lA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE APPLICATION FOR FUNDS FOR THE
TRANSPORTATION ENHANCEMENT' ACTIVITIES PROGRAM UNDER THE
INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF
1991 FOR THE FOLLOWING PROJECT:
TO CONSTRUCT A SERIES OF BIKE TRAILS AS SET
FORTH BELOW TO CONVERT THE EXISTING
SACRAMEN'T'O RIVER TRAIL TO NON-MOTORIZED
TRANSPORTATION LINKS TO CONNECT PEOPLE TO
;j ACTIVITY CENTERS IN THE CITY OF REDDING.

WHEREAS, the United States Congress has enacted the
Intermodal Surface Transportation Efficiency Act of 1991, which
is intended to provide over $200 million in federal dollars over
i a six-year period as matching funds to local state and federal
,) agencies and nonprofit entities for transportation enhancement
activities; and
WHEREAS, the Department of Transportation has established
the procedures and criteria for reviewing proposals, and is
required to submit to the California Transportation Commission a
list of recommended projects from which the recipients will be
selected; and
WHEREAS, said procedures and criteria established by the
California Department of Transportation require a resolution
certifying the approval of application by the applicant' s
governing body before submission of said application to the
California Transportation Commission and the State of California;
and

WHEREAS, the application contains assurances that the
applicant must comply with; and
WHEREAS, the applicant, if selected, will enter into an
agreement with the State of California to carry out the
Transportation Enhancement Activities Project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Redding hereby:
A. Approves the filing of an application for the
Transportation Enhancement Activities Program for
consideration for funding to construct a series of bike

trails (Project) , as follows:

1. Construct a 4 ,000 foot long, 8 ' wide,
bike/pedestrian trail from Highway 299W at
Buenaventura to the Sacramento River Trail, along
with a 25-space parking lot. The Project also
includes acquisition of . 5 acres for the
parking
lot.
2. Construct a 600± foot bridge across the Sacramento
River to connect the Convention Center/Rodeo
Grounds/Museum Complex to the main bicycle
corridor.
3 . Extend the main bicycle corridor to connect it to
a regional shopping center along Hilltop Drive.

4. Extend the main bicycle corridor to connect it to
a residential/commercial area on North Bechelli
Lane.
5. Construct a vital link ( 1400 feet) in the main
bicycle corridor to provide a continuous facility.
B. Certifies that said applicant will make adequate
provisions for operation and maintenance of the
Project.
C. Appoints ROBERT M. CHRISTOFFERSON, City Manager, as
Agent of the City of Redding to conduct all

negotiations, and execute and submit all documents,

including, but not limited to, application, agreements,
amendments, payment requests, and so on, which may be
necessary for the completion of the aforementioned
Project.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 16th day of February 1993 , and was
duly adopted at said meeting by the following vote:

NOES: COUNCIL MEMBERS: NONE
ABSENT: COUNCIL MEMBERS: DAHL
