity, fires, floods,
epidemics, quarantine, restrictions, strikes and freight embargoes, but in every

case, the failure to perform must be beyond the control and without the fault or
negligence of the Consultant and its subconsultants.
14. Standard of Care
The services of Consultant under this Agreement shall be performed in a manner
consistent with the level of care and skill ordinarily exercised by other
professional consultants of this type used under similar circumstances. No other
representation, warranty or guarantee, expressed or implied, is included or
intended in the Agreement or any report, opinion, document or otherwise.

15. Statements of Probable Construction Cost
Statements of Probable Construction Cost prepared by Consultant represent
i
judgment as a design professional familiar with the construction industry. It is
recognized, however, that neither Consultant nor Owner has control over the cost
'j of labor, materials or equipment, over the Contractors' methods of determining
bid prices, or over competitive bidding, market or negotiating conditions.

Accordingly, Consultant cannot and does not warrant or represent that proposals,
bids or actual Construction Costs will not vary from any Statement of Probable
Construction Cost or other cost estimates or evaluations prepared by Consultant.

16. Responsibilities of Construction Contractor
Consultant shall not be responsible for and shall not have control or charge of
construction means, methods, techniques, sequences, procedures, or schedule, or
for safety precautions and programs in connection with the work. Consultant shall
not be responsible for or have control or charge over the acts or omissions of the
Contractor, Subcontractors, or any of their agents or employees, or any other
persons performing any of the work, and shall not be responsible for the failures
of any of them to carry out the work in accordance with the Contract Documents.

17. Responsibilities of Owner
'I
Owner agrees to cooperate in any and every way or manner with Consultant on
the Project. Owner's specific responsibilities will include, but not necessarily be
limited to, the following:
Ij a. Review Consultant's work and render comments and decisions pertaining

thereto in a timely manner.
b. Provide legal review of all permitting and construction documents.
C. Advertise for bids, issue contract documents, coordinate bid opening and
award all construction contracts.
d. Provide contract administration and all other necessary services during
construction, including resident inspection, except for those services to be
furnished by Consultant in accord with Task 5, and, if applicable, Task 6,
Section A-2 herein.
e. Pay all fees and other expenses in connection with securing of permits
including the Building Permits.
f. Provide all services in connection with wetland delineation, permitting,
mitigation and related issues.
g. Preparation and approval of the Environmental Impact Report.
h. Preparation and obtaining of the Conditional Use Permit.
18. Notices
Any notice may be served effectually upon Owner by delivering it in writing either
personally, by telegram, or by sending it certified mail, return receipt requested,
and addressed to Owner at the address as set forth below, and in the case of
Consultant, may be served effectually upon Consultant by delivering in writing
either personally, by telegram, or certified mail, return receipt requested, and
addressed to Consultant at the address as set forth below, or any notice may be
served effectually by delivering or mailing it, as in this paragraph provided,
addressed to any other place or places as Owner or Consultant, by written notice
served upon the other from time to time, may designate.

19. Attachments, Schedules and Signatures
This Agreement, including its attachments, constitutes the entire Agreement,
supersedes all prior written or oral understandings, and may only be changed by a
written amendment executed by both parties. Attachment A is hereby made a
part of this Agreement.

PROJECT DESCRIPTION, SCOPE OF WORK, RESPONSIBILITIES OF OWNER,
CONSULTANT'S KEY PERSONNEL AND SUBCONSULTANTS,
COMPLETION SCHEDULE, AND ADDITION TERMS AND CONDITIONS
A-1 Project Description
1. General
The Project is a new solid waste transfer/material recovery facility (MRF) in the
eastern part of the City of Redding. Packer trucks and other vehicles will unload
solid waste at the new MRF and, after processing these wastes to obtain
recyclable materials, larger trucks will transport the residue to the West Central
landfill approximately 1S miles to the west. An existing tempora transfer station
P temporary
located at the old Benton Landfill in Redding will be closed when the new facility
is operational. Solid waste characteristics, volumes, etc., are detailed in the
January 1992 Source Reduction and Recycling Element (SRRE). Initially, the
new MRF will receive 400 tons per day of solid waste with the capability to
expand to 750 tons per day in the future. The MRF will be a key element in the
City's Integrated Solid Waste Management Plan, which, in accord with California
AB 939, has the goal of diverting 25 percent of the waste stream by 1995, and 50

percent by 2000. The MRF will also process material from a curbside recycling
program that will be synthesized from two pilot programs now under evaluation
by the City. In addition, a brush diversion/green waste operation and household
hazardous waste facility will be part of the Project.

2. Project Components
Project components are described below.
a. Site development such as grading, surface water drainage, buried utilities,
paving of roads, parking and storage areas, building pads, walkways, land-
scaping, fencing, and exterior lighting.
b. The main transfer station, an approximately 60,000 square foot industrial
building with tipping floor for discharging packer trucks, and subgrade
loading station for transfer trailer trucks. Recycling equipment/lines may
be installed within the station now or in the future. Additional features
may include knuckle boom cranes; ventilation, odor and dust suppression/
control systems; fire protection and limited offices/personnel facilities.

e. Public resource recovery center to receive and store reusable materials
such as white goods, papers, plastics and containers.
f. Facilities to receive and store household hazardous waste delivered by the
public. Installations to include building enclosure, covered storage, berms,
and safety systems/facilities that meet hazardous waste storage, packing,
and disposal regulations.
g. A 10-acre composting and brush diversion operation to receive, chip and
windrow green waste. Provision will be made to divert surface water from
the composting area, minimize contact of green waste with surface water,
and to reduce discharge of compost leachate to the sewer system.

h. Container maintenance and storage facility with outside storage for
dumpsters, roll-off boxes and residential refuse containers. A paint shop
will be provided near this facility.

i. Administration building, approximately 3,000 square feet, with 60 space
parking area.

j. Improvements to Tarmac Road and Abernathy Lane between the work site
and the end of the Caltrans improvements to Tarmac Road (approximately
3,000 lineal feet).

k. Extension of buried utilities including water and sewer lines to the site.
1. Appurtenant facilities and items to complete the Project.
A-2 Scope of Work
Following are descriptions of work tasks to be performed by Consultant and/or
Consultant's subconsultants.
i
Task 1 - Review of Protect
The purpose of Task 1 is to establish personal working relationships between the
Consultant's team and Owner's personnel, and set the stage for Task 2,
Preliminary Engineering, to follow.
I
a. Meeting #1. Consultant team to meet with Owner and interested parties
to "kick off' the project. Review project history and status, gather available
information, confirm critical issues, determine basic design/operating
Parameters refine preliminarywork schedule.
b. Meeting #2. Consultant team to meet with Owner and interested parties
to establish bases for Task No. 2, Preliminary Design. Begin to develop

layouts for off-site construction and the MRF, evaluate processing/recycling
equipment, resolve permitting issues.

Key Consultant team members will participate in the Task 1 discussions. Services
will include preparation and follow-up activities for both meetings.

Task 2 - Preliminary Design
I
The objective of Task 2 is to achieve a consensus between Owner and Consultant
team regarding the Project definition, and to establish the construction budget,
phasing plan and completion schedule. At least two review meetings between
' Owner and Consultant will occur during this period. Results of Task 2 will be the
basis of Task 3, Construction Documents phase, to follow.
I a. URS, together with its subconsultant, 3E Engineering, will perform the
following tasks in obtaining the permits necessary for the construction and
i
operation of the Facility.
1) Solid Waste Facility Permit
• Prepare draft of the Report of Station Information (RSI).
• Hold preliminary meetings with the Local Enforcement
Agency (LEA).
Finalize the RSI and submit to the LEA for approval.
• Hold required meetings and submit additional data (if
j necessary) with the LEA.
• After LEA submits to the CIWMB, monitor processing of the
application.
2) Air Quality Discharge Permit
• Prepare necessary forms, hold meetings, supply additional
data (if required) to obtain a permit to construct.
• Prepare necessary forms, hold meetings, supply additional
data (if required) to obtain a permit to operate.

j 3) Industrial Water Discharge Permit
• Prepare necessary forms and technical data, hold meetings,
and monitor progress to obtain the required permit.

4) Surface Water Discharge Permit (NPDES)
• Prepare necessary forms for construction permit, hold
meetings, supply additional data as required, and monitor
iprogress.
• Outline monitoring program to be enforced by local Health
Department.
b. Acquisition of easements rights-of-way.
1) Consultant's Subconsultant, Sharrah Dunlap Sawyer, Inc., shall
provide rights-of-way easement acquisition services for no more than
20 parcels. Sharrah Dunlap Sawyer will be assisted by specialized
subcontractors.
a) Prepare ownership list of parcels.
b) Provide field survey and research necessary to locate all
existing property corners.
c) Prepare legal descriptions and sketches for recording
purposes.
d) Provide title reports for rights-of-way properties.
i
e) Provide appraisal reports for permanent rights-of-way in
accord with acceptable standards of professional practice.
f) Provide an Acquisition Agent to work with property owners
on the necessary rights-of-way acquisitions. The Acquisition
Agent shall be responsible for securing completed and
notarized documents and providing them to Owner ready for
recording by the City Attorney.
g) Prepare other legal documents necessary for acquiring the
rights-of-way.
2) Services not included:
Sharrah Dunlap Sawyer, Inc., will provide the professional services
described under Section b 1) above to a status ready for easement
preparation. Itis Sharrah DunlaPSawver'
Sawyer's intention to provide one
set of complete documents and accompanying service for each
easement. The following described services are not included in this
Scope of Work if they occur after preparation of the first set of

documents and prior to recording. If additional services are
required, Consultant will obtain Owner's approval prior to
commencing services.

a) Change of property ownership.
b) Addition of new deeds of trust.
C) Change in parcel boundaries that affect the legal description,
that occur with a parcel map or lot line adjustment.
d) Staking or flagging the location improvement or easement on
ground for review purposes.
e) Travel outside of a thirty-mile radius of Redding to secure
easements by Acquisition Agent.

f) Additional client contacts (beyond three) by Acquisition
Agent.
C. Geotechnical investigation, laboratory testing and soils engineering in
connection with design of roads (off-site and on-site); buried utilities;
excavation, filling and compaction; pits and vaults; and building/equipment
foundations and slabs.
d. Determine layout, space needs, building sizes, equipment types and
locations, storage areas (open and covered), and components within the
MRF:
Main transfer station building and recycling operation for material
delivered by packer trucks and the public (including the Owner's
curbside program).
• Recycling drop-off center.
• Household hazardous waste handling/storage.

Composting area (10 acres).
• Container maintenance facility and paint shop.
• Main office.

Consultant's recommendations concerning solid waste processing will be
based on review of the SRRE, experience with similar projects, and
discussions with the Owner. Consultant will provide alternative layouts,

sketches, equipment brochures, and so forth, to indicate concepts. Building
architectural concepts will coordinate the visual impact of the various
structures, complement site activities, and provide a pleasing appearance
,i designed to enhance the surrounding community.
Consultant will evaluate alternatives for recycling and other equipment to
be utilized in the above-mentioned facilities. Consultant's
recommendations concerning make, model, location, and operating
methods will be reviewed with Owner, and will be subject to the Owner's
final choice/approval.

e. Prepare two alternative plans showing roadways, queuing lanes, parking
areas, storage areas, building locations, landscaping/screening areas, and
related items. Review alternates with Owner and mutually determine a
i layout for final design.
f. Prepare preliminary Plans/Profiles for off-site utilities and improvements to
Abernathy Lane and Tarmac Road.
Cr Prepare preliminary "budget" estimate of cost of construction and
equipment including off-site roads and utilities and all development within
the MRF. Cost estimate(s) to range in multiples of $500,000.
h. Refine the engineering, bidding and construction schedule, including the
multiple contract plan to phase these activities to meet the Owner's desired
completion date.
Task 3 - Preparation of Construction Drawings and Contract Documents
During Task 3, Consultant will prepare four (4) separate packages of Construction
Drawings and Technical Specifications in the following general categories:
• Roadways and Site Preparation
Pre-engineered Building
General installation of all facilities
• Supply and installation of certain equipment.
For each package, Consultant will perform the following services:
a. Prepare architectural, civil, structural, mechanical and electrical
engineering calculations and computer analyses.

j b. Produce final drawings by CAD using AutoCAD Release 11 or Release 12
software. Drawings to be 24-inch by 36-inch or 30-inch by 42-inch mylars.
Final drawing size to be determined during Task 2.
C. Prepare technical specifications for all construction using Construction
Specifications Institute (CSI) format. Technical specifications to be
integrated with the City's standard contract documents and assembled into
bid/construction packages.
d. Prepare equipment supply and installation specifications, to be included in
bid/construction packages.
e. Perform independent check of calculations, drawings, and specifications.
All project drawings/documents to be signed-off and stamped by the
registered Professional Engineer in responsible charge of the work.
f. Make final quantity take-offs and prepare Engineer's Estimate of probable
construction cost. Cost estimate(s) to range in multiples of $100,000.

Assemble packages of drawings, specifications and calculations in support
of Building Permit applications. Consultant will be available to respond to
Building Official's comments. (Building Permits will actually be secured
and paid for by others.)
h. Consultant shall furnish four (4) sets of blueline construction drawings and
four (4) sets of the draft of the technical specifications at the 90 percent
completion point and at the 100 percent completion point. Consultant
shall meet with Owner to discuss the 90 percent submittal.
i. Consultant shall furnish at least 75 sets of completed plans and
specifications to the City Public Works Department prior to the start of
advertising for bids for each construction contract.

Task 4 - Assistance During Bidding Period

Assist Owner in soliciting and evaluating bids, and awarding construction contracts
to successful bidders.

Task 5 - Engineering Services During Construction
Provide engineering assistance to Owner throughout construction and start-up of
the project. Consultant will provide the following services:

a. Review/evaluate contractor's equipment submittals, shop drawings, and
materials specifications.
b. Provide surveys and construction staking.
1) For off-site roads and utilities, establish survey control points,
perform staking for layout of contractor's construction work, and
provide surveys to check contractor's lines and grades for
compliance with construction documents.
2) For on-site construction, establish survey control points and perform
surveys to check contractor's lines and grades for compliance with
construction documents. Actual layout of construction work will be
the contractor's responsibility.
C. Conduct monthly visits to Project site by Consultant's Project Manager.
d. Assist in resolving engineering problems that may arise.
e. Assist in evaluating contractor's change order requests.
f. Participate in final inspection of contractor's work.
g. Assist in start-up of the facility.
h. Prepare "as-built" drawings.
i. Assemble operating manuals and maintenance information for equipment
as appropriate.
Task 6 - Construction Management (Optional)
Owner may request Consultant to furnish full or partial Construction Management
services during construction such as contract administration, processing of
contractor's progress payment and change order requests, resident inspection,
monitoring of completion schedules, preparation of progress reports, and related
activities. Consultant's Scope of Work, personnel, and compensation will be
determined at the time Owner requests such services, and this Agreement will be
modified in accord with Section 3.
