HomeMy WebLinkAboutOrdinance 2096 - Amending various sections of RMC Title 2, Admin & Personnel, pertaining to the Airports Commission ORDINANCE NO. �(p AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING VARIOUS SECTIONS OF REDDING MUNICIPAL CODE TITLE 2, ADMINISTRATION AND PERSONNEL, PERTAINING TO THE AIRPORTS COMMISSION. The City Council of the City of Redding does hereby ordain as follows: Section 1. Section 2 . 44. 020 of the Redding Municipal Code is hereby amended by repealing said section and adding a new section as follows: i 2.44.020 Members; Appointments; Terms; Vacancies. The Commission, as of May 1, 1995, shall consist of five members who shall be either residents, employed within the city, or business owners within the City. All members shall be appointed by the Mayor, subject to the approval of a majority of the members of the City Council. The term of office of such members shall be for a four-year period. If a vacancy should occur as to the five members, for any reason other than the expiration of the term of office, the unexpired term shall be filled by appointment by the Mayor, subject to the approval of a �. majority of the members of the City Council. It is the responsibility of the City Clerk to notify the Mayor of any vacancy, through the expiration of term of office of otherwise. Section 2. Section 2. 44. 030 of the Redding Municipal Code is hereby amended by repealing said section and adding a new section as follows: 2.44.030 Members; Qualifications. Membership of the airports commission shall consist of persons who are interested in aviation and also in developing the effective use of municipally-owned airports, and, insofar as possible, the commission should at all times consist of at least one member who owns an airplane and uses one of the two city-owned airports. Section 3 . Section 2. 44. 050 of the Redding Municipal Code is hereby amended by repealing said section and adding a new section as follows: 2.44.050 Meetings. In July of each year the Airports Commission shall elect one member as chair and one member as vice-chair of the Commission, who shall hold office for one year or until a subsequent reorganization is approved by the majority vote of the commission. The Commission shall thereafter meet at 6:30 p.m. in City Hall Conference Room A, on the fourth Monday in the ' months of January, April, July, and October. A majority of the Commission meeting in attendance shall constitute a quorum. The Director of Airports or his duly designated representative shall be Secretary of the Commission. Section 4. Section 2 . 44. 060 of the Redding Municipal Code is hereby amended by repealing said section and adding a new section as follows: ' 2.44.060 Duties. The airports commission shall act as an advisory body to the city council and make recommendations to the city council concerning the most effective long-range policies impacting the airports to the end that the public may receive the maximum benefit and utilization of the two airports. Section 5. It has been determined that this matter is categorically exempt from the provisions of the California Environmental Quality Act. Section 6. The City Clerk shall certify to the adoption of this Ordinance and cause its publication according to law. I I HEREBY CERTIFY that the foregoing Ordinance was introduced and read at a regular meeting of the City Council of the City of 2 Redding on the 16th day of August 1994; and was duly read and adopted on the 6th day of September 1994, at a regular meeting of the City Council by the following vote: AYES: COUNCIL MEMBERS: P.
