A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING ITS 1993 EMERGENCY OPERATIONS PLAN.

WHEREAS, the natural wonders that make the City of Redding a
unique living experience also bring risks of flood waters,
earthquakes, volcanos, high winds, and fires; and
WHEREAS, because the City is beneath a transcontinental air
corridor, as well as being a major air hub of Northern
California, response to an air-related catastrophe needs to be
pre-planned; and
WHEREAS, a railroad and a federal highway bisect the City,
and unknown hazards are carried thereon; and
WHEREAS, man-caused disruptions are ever present; and
)� WHEREAS, an emergency operations plan is needed to
coordinate the City' s efforts to handle a myriad of potential
emergencies;
NOW, THEREFORE, the City Council of the City of Redding
hereby adopts the attached Emergency Operations plan as the City
of Redding' s 1993 Emergency Operations Plan.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 16th day of February 1993, and was
adopted at said meeting by the following vote:

1 . Introduction:
This Emergency Operations Plan is a companion document to
the City' s Hazardous Materials Incident Plan. These
plans and departmental emergency standard operating
procedures shall be kept in one binder.
The City of Redding has the potential for any of several
disastrous scenarios ranging from aircraft-related to
wartime catastrophes. This plan is an attempt to pre-
scribe generic guidelines. A command structure is
mandated and authority to take extraordinary measures is
re-emphasized.
Department Directors should maintain up-to-date rosters
and have sufficient Standard Operating Procedures
emplaced to handle expected emergency assignments.
These Standard Operating Procedures are an essential
element of the City' s Emergency Operations Plan.
2 . Purpose:
This document, along with authority and references cited,
constitutes the City of Redding Emergency Operations
Plan. Its purpose is to:
a. Establish a mutual understanding of the authority,
responsibilities, and operations of City government
during emergencies.
b. Provide a basis for the coordination of operations
and the management of critical resources during
emergencies.
C. Provide for incorporating into the City emergency
organization those non-governmental organizations
having resources necessary to help meet the foresee-
able emergency requirements.

4. Situations : See 9 . 12. 020, Redding Municipal Code:
A large scale emergency exists or threatens the City.
The threat could be from any of several scenarios as
noted in the Redding Municipal Code.
Assumptions:
a. Nature and extent of the emergency will dictate
the response by City resources.
b. Available warning time used effectively may decrease
potential life and property loss.
C. Situation may escalate beyond the City' s ability to
handle and State, Federal, and non-governmental
agencies will be needed.
5 . Concept of Operations:
a. General:
An Emergency Operations Center (EOC) shall be activated
when a situation or series of events has or is likely to
overwhelm City resources and pre-planned ability to
contain.
The following departments shall send a responsible
liaison to the EOC:
City Manager
Electric
Finance
Fire
General Services
Planning
Police
Public Works

Other departments shall be prepared to provide liaison
depending on this situation. Staff personnel will be
needed to maintain 24-hour operations.
b. Activation:
The EOC is activated by the City Manager (Director of
Emergency Services) or the person acting in that capaci-
ty.
6. Organization and Assignment of Responsibilities:
Organizational structure will be based on the following:
a. Clear lines of authority and channels of communica-
tion.
b. Formation of special-purpose units having no pre-
emergency counterparts to perform those activities
peculiar to major emergencies, e. g. , damage assess-
ment teams may be formed using personnel from several
departments.
C. Incorporation into the emergency organization of all
available staff having disaster response capabili-
ties.
d. Maintenance of day-to-day governmental operations as
needed.
e. Utilization of the Incident Command System - See
Annex A, ICS Chart.
f. A 24-hour Emergency Operations Center activated at
one of the following:
1 . Conference Room A - City Hall ( 1st priority) .
2 . Police Administrative Building (alternate) .
3 . Second alternate at discretion of Incident
Commander.
Assignment of Responsibilities:
a. Incident Commander promulgates mission and specific
assignments.
b. Restoration of government to protect lives, property,
and public health is paramount.
C. Assist in evacuation as required; Redding Police
Department is the lead agency for pre-planning.

d. Each department and each ICS Section Chief maintains
logs or journals for documentation and historical
purposes.

e. Insure continuity of government; NOTE: "City Council
may appoint standby Council. . . " (Section 9. 12 . 090,

f. Mayor may convene the Emergency Services Council
(Section 9 . 12. 032, Redding Municipal Code) .
7 . Administration and Logistics:
Redding Municipal Code, Section 9 . 12 . 060(b) :
The Director of Emergency Services ( i.e. , City
Manager) is empowered to:
Obtain vital supplies, equipment, and
other such properties found lacking
and needed for the protection of life
and property and to bind the City for
the fair value thereof and, if re-
quired immediately, to commandeer the
same for public use.
