WHEREAS, a three-party arrangement between Western, Redding, and PacifiCorp (Arrangement) has been proposed, which is expected to provide the City of Redding with an economical source of "load-growth" power; and WHEREAS, the time-line for fully developing the Arrangement is very short, in that the Memorandum of Understanding between the City of Redding and PacifiCorp contains a June 1st deadline for execution of the final agreements; and WHEREAS, any delay beyond June 1st will significantly jeopardize PacifiCorp` s ability to obtain the transmission needed through the Bonneville Power Administration (BPA) system to deliver power to the California-Oregon Transmission Project, where the City would receive the power for deliveries to either Western or the City; and WHEREAS, without BPA transmission, PacifiCorp cannot complete an agreement with the City; and WHEREAS, it would be cost effective for the City to acquire consulting assistance to further develop the Arrangement; and WHEREAS, the Electric Department believes it would be greatly beneficial for the City to bypass the formal technical consultant selection procedures in order to save time and expedite the completion of the Arrangement; IT IS, THEREFORE, RESOLVED by the City Council of the City of Redding as follows: w 1. City Council hereby waives its Policy No. 1501 pertaining to the selection of technical consultants in order to expedite the Arrangement between Western, the City of Redding, and PacifiCorp. 2.
