IT IS HEREBY RESOLVED that the City Council of the City of Redding hereby approves entering into the above-mentioned Material Testing Services Agreement with Kleinfelder, Inc. , not to exceed $37, 500 .00, a copy of which is attached hereto and incorporated herein by reference [File No. 26-YP3-133 ] . BE IT FURTHER RESOLVED that the Mayor of the City of Redding is hereby authorized and directed to sign said Agreement and all other necessary documentation in connection therewith on behalf of the City; and the City Clerk is hereby authorized and directed to attest the signature of the Mayor and to impress the official seal of the City of Redding thereto. Limited to earthwork subgrade, and asphalt concrete field and laboratory testing services and structural steel field and laboratory services. Client agrees that all services not expressly included are excluded from Consultant's Scope of Services. Client recognizes that any construction observation and/or testing services provided by Consultant are techniques which may reduce the risk of construction defects, deficiencies, or omissions arising during or after construction. Construction observation and/or testing services by Consultant are not insurance, nor do these services constitute a warranty or guarantee of any type. Even with diligent construction monitoring and/or testing by Consultant, some construction defects, deficiencies, or omissions in the Contractor's work may be missed. In all cases, Client shall assign the Contractor the responsibility for the quality and completeness of the work and for adhering to plans and specifications. COMPENSATION Client agrees to compensate Consultant for such services as follows: On a time and expense basis in accordance with hourly rates and unit charges shown in proposal. Estimated fee is$37,500. Not to be exceeded without prior written permission of City of Redding. Client and Consultant acknowledge that each has read and agrees to the General Conditions printed on the reverse side of this document which are incorporated herein and made a part of this Agreement and apply to all services performed by Consultant. Consultant shall invoice Client periodically for the services performed under this Agreement. Client shall pay such invoices upon receipt. Invoices not paid within thirty(30)days of the invoice date shall be subject to a late payment charge of 1-1/2 percent per month. The invoice amounts shall be presumed to be correct unless Client notifies Consultant in writing within fourteen (14)days of receipt. 2. If Client fails to pay an invoice when due,Consultant may suspend all services until such invoice is paid in full. If payment in full is not made within sixty (60)days of the invoice date, Consultant may treat such nonpayment as a material breach of this Agreement by the Client and may terminate this Agreement. 3. The rates charged for Services are based on the current Consultant's Fee Schedule which is modified periodically. All Services rendered after the new Fee Schedule is in effect shall be billed at the new rates. 4. Consultant shall perform its services in a manner consistent with the standard of care and skill ordinarily exercised by members of the profession practicing under similar conditions in the geographic vicinity and at the time the services are performed. No warranty,representation or guarantee,express or implied,is made or intended by this Agreement. 5. Consultant's construction observation services, if any, shall be limited to observation of construction operations to provide Client with an understanding of the general nature, progress and quality of the work based upon applicable standards of practice. Unless otherwise agreed in writing,or unless consistent with the standard of care,Consultant shall not be responsible for continuous or exhaustive inspection of the work. In no event shall Consultant be responsible for the means and methods of construction or for the safety procedures employed by the contractor. 6. Consultant shall sign certifications only if Consultant approves the form of such certification prior to the commencement of services,and provided such certification is limited to a statement of professional opinion and does not constitute a warranty or guarantee,express or implied. 7. Services provided under this Agreement,including all reports,information or recommendations prepared or issued by Consultant, are for the exclusive use of the Client for the project specified in the project description. No other use is authorized under this Agreement. Client will not distribute or convey Consultant's reports or recommendations to any other person or organization without Consultant's written authorization,and Client releases Consultant from liability and agrees to defend,indemnify and hold harmless Consultant from any and all liability or damages arising,in whole or in part,from such unauthorized distribution. 8. Consultant's reports, field data, test results and other similar documents are instruments of professional service, not products. Consultant reserves the right to copyright such documents as it deems appropriate; however,such copyright is not intended to limit the Client's use of the services provided under this Agreement other than as described in paragraph 5. 9. Client accepts the responsibility of notifying Consultant twenty four(24) hours in advance of any necessary tests and observations. If Client assigns this responsibility to a contractor and/or subcontractor, architect, engineer, or job inspector, Client will defend indemnify and hold harmless Consultant from any and all claims, damages and liability, including defense costs, arising from improper scheduling on the part of the responsible party. 10. Client shall secure the permission necessary to allow Consultant's personnel and equipment access to the project site at no cost to Consultant. 11. Consultant is not responsible for the completion or quality of work which is dependent upon or performed by the Client or third parties not under the direct control of Consultant,nor is Consultant responsible for their acts or omissions or for any damages resulting therefrom. 12. Neither Client nor any other person is authorized to change or modify Consultant's work without Consultant's written authorization. Client releases Consultant from liability and agrees to defend,indemnify and hold harmless Consultant from any and all liability or damages arising,in whole or in part,from such unauthorized changes or modifications. 13. Client waives any claim against Consultant and agrees to defend, indemnify and hold harmless Consultant from any claim, damage or liability for injury or loss, costs created by delay of the project, costs associated with possible reduction of the property's value, and any consequential damages of whatever nature, which may arise directly or indirectly as a result of the services provided by Consultant under this Agreement,unless such claim or liability is caused by the sole negligence or willful misconduct of Consultant. 14. Client agrees to limit Consultant's liability due to professional negligence and to any liability arising out of or relating to this Agreement to fifty thousand dollars ($50,000) or the amount of Consultant's fee,whichever is greater. This limit applies to all services on this project, whether provided under this or subsequent agreements. 15. All disputes between Consultant and Client shall be subject to non-binding mediation. Either party may demand mediation by serving a written notice stating the essential nature of the dispute and the amount of time or money claimed, and requiring that mediation proceed within sixty (60) days of service of notice. The mediation shall be administered by the American Arbitration Association or by such other person or organization as the parties may agree upon. No action or suit may commence unless mediation does not occur within ninety(90)days after service of notice, mediation occurred but did not resolve the dispute, or a statute of limitation would elapse if suit was not filed prior to sixty (60) days after service of notice. 16. Consultant is protected by Workers' Compensation Insurance, Employers' Liability Insurance, General Liability Insurance and Automobile Liability Insurance for bodily injury and property damage and will furnish evidence thereof upon request. 17. Client shall be responsible for jobsite safety,except for Consultant's employees,subcontractors or subconsultants. 18. Samples obtained for the project shall be discarded upon completion of testing, and portions of samples not tested or unused shall be preserved for not longer than thirty (30) days after the issue of any document that includes data obtained from the tested portion of such samples,unless otherwise agreed in writing. All samples shall remain property of the Client,and Client shall be responsible for the removal and lawful disposal of any hazardous material. 19. In the event Consultant's work is interrupted due to delays other than delays caused by Consultant, Consultant shall be compensated equitably (in accordance with Consultant's current Schedule of Charges) for the additional labor or other charges associated with maintaining its work force for Client's benefit during the delay,or at the option of the Client,for such similar charges that are incurred by Consultant for demobilization and subsequent remobilization. 20. H,during the course of performance of this Agreement,conditions or circumstances are discovered which were not contemplated by Consultant at the commencement of this Agreement, Consultant shall notify Client in writing of the newly discovered conditions or circumstances, and Client and Consultant shall renegotiate, in good faith,the terms and conditions of this Agreement. If amended terms and conditions cannot be agreed upon within thirty(30)days after notice,Consultant may terminate this Agreement and be compensated under paragraph 21 in this Agreement. 21. This Agreement may be terminated by either party upon ten (10)days written notice sent first class mail,return receipt requested. In the event of a termination, Client shall pay for all charges,as computed under this Agreement,for work performed by Consultant through the tenth (10th) day after mailing the notice of termination. The limitation of liability and indemnity obligations of this Agreement shall be binding notwithstanding any termination of this Agreement. 22. Except for actions,such as for enforcement of mechanic's liens,which are required by statute to be brought in a specific venue,in the event that litigation is instituted under the terms of this Agreement,the same is to be brought and tried in the judicial jurisdiction of the court of the county in which this Agreement is executed. Client waives the right to have the suit brought, or tried in, or removed to, any other country or judicial jurisdiction. 23. Neither Client nor Consultant shall assign its interest in this Agreement without the written consent of the other. 24. This Agreement, including attachments incorporated herein by reference, represents the entire agreement and understanding between the parties. Any modifications to this Agreement shall be in writing and signed by authorized representatives of the parties. One or more waivers of any term,condition or covenant by either party shall not be construed as a waiver of any other term,condition or covenant. M-11 (Mat Rev 7/91) Copyright 1994, Kleinfelder,Inc. SCOPE OF SERVICES The following scope of services for these projects is based on 1) frequencies and test type specified in the project specifications, and 2) our recommendations for alternate frequency and test types. These recommendations may or may not reflect specific City of Redding interests or desires. Our plan to developing an appropriate level of testing is based on our understanding of the construction, information presented in the plans and specifications, and our perception of the City's needs. Kleinfelder is committed to providing quality service to it's clients, commensurate with their wants, needs and desired level of risk. If a portion of this proposal does not meet your specific needs, or if those needs have changed, Kleinfelder stands ready to consider appropriate modifications, subject to the standards of care to which we adhere as professionals. OFF-SITE STREET AND UTILITIES The project will involve construction of approximately 1.8 miles of new asphalt concrete roadway at Abernathy Lane, Viking Way, and overlay existing asphalt concrete on Tarmac Road. Appurtenant construction will include storm drainage, water, sewer, and associated utilities. Based on our review of the project plans prepared by Sharrah, Dunlap, Sawyer, Civil Engineers; verbal schedules provided by the general contractor and subcontractors; and discussions with Mr. Eugene Law of Harris Associates, and Mr. Rick Pizzi, Construction Manager for City of Redding, we anticipate providing the following services: EARTHWORK As required by the project specifications, testing and inspection of excavations, backfilling, filling, and compacting shall be performed as follows: Mass Grading Foundation embankment under structures and pipelines, top two feet of road subgrade, and 10-foot wide backfill zone around structures for each one foot of vertical embankment or backfill height, conduct one test every 300 square feet. Other embankment same as above except substitute 600 for 300. As indicated by the contractor, Jaxon Baker, mass grading will require approximately 5 working days to complete. Approximately 14,000 cubic yards of material will be placed. We anticipate a maximum of approximately 3,500 cubic yards of fill will be placed on a daily basis. During this time we would provide a technician to perform a minimum of one nuclear density test for every 11 cubic yards of fill placed as required by the project specifications. Based on these production estimates we estimate approximately 30 man hours per day will be required to adequately determine fill composition as required by the project specifications. We feel this frequency of testing as described in the project specifications is excessive. Based on our experience we feel that a minimum of one test for every 100 cubic yards of fill placed would be adequate to determine the composition of fill compaction. Based on this frequency we would provide a technician to perform a minimum of one density test for every 100 cubic yards of fill placed. For this production rate we estimate approximately 4 man hours per day will be required to adequately determine fill composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during mass grading as follows: AASHTO T-180 - we anticipate performing approximately 2 moisture density curves and 1 to 2 check points during the course of mass grading. Off-Site Subgrade The project specifications indicated test frequency as described under mass grading. Since in our opinion this requirement is excessive, we have prepared alternate test type and frequency recommendations. • e As indicated by the contractor, Jaxon Baker, off-site subgrade preparation will require approximately 4 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 2,700 square feet of subgrade area. We propose approximately 2 man hours per day will be required to adequately test subgrade composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during site subgrade construction as follows: AASHTO T-180 - we anticipate performing approximately 1 to 2 moisture density curves and 1 to 2 check points during the course of site subgrade construction. Testing of subgrade soils for R-value is not listed as a requirement by the City. We would recommend R-value testing be performed to assure a proper structural section is achieved. We would provide a qualified soils engineer to visually classify and assess subgrade soils and recommend the number of R-value tests required. We estimate approximately 1 to 2 R-value tests would be performed. Underground Utilities It is our understanding that a portion of this work has already been given to MTI Testing. We have prepared estimates for this work assuming the remainder of work is to be awarded in this proposal. If this work will not be awarded in this proposal, please disregard this section. As indicated by the contractor, Jaxon Baker, underground utility backfill will require approximately 20 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 300 square feet and one foot of vertical backfill as required by the project specifications. We anticipate approximately 2 man hours each day that utilities are backfilled will be required to adequately determine backfill composition. 0 • We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during underground utility backfill as follows: AASHTO T-180 - we anticipate performing approximately 2 to 3 moisture density curves during the course of underground utility backfill. CONCRETE Cast-In-Place Concrete It is our understanding that a portion of this work has already been given to MTI Testing. We have prepared estimates for this work assuming the remainder of work is to be awarded in this proposal. If this work will not be awarded in this proposal, please disregard this section. Concrete mix designs will be reviewed for compliance with applicable UBC requirements and project specifications. Concrete tests and inspections will be performed in accordance with the project specifications as follows: Slump tests shall be performed for every mixer at the beginning and near the end of the load to calibrate the mixing capabilities A set of 4 (minimum) compressive strength test specimens shall be prepared for each location (slab, wall, column, beam, etc.) for each days pour or every 50 cubic yards whichever is greater; Air content shall be determined once for each mix design; As indicated by the contractor, Jaxon Baker, cast-in-place concrete will require approximately 10 more working days to complete. Approximately 30 yards of concrete will be placed per day. During this time we would provide a technician to sample and test concrete. In accordance with the above schedule and project specifications we would provide an ICBO Certified Special Inspector for approximately 1 hour for each day concrete is poured. We anticipate sampling concrete and preparing and testing 1 set of 4 compressive strength cylinders (4 test specimens) each day concrete is poured. 0 • Concrete cylinder samples will be stored on-site in a temperature controlled environment for the initial 24 hour cure, and then picked up the following day at no additional cost if we are on-site. Project specifications require a certificate indicating composition, quality, size and weight of each aggregate, amount of cement, water, and other constituents is required for each load of concrete. This information is usually supplied by the ready mix supplier, not the testing agency. We will collect batch weight tickets for each load of concrete delivered to the site. If full-time batch plant inspection is required, we can provide this service. In accordance with the above schedule we would provide an ICBO Certified Special Inspector for approximately 3 hours each day concrete is poured to perform batch inspection should it be required. ASPHALT CONCRETE PAVING/AGGREGATE BASEROCK Aggregate Baserock Aggregate baserock will be tested in accordance with the project specifications as follows: Comply with the requirements of State of California, Business and Transportation Agency, Department of Transportation's Standard Specifications. These requirements include: Grading (sieve analysis); and Compaction; As indicated by the contractor, Jaxon Baker, aggregate base placement and compaction will begin approximately May 1 and will continue for approximately 20 working days. During this time we would provide a qualified technician to sample and test as described above. In accordance with the above schedule and project specifications we anticipate providing the technician to perform density tests approximately 2 hours per day for approximately 6 days. • • We anticipate a moderate program of laboratory testing would be required to adequately evaluate materials during construction as follows: AASHTO T-180 or Cal 216 - we anticipate performing 2 laboratory curves during construction; Cal 202 and 217 - we anticipate performing one sieve analysis and one sand equivalent unless aggregate base material changes. Asphalt Concrete Paving Asphalt Concrete Paving will be tested and inspected in accordance with the project specifications as follows: Comply with the requirements of State of California, Business and Transportation Agency, Department of Transportation's Standard Specifications. These requirements include: Grading (sieve analysis); Aggregate quality (S.E., L.A. rattler, etc); Asphalt concrete mixture quality (marshall stability); Temperature; Thickness; and, Spreading and compacting; As indicated by the contractor, Jaxon Baker, asphalt concrete paving will begin approximately June 1 and will continue for approximately 10 working days. According to the California Standard Specifications placement of asphalt concrete paving shall be performed in accordance with their method(s). Density testing is not required as placement and compaction is to be completed by method. Control of temperature and thickness is required, however. During this • time we would provide a qualified technician to observe placing and compacting operations, and monitor mix temperatures as described above. In accordance with the above schedule and project specifications, we anticipate providing the technician to measure thickness, perform temperature tests and monitor the contractors operations approximately 8 hour per day for approximately 8 days. We anticipate a moderate program of laboratory testing would be required to adequately evaluate materials during construction as follows: Marshall Maximum Density - we anticipate performing 2 Marshall Max Densities during construction; Cal 216 and 202 - we anticipate performing two each sieve analysis and sand equivalent during construction. Note: This function may be performed by City staff or Harris & Associates. As an alternate to the that specified above we propose the following tests and inspections be performed: Extractions and sieve analysis on asphalt mix during placement to assure mix quality - we recommend 2 sets of these tests. Laboratory and field testing to assure proper materials and density - we recommend that the Marshall maximum density be performed. Field testing consisting of nuclear density testing at a frequency of approximately one test per 8,000 square feet each lift. We anticipate providing a technician to perform field density tests, sample, and observe approximately 2 to 4 hours per day for approximately 8 days. The proposed building will encompass approximately 128,500 square feet in plan area; total site area will encompass approximately 17.9 acres. Appurtenant construction will include asphalt concrete paving, concrete masonry partitioning, concrete slabs, underground utilities, and landscaping. Based on our review of the project plans prepared by Dreyfuss & Blackford Architects in conjunction with Nichols, Melberg, & Rossetto, Architects and Sharrah, Dunlap, Sawyer Civil Engineers; verbal schedules provided by the general contractor and subcontractors; and discussions with Mr. Eugene Law of Harris Associates, and Mr. Rick Pizzi, Construction Manager for City of Redding, we anticipate providing the following services: EARTHWORK Mass Grading/Building Pads/Site Grading and Subgrade/Underground Utilities Backfill As required by the project specifications, testing and inspection of excavations, backfilling, filling, and compacting shall be under the direction of a soils engineer. No frequency of testing is specified for this item; therefore, we propose testing be performed at the following frequencies: Mass Grading As indicated by the subcontractor, Northstate Constructors, mass grading will require approximately 18 working days to complete. Approximately 86,000 cubicyards of material will be placed. We anticipate a maximum of approximately 4,500 cubic yards of fill will be placed on a daily basis. During this time we would provide a technician to perform a minimum of one nuclear density test for every 100 cubic yards of fill placed. Based on these production estimates we estimate approximately 8 man hours per day will be required to adequately determine fill composition. e • We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during mass grading as follows: AASHTO T-180 - we anticipate performing approximately 3 moisture density curves and 1 to 2 check points during the course of mass grading. Building Pads As indicated by the subcontractor, Northstate Constructors, building pad fills and subgrade preparation will require approximately 15 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 100 cubic yards of fill placed and one density test for every 2,700 square feet of subgrade area. We anticipate approximately 4 man hours per day will be required to adequately determine fill composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during building pad construction as follows: AASHTO T-180 - We anticipate performing approximately 1 to 2 moisture density curves and 1 to 2 check points during the course of building pad construction. Site Grading and Subgrade As indicated by the subcontractor, Northstate Constructors, site grading and subgrade preparation will require approximately 10 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 100 cubic yards of fill placed and one density test for every 2,700 square feet of subgrade area. We anticipate approximately 4 man hours per day will be required to adequately determine fill composition. • • We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during site grading as follows: AASHTO T-180 - We anticipate performing approximately 1 to 2 moisture density curves and 1 to 2 check points during the course of site grading construction. Testing of subgrade soils for R-value is not listed as a requirement by the City. We would recommend R-value testing be performed to assure a proper structural section is achieved. We would provide a qualified engineer to classify and evaluate subgrade soils to determine the number of R-value tests required. We estimate approximately 1 to 2 hours of engineering time to assess the soil subgrade, and 1 to 2 R-value tests may be performed. Underground Utilities As indicated by the subcontractor, Northstate Constructors, underground utility backfill will require approximately 24 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 50 cubic yards of backfill placed. Since we anticipate this to occur concurrently with site grading activities, we anticipate approximately 1 hour per day will be required to adequately determine fill composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during earthwork construction as follows: AASHTO T-180 We anticipate performing approximately 4 moisture density curves during the course of earthwork construction. FOUNDATIONS As required by the project specifications testing and inspections of drilled pier foundations is required. Determination by the Soils Engineer of elevations, drill lengths, and bearing will be required during excavations. Assessment of the bearing conditions for perimeter and/or spread footing excavations were not mentioned in the project specifications. We feel, however that observation of the perimeter/spread footings should be included. Drilled Piers As required by the project specifications, testing for bearing capacity shall be made at drilled pier locations at the frequency requested. Undisturbed soil samples will be taken 8'-0" below the bottom of piers bearing on hardpan for the first 3 piers and then as directed by the Architect. For piers bearing on rock the required frequency is the first 3 piers then every 6 thereafter. Undisturbed samples shall be tested for: Unconfined compression; Moisture content; and, Density; To accomplish what has been specified will require use of a drill rig equipped for soil sampling. To facilitate this process we would attempt to obtain samples from a grid system based on the actual pier foundation locations. These borings would be made prior to construction to avoid delaying the contractor's schedule. We estimate a cost of approximately $400 to $450 per location to drill and test as requested in the specifications. As an alternate we propose the drilled pier excavations be observed by the Soils Engineer after drilling but prior to placing reinforcing steel. Based on the number of pier excavations and the schedule provided by Sacramento Drilling, the subcontractor, we estimate approximately 5 site visits of 2 hour duration by the Soils Engineer. We estimate our fee for this would be $850.00. Perimeter/Spread Footings Observation of spread/perimeter footing excavations was not addressed in the project specifications. We feel, however, that in order to assure compliance with recommendations presented in our Geotechnical Investigation Report, these excavations should be observed. We recommend a qualified engineer observe the excavations prior to placement of forms or reinforcement. At this time, based on available information, we have assumed that this operation may occur concurrently with the excavation of drilled piers. We estimate 5 site visits of 2 hour duration by the Soils Engineer. We estimate our fee for this would be $850.00. CONCRETE Drilled Cast-In-Place Concrete Piers Concrete tests and inspections will be performed in accordance with the project specifications as follows: Review concrete mix design; Slump tests shall be performed for every load of concrete at the point of discharge; Air content shall be determined for each set of compressive strength specimens; Ambient air temperature will be measured each time a set of compressive strength specimens is made; and, Compressive strength tests shall be performed for every 50 cubic yards or fraction thereof except when the total volume of any one grade of concrete exceeds 150 cubic yards per day then one test for every 150 cubic yards or fraction thereof shall be performed. Test data shall be provided to the Architect and Contractor on the same day the tests were performed. As indicated by the General Contractor, Clark and Sullivan and their subcontractor, Sacramento Drilling, drilled piers will require approximately 5 working days to complete. In accordance with the project specifications concrete for drilled cast-in-place piers shall be placed immediately after approval of the excavations. During this time we would provide a technician to sample and test concrete. In accordance with the above schedule and project specifications we would review 1 mix design, and provide an ICBO certified technician for approximately 2 hours for each day concrete is poured. We estimate the technician would sample approximately 3 to 4 sets of 4 each compressive strength cylinders each day. Cast-In-Place Concrete Prior to the placement of concrete, formwork, reinforcing steel, and embedded items will be inspected. Concrete mix designs will be reviewed for compliance with applicable UBC requirements and project specifications. Concrete tests and inspections will be performed in accordance with the project specifications as follows: Slump tests shall be performed for every load of concrete at the point of discharge (first discharge from each truck will be slumped at beginning and end of load); Air content shall be determined for each days pour on each type of air entrained concrete; Ambient temperature will be measured every hour when air temperature is below 40-deg. F. and above 80-deg. F., and each time a set of compressive strength specimens is made; and Compressive strength tests shall be performed for every 50 cubic yards or fraction thereof or every 2000 square foot of surface area for slabs or walls or fraction thereof. Test data shall be provided to the Architect and Contractor in writing within 24 hours of testing. As indicated by the General contractor, Clark and Sullivan cast-in-place concrete will require approximately 45 working days to place. Approximately 150 cubic yards of concrete will be placed per pour day. During this time we would provide a technician to sample and test concrete. In accordance with the above schedule and project specifications we would review approximately 2 mix designs and provide an ICBO Certified Special Inspector for approximately 4 to 6 hours for e • each day concrete is poured. We estimate the technician would sample approximately 4 sets of 4 each compressive strength cylinders each day. Concrete cylinder samples will be stored on-site in a temperature controlled environment for the initial 24 hour cure, and then picked up the following day at no additional cost if we are on-site. Floor flatness/levelness tolerance was excluded from the revised specifications. Kleinfelder has the equipment and capabilities to perform this service should it become necessary. CONCRETE UNIT MASONRY Masonry Units Masonry units will be randomly sampled at the plant and tested in conformance with ASTM C140 for compressive strength, moisture content, and absorption. We anticipate providing a technician to sample masonry at the fabrication plant as required. The technician would be provided at the rate of$42.00 per hour plus mileage of$0.45 per mile portal to portal. Mortar and Grout Mortar and grout mix designs will be reviewed for compliance with applicable UBC requirements and project specifications. Full time inspection in accordance with UBC section 306 will be provided where indicated on the project plans, where not specified full time, intermittent inspection will be performed. Tests and inspections will include the following: Measurement and mixing of field mortar and grout; Moisture condition of masonry units at time of laying: Observation of lay up; Placement of reinforcing steel; 0 0 Placement of pipes, conduits and other weakening elements; Observation during grout placement; and, Sampling of mortar and grout for compressive strength; As indicated by the subcontractor, Huber Masonry, masonry construction will begin approximately June 15 and will continue for approximately 20 working days. During this time we would provide an ICBO Certified Special Inspector to sample and test as described above. In accordance with the above schedule and project specifications we anticipate providing the technician for approximately 6 hours each day masonry construction is performed. We estimate the technician would sample approximately 6 sets of compressive strength specimens (consisting of 3 test specimens) for both mortar and grout for the duration of masonry construction. STRUCTURAL STEEL Shop Fabrication Inspection Fabrication inspection is indicated in the project specifications to be performed for visual welding, high strength bolting, mill certification review, and non-destructive testing of full penetration welds greater than 3/8 inch. It is our understanding that the fabrication will be performed in an ICBO approved shop. According to the UBC welding performed in an approved shop does not require special inspection. If the City chooses to require this service Kleinfelder would be able to perform the tests and inspections mobilizing from our Sacramento or Stockton office. We anticipate fabrication will be completed within the 35 working day schedule as supplied to us from Star Building Manufacturer located in Lockford, California. During fabrication we would provide an AWS Certified Welding Inspector as requested. The technician would be provided at the rate of$45.00 per hour plus $0.45 per mile portal to portal. 0 0 Field Quality Control-Welding Field welding inspection will be performed in accordance with the project specifications as follows: Visually inspect all welds while operators are making welds and after work is completed; Perform non-destructive tests on all complete penetration groove welds greater than 3/8 inch by U.T. or R.T.; Periodically inspect welds at shear connector studs; Review mill certificates of identified steel; Test unidentified steel as required by UBC; Periodically inspect welding of metal deck; and, Verify welder qualifications of light gage welders As indicated by the subcontractor, N.C.I., structural steel erection will begin approximately July 4 and will continue for approximately 20 working days. Welding of the structural steel frame will require approximately 50 hours to complete. During this time we would provide an ICBO Certified Special Inspector, AWS Certified Welding Inspector, or ASNT Level II technician to sample and test as described above. In accordance with the above schedule and project specifications we anticipate providing the technician for approximately 6 hours each day welding is performed. 0 • Field Quality Control-High Strength Bolting High strength bolted connections will be tested and inspected in accordance with the project specifications as follows: Inspect high strength bolted connections as required by UBC for compliance with AISC 3. As indicated by the subcontractor, N.C.I., bolt tensioning of the structural steel frame will begin in July and will continue for approximately 10 working days. During this time we would provide an ICBO Certified Special Inspector, AWS Certified Welding Inspector, or ASNT Level II technician to sample and test as described above. In accordance with the above schedule and project specifications we anticipate providing the technician for approximately 6 hours each day tensioning is performed. ASPHALT CONCRETE PAVING/AGGREGATE BASEROCK Aggregate Baserock Aggregate baserock will be tested in accordance with the project specifications as follows: Comply with the requirements of State of California, Business and Transportation Agency, Department of Transportation's Standard Specifications. These requirements include: Grading (sieve analysis); and Compaction; As indicated by the subcontractor, Northstate Constructors, aggregate base placement and compaction will begin approximately August 18 at the south half and will continue for approximately 10 working days. Aggregate base placement will begin approximately September 12 at the north half and will continue for approximately 5 working days. During this time we would provide a qualified technician to sample and test as described above. • • In accordance with the above schedule and project specifications we anticipate providing the technician to perform density tests approximately 1 to 2 hours per day for approximately 6 days. We anticipate a moderate program of laboratory testing would be required to adequately evaluate materials during construction as follows: AASHTO T-180 or Cal 216 - we anticipate performing 2 laboratory curves during construction; Cal 202 and 217 - we anticipate performing one each sieve analysis and sand equivalent unless aggregate base material changes. Asphalt Concrete Paving Asphalt Concrete Paving will be tested and inspected in accordance with the project specifications as follows: Comply with the requirements of State of California, Business and Transportation Agency, Department of Transportation's Standard Specifications. These requirements include: Grading (sieve analysis); Aggregate quality (S.E., L.A. rattler, etc); Asphalt concrete mixture quality (marshall stability); Temperature; Thickness; and, Spreading and compacting; • s As indicated by the subcontractor, Northstate Constructors, asphalt concrete paving will begin approximately September 4 at the South half and will continue for approximately 5 working days. Asphalt concrete paving will begin approximately September 19 at the North half and will continue for approximately 3 working days. According to the California Standard Specifications placement of asphalt concrete paving shall be performed in accordance with their method(s). Density testing is not required as placement and compaction is to be completed by method. Control of temperature and thickness is required, however. During this time we would provide a qualified technician to observe placement, measure thickness, and monitor mix temperatures as described above. In accordance with the above schedule and project specifications, we anticipate providing the technician to perform temperature tests and monitor the contractors operations approximately 8 hour per day for approximately 8 days. We anticipate a moderate program of laboratory testing would be required to adequately evaluate materials during construction as follows: Marshall Maximum Density - we anticipate performing 2 Marshall Max Densities during construction; Cal 216 and 202 - we anticipate performing two sieve analyses and two sand equivalent tests during construction. Note: This function may be performed by City staff or Harris & Associates. As an alternate to that specified above we propose the following tests and inspections be performed: Extractions and sieve analysis on asphalt mix during placement to assure mix quality - we recommend 2 sets of these tests. Laboratory and field testing to assure proper materials and density; We recommend that the Marshall maximum density be performed for each mix. Field testing consisting of nuclear density testing at a frequency of approximately one test per 8,000 square feet each lift. 0 s We anticipate providing a technician to perform field density tests, sample, and observe asphalt concrete placement operations for approximately 2 to 4 hours per day for approximately 8 days. The proposed buildings will encompass approximately 74,300 square feet in plan area; total site area will encompass approximately 24.1 acres. Appurtenant construction will include, asphalt concrete paving, concrete slabs, underground utilities, and landscaping. Metal building systems for this site will be contracted separately. Based on our review of the project plans prepared by URS Consultants, project design firm, and Sharrah, Dunlap, Sawyer, Civil Engineers; verbal schedules provided by the general contractor and subcontractors; and discussions with Mr. Eugene Law of Harris Associates, and Mr. Rick Pizzi, Construction Manager for City of Redding, we anticipate providing the following services: EARTHWORK Mass Grading/Building Pads/Site Grading and Subgrade/Underground Utilities Backfill/Structure Backfill As required by the project specifications, testing and inspection of excavations, backfilling, filling, and compacting shall be performed as follows: Mass Grading; Foundation embankment under structures and pipelines, top two feet of road subgrade, and 10 foot wide backfill zone around structures for each one foot of vertical embankment or backfill height, conduct one test every 300 square feet. Other embankment same as above except substitute 600 for 300. As indicated by the subcontractor, N. & T. Digmore, mass grading will require approximately 25 working days to complete. Approximately 110,000 cubic yards of material will be placed. We anticipate a maximum of approximately 4,500 to 5,000 cubic yards of fill will be placed on a daily basis. During this time we would provide a technician to perform a minimum of one nuclear density test for every 11 cubic yards of fill placed as required by the project specifications. Based on these production estimates we estimate approximately 64 man hours per day will be required to adequately determine fill composition (as required by the project specifications). We feel this frequency of testing as described in the project specifications is excessive. Based on our experience we feel that a minimum of one test for every 100 cubic yards of fill placed would be adequate to determine the composition of fill compaction. Based on this frequency we would provide a technician to perform a minimum of one density test for every 100 cubic yards of fill placed. Based on the production rates given we estimate approximately 6 to 8 man hours per day during mass grading will be required to adequately determine fill composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during mass grading as follows: AASHTO T-180 - we anticipate performing approximately 3 moisture density curves and 3 check points during the course of mass grading. Building Pads The project specifications indicated test frequency as described under mass grading. Since in our opinion this requirement is excessive, we have prepared alternate test type and frequency recommendations. As indicated by the subcontractor, N. & T. Digmore, building pad fills and subgrade preparation will require approximately 6 to 7 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 100 cubic yards of fill placed or for every 2,700 square feet of subgrade area. We anticipate approximately 2 man hours per day will be required during building pad construction to adequately determine fill composition. ® s We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during building pad construction as follows: AASHTO T-180 - We anticipate performing approximately 1 to 2 moisture density curves and 1 to 2 check points during the course of building pad construction. Site Grading and Subgrade The project specifications indicated test frequency as described under mass grading. Since in our opinion this requirement is excessive, we have prepared alternate test type and frequency recommendations. As indicated by the subcontractor, N. & T. Digmore, site grading and subgrade preparation will require approximately 10 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 100 cubic feet of fill placed and one density test for every 2,700 square feet of subgrade area. We anticipate approximately 2 to 3 man hours per day will be required each day of site grading and subgrade to adequately determine fill composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during site grading as follows: AASHTO T-180 - We anticipate performing approximately 1 to 2 moisture density curves and/or check points during the course of site grading construction. Testing of subgrade soils for R-value is not listed as a requirement by the City. We would recommend R-value testing be performed to assure a proper structural section is achieved. We recommend that a qualified soils engineer classify and assess subgrade soils to determine the number of R-value tests necessary. We estimate approximately 1 to 2 hours of engineer time on-site to review the soil subgrade; we estimate that 1 to 2 R-value tests would be performed. Underground Utilities As indicated by the subcontractor, N. & T. Digmore, underground utility backfill will require approximately 30 working days to complete. During this time we would provide a technician to perform a minimum of one nuclear density test for every 300 square feet and one foot of vertical backfill placed. Additional man hours for this service would be minimal as utility backfill will be performed concurrently with building pad fills and subgrade preparation as well as site grading. For this service we estimate approximately 1 to 2 man hours per day will be required during backfill operations. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during underground utility backfill as follows: AASHTO T-180 - We anticipate performing approximately 1 to 2 moisture density curves and possibly 1 to 2 check points during the course of utility backfill construction. Structure Backfill We were unable to determine the contractors schedule for this activity as the general contractor was unsure who would be performing this work. We estimate approximately 15 working days will be required to complete the structure backfill. During this time we would provide a technician to perform a minimum of one nuclear density test for every 300 square feet and one foot of vertical backfill placed as required by the project specifications. We anticipate approximately 2 man hours per day will be required to adequately determine fill composition. We anticipate a moderate program of laboratory testing would be required to adequately evaluate soil materials during structure backfill construction as follows: AASHTO T-180 - We anticipate performing approximately 5 moisture density curves during the course of structure backfill construction. Concrete tests and inspections will be performed in accordance with the project specifications as follows: Slump tests shall be performed for every mixer at the beginning and near the end of the load to calibrate the mixing capabilities A set of 4 (minimum) compressive strength test specimens shall be prepared for each location (slab, wall, column, beam, etc.) for each days pour or every 50 cubic yards whichever is greater; Air content shall be determined once for each mix design; As indicated by the subcontractor, Muse Concrete, cast-in-place concrete will require approximately 60 to 70 working days to place. Approximately 150 to 200 cubic yards of concrete 0 0 will be placed per day. During this time we would provide a technician to sample and test concrete. In accordance with the above schedule and project specifications we would provide an ICBO Certified Special Inspector for approximately 6 hours each day concrete is poured. The technician would sample approximately 3 to 4 sets of compressive strength cylinders (4 specimens per set) each day. We feel the frequency of testing for concrete as described in the project specifications is incomplete. Therefore, we propose the following tests and inspections be performed during concrete placement: Slump tests will be performed for every load at the point of discharge; Air content shall be determined for each days pour on each type of air entrained concrete; Ambient temperature will be measured every hour when air temperature is below 40-deg. F. and above 80-deg. F., and each time a set of compressive strength specimens is made; and, Compressive strength tests shall be performed for every 50 cubic yards or fraction thereof for each days placement; Test data shall be provided to the Architect and Contractor in writing within 24 hours of testing. As indicated by the subcontractor, Muse Concrete, cast-in-place concrete will require approximately 60 to 70 working days to place. Approximately 150 to 200 cubic yards of concrete will be placed per day. During this time we would provide a technician to sample and test concrete. In accordance with the above schedule and project specifications we would provide an ICBO Certified Special Inspector for approximately 6 to 8 hours for each day concrete is poured. Based on the above schedule and quantity of concrete, the technician would sample approximately 3 to 4 sets of 4 each compressive strength cylinders each day. Concrete cylinder samples will be stored on-site in a temperature controlled environment for the initial 24 hour cure, and then picked up the following day at no additional cost if we are on-site. Project specifications require a certificate indicating composition, quality, size and weight of each aggregate, amount of cement, water, and other constituents is required for each load of concrete. This information is usually supplied by the ready mix supplier, not the testing agency. We will collect batch weight tickets for each load of concrete delivered to the site. If full-time batch plant inspection is required, we can provide this service. In accordance with the above schedule we would provide an ICBO Certified Special Inspector for approximately 6 to 8 hours each day concrete is poured to perform batch plant inspection should it be required. CONCRETE UNIT MASONRY Masonry Units Masonry units will be randomly sampled at the plant and tested in conformance with ASTM C140 for compressive strength, moisture content, and absorption. We anticipate providing a technician to sample masonry at the fabrication plant as required. The technician would be provided at the rate of$42.00 per hour plus mileage of$0.45 per mile portal to portal. Mortar and Grout Testing and inspection of mortar and grout will be performed in accordance with the project specifications as follows: ASTM C270, mortar for unit masonry UBC Section 2405 (c)l, UBC Standards 24-26 (masonry prisms) As indicated by the subcontractor, Gesberg Masonry, masonry construction will begin approximately May 30 and will continue for approximately 25 working days. During this time we would provide an ICBO Certified Special Inspector to sample and test as described above. In accordance with the above schedule and project specifications we anticipate providing the technician for approximately 1 to 2 hours each day that composite masonry prisms are prepared. We anticipate sampling approximately 2 to 3 sets of 3 each masonry prisms during construction. The testing and inspection requirements listed above and in the project specification indicate that the City of Redding intends to perform their own inspection during masonry lay up. If it is determined that special inspection is required, Kleinfelder could perform this task. During this time we would provide an ICBO Certified Special Inspector to sample and test as described above as well as inspect masonry construction as follows: Measurement and mixing of field mortar and grout; Moisture condition of masonry units at time of laying: Observation of lay up; Placement of reinforcing steel; Placement of pipes, conduits and other weakening elements; Review mix designs for mortar and grout (1 each); Observation during grout placement; and, Sampling of composite prisms for compressive strength; In accordance with the above schedule and these proposed tests and inspections we anticipate providing the technician for approximately 4 hours each day masonry construction is performed. We anticipate sampling and performing compression tests on approximately 2 to 3 sets of masonry prisms during construction. STRUCTURALSTEEL Shop Fabrication Inspection Fabrication inspection is indicated in the project specifications to be performed for visual welding, high strength bolting, mill certification review, and non-destructive testing of full penetration welds greater than 3/8 inch. It is our understanding that there is no structural steel fabrication in this contract. If the City of Redding requires inspection during fabrication of miscellaneous metals, this service could be provided. Field Quality Control Welding Field welding inspection will be performed in accordance with the project specifications as follows: Periodically inspect welds at shear connector studs; Test unidentified steel as required by UBC; As indicated by the general contractor, Gifford Construction, structural steel is limited to miscellaneous metals and steel embeds. Metal buildings located on the Materials Recovery Facility site are included in a separate contract. ASPHALT CONCRETE PAVING/AGGREGATE BASEROCK Aggregate Baserock Aggregate baserock will be tested in accordance with the project specifications as follows: Test as per requirements of Standard Specifications for Public Works Construction, unless noted otherwise. These requirements include: 0 • Grading (sieve analysis); and Compaction; As indicated by the contractor, Jaxon Baker, aggregate base placement and compaction would be completed in approximately 24 working days. During this time we would provide a qualified technician to sample and test as described above. In accordance with the above schedule and project specifications we anticipate providing the technician to perform density tests approximately 1 to 2 hours per day for approximately 12 days. We anticipate a moderate program of laboratory testing would be required to adequately evaluate materials during construction as follows: AASHTO T-180 or Cal 216 - We anticipate performing 2 laboratory curves during construction; Cal 202 and 217 - We anticipate performing one sieve analysis and one sand equivalent unless aggregate base material changes. Asphalt Concrete Paving Asphalt Concrete Paving will be tested and inspected in accordance with the project specifications as follows: Test as per requirements of Standard Specifications for Public Works Construction, unless noted otherwise. These requirements include: Grading (sieve analysis); Aggregate quality (S.E., L.A. rattler, etc); Asphalt concrete mixture quality(marshall stability); Temperature; Thickness; and, Spreading and compacting. As indicated by the contractor, Jaxon Baker, asphalt concrete paving will take approximately 10 working days to complete. According to the California Standard Specifications placement of asphalt concrete paving shall be performed in accordance with their method(s). Density testing is not required as placement and compaction is to be completed by method. Control of temperature and thickness is required, however. During this time we would provide a qualified technician to observe and monitor mix temperatures as described above. In accordance with the above schedule and project specifications, we anticipate providing the technician to perform temperature tests and monitor the contractors operations approximately 8 hour per day for approximately 10 days. We anticipate a moderate program of laboratory testing would be required to adequately evaluate materials during construction as follows: Marshall Maximum Density - we anticipate performing 2 Marshall Max Densities during construction; Cal 216 and 202 - we anticipate performing 2 each sieve analysis and sand equivalent during construction. Note: This function may be performed by City staff or Harris & Associates. As an alternate to the that proposed in the project specifications, we propose the following tests and inspections be performed: Extractions and sieve analysis on asphalt mix during placement to assure mix quality - we recommend 2 sets of these tests. Laboratory and field testing to assure proper materials and density. We recommend that the Marshall maximum density be performed for each asphalt mix used on the job, and field testing consisting of nuclear density, lift thickness and temperature be performed at a frequency of approximately one test per 8,000 square feet for each lift of asphalt placed. We anticipate providing a technician to perform field density tests, sample, and observe the contractor's operations for approximately 2 to 4 hours per day for approximately 8 days. The proposed buildings will encompass approximately 74,300 square feet in plan area; total site area will encompass approximately 24.1 acres. Based on our review of the project plans prepared by URS Consultants, project design firm, and Sharrah, Dunlap, Sawyer, Civil Engineers; verbal schedules provided by the general contractor and subcontractors; and discussions with Mr. Eugene Law of Harris Associates, and Mr. Rick Pizzi, Construction Manager for City of Redding, we anticipate providing the following services: STRUCTURAL STEEL Shop Fabrication Inspection Fabrication inspection is indicated in the project specifications to be performed for visual welding, high strength bolting, mill certification review, and non-destructive testing of full penetration welds greater than 3/8 inch. It is our understanding that the fabrication will be performed in an ICBO approved fabricators shop. According to the UBC welding performed in an approved shop does not require special inspection. If the City chooses to require this service Kleinfelder would be able to perform the tests and inspections mobilizing from our Reno office. We anticipate fabrication will be completed within the 35 working day schedule as supplied to us from American Building Manufacturer located in Carson City, Nevada. During fabrication we would provide an AWS Certified Welding Inspector as requested. The technician would be provided at the rate of$45.00 per hour plus $0.45 per mile portal to portal. Field Quality Control-Welding Field welding inspection will be performed in accordance with the project specifications as follows: Visually inspect all welds while operators are making welds and after work is completed; Perform non-destructive tests on all complete penetration groove welds greater than 3/8 inch by U.T. or R.T.; Periodically inspect welds at shear connector studs; Review mill certificates of identified steel; and, Test unidentified steel as required by UBC; As indicated by the subcontractor, Gary Mitchell Construction, Inc., structural steel erection will take approximately 6 weeks to complete. According to the contractor there are no welded connections on the building frame. If welding of the frame becomes necessary we would provide an ICBO Certified Special Inspector, AWS Certified Welding Inspector, or ASNT Level II technician to sample and test as described above on an hourly basis. Field Quality Control-High Strength Bolting High strength bolted connections will be tested and inspected in accordance with the project specifications as follows: Inspect high strength bolted connections as required by UBC for compliance with AISC 3. As indicated by the subcontractor, Gary Mitchell Construction, Inc., bolt tensioning of the structural steel frame will be performed by the turn-of-the nut method and take approximately 7 working days to complete. During this time we would provide an ICBO Certified Special Inspector, AWS Certified Welding Inspector, or ASNT Level II technician to sample and test as described above.
