A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
IN APPRECIATION OF THE SERVICES OF ROBERT M. CHRISTOFFERSON
TO THE CITY OF REDDING UPON THE OCCASION OF HIS RETIREMENT
WHEREAS, Robert M. Christofferson was appointed to the position of City Manager of
the City of Redding on January 12, 1987; and
WHEREAS, Robert M. Christofferson, the City Manager of the City of Redding, has
announced his retirement, effective July 1, 1994; and
WHEREAS, because of the steady, sensible and responsible management and fiscal
practices employed during Mr. Christofferson's tenure as City Manager, Redding was able to
maintain high quality public services during a difficult period of nation-wide economic hard times
in the early 1990s; and
WHEREAS, Mr. Christofferson's leadership has been characterized by vision and
commitment for the welfare of the community as evidenced by significant progress in the
following areas:
► Development of essential community facilities,including the construction of the Stillwater
Sewage Treatment Plant and Buckeye Water Treatment Plant; starting construction on the
Solid Waste Transfer Station and Corporation Yard; and conceptual design work for a
new Civic Center, police facility, and sports complex;
► Development of projects enhancing Redding's priceless environment for use and
enjoyment by its citizens such as the Sacramento River Trail and Bridge, Mary Lake
Pedestrian Trail, ground breaking for the Enterprise Regional Park, development of 14
neighborhood parks (1986 to 1994), South Bonnyview Boat Launch, and facilitating
development of the Turtle Bay Park and Museum project;
► Shaping of an economic development strategy aimed at providing a high level of
economic activity and new jobs, securing of Federal funding and development of a 60-
acre Airport Business Park and receipt of State designation of the largest Enterprise Zone
in the state of California;
► Developing a full-service electric utility generation and transmission capability, thereby
achieving the Council's goal of energy independence, including bringing on line the 30
megawatt Redding Steam-Driven Turbine Generation Project and completion of five
electric substations, with the sixth expected to be completed in November 1994;
► Nearing completion of an interagency dispatch facility under the joint powers SHASCOM
Agency;
► Ground breaking on the RABA Intermodel Transportation Facility; and

WHEREAS, Mr. Christofferson has been instrumental in enhancing City department
programs, such as presentation of eight (nine) balanced budgets; institution of a Sales Tax Audit
Program which has produced $652,531 (actual) in net new revenue to the City; annual State of
the City Reports, Mayor's Address and luncheon; and a City-wide Volunteer Program; and
WHEREAS, Mr. Christofferson has provided exceptional leadership for the City of
Redding and has been effective in motivating its employees to grow and reach their potential
with his intelligence and unmatched communication skills, and fostering open communication
with staff at all levels through implementation of regular staff meetings and the popular "Brown
Bag" lunch meetings with employees;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
is most appreciative of his services and that this Resolution of Appreciation be presented to
Robert M. Christofferson on the occasion of his retirement from 38 years of public service;
BE IT FURTHER RESOLVED that the City Council of the City of Redding wishes
Robert Christofferson every success and good fortune in his future business activities and
retirement.
WE HEREBY CERTIFY that the foregoing Resolution was introduced and read at a
regular meeting of the City Council of the City of Redding on the 21st day of June, 1994, and
was duly and unanimously adopted by the entire City Council assembled.
