A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING STAFF TO NEGOTIATE CONTRACTS WITH
CONSULTANTS TO PROVIDE ASSISTANCE TOWARD THE
DEVELOPMENT OF THE PROPOSED WESTERN/BEDDING/PACIFICORP
ARRANGEMENT, NOT TO EXCEED $80,000 IN TOTAL; AND
AUTHORIZING THE CITY MANAGER TO SIGN THE NECESSARY
DOCUMENTATION.
WHEREAS, a three-party arrangement between Western, Redding,
and PacifiCorp (Arrangement) has been proposed, which is expected
to provide the City of Redding with an economical source of
"load-growth" power; and
WHEREAS, the time-line for fully developing the Arrangement
is very short, in that the Memorandum of Understanding between
the City of Redding and PacifiCorp contains a June 1st deadline
for execution of the final agreements; and
WHEREAS, any delay beyond June 1st will significantly
jeopardize PacifiCorp` s ability to obtain the transmission needed
through the Bonneville Power Administration (BPA) system to
deliver power to the California-Oregon Transmission Project,
where the City would receive the power for deliveries to either
Western or the City; and
WHEREAS, without BPA transmission, PacifiCorp cannot
complete an agreement with the City; and
WHEREAS, it would be cost effective for the City to acquire
consulting assistance to further develop the Arrangement; and
WHEREAS, the Electric Department believes it would be
greatly beneficial for the City to bypass the formal technical
consultant selection procedures in order to save time and
expedite the completion of the Arrangement;
IT IS, THEREFORE, RESOLVED by the City Council of the City
of Redding as follows: w
1. City Council hereby waives its Policy No. 1501
pertaining to the selection of technical consultants in order to
expedite the Arrangement between Western, the City of Redding,
and PacifiCorp.
2. Staff is hereby authorized to negotiate contracts to
obtain consulting assistance in developing the Arrangement,
provided that the total price of all such contracts does not
exceed $80,000.
3 . The City Manger is hereby authorized and directed to
execute said contracts on behalf of the City of Redding, upon
approval as to form by the City Attorney; and the City Clerk is
hereby authorized and directed to attest the signature of the
City Manager and to impress the official seal of the City of
Redding thereto.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 6th day of April , 1993 , and was duly
adopted at said meeting by the following vote:
