A RESOLUTION INITIATING PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF REDDING TO:
(1) CONSOLIDATE EXISTING LANDSCAPE MAINTENANCE
DISTRICTS 1, 3, 5, 6, 7, 8, 9, 11, 12, 13, 14, 21,
AND 25 INTO ONE DISTRICT TO BE KNOWN AS LANDSCAPE
MAINTENANCE DISTRICT "A" ;
(2) ANNEX ADDITIONAL TERRITORY, NAMELY UNIT 2 OF THE
LANCER HILLS SUBDIVISION (AREA 16) , INTO LANDSCAPE
MAINTENANCE DISTRICT "A" ; AND
( 3) LEVY AND COLLECT ASSESSMENTS IN LANDSCAPE
MAINTENANCE DISTRICT "A" FOR FISCAL YEAR 1994-95.
WHEREAS, the City Council has heretofore ordered the formation
of Landscape Maintenance Districts 1, 3 , 5 , 6, 7 , 8 , 9, 11, 12, 13 ,
14, 21, and 25 under authority granted by the Landscaping and
Lighting Act of 1972 , as set forth in Part 2 of Division 15 of the
Streets and Highways Code of the State of California; and
WHEREAS, staff has recommended that the above-mentioned
Landscape Maintenance Districts be consolidated into one district,
to be known as Landscape Maintenance District "A" ; and
WHEREAS, on December 10, 1993 , a Petition and Consent for the
annexation of additional territory into Landscape Maintenance
District "A" and to the levy and collection of assessments therein
pursuant to the Landscaping and Lighting Act of 1972, signed by the
owner of the land as shown on the last equalized County assessment
roll-or entitled to be shown as owner on the next County
assessment roll-or where any of said property is subject to a
recorded written agreement of sale, is shown therein as purchaser-
was filed with the City Clerk of the City of Redding pursuant to
the Landscaping and Lighting Act of 1972, Division 15, Part 2
(commencing with Section 22500) , of the Streets and Highways Code '
of the State of California, and especially Section 22608 thereof; x
and N
WHEREAS, the territory proposed to be annexed into Landscape
Maintenance District "A" is described as follows:
All of that certain real property situate in the City of
Redding, Shasta County, California, being Lots 1 through
10 inclusive in Unit 2 of the Lancer Hills Subdivision as
shown on the Map recorded August 7, 1989, in Book 19 of
Maps at page 22, Shasta County Records (previously A.P.
Nos. 071-370-09/10/11/12 and 071-440-01/02/03/04/05/06) ;
and
WHEREAS, the purpose of landscape maintenance districts is to
provide maintenance to those landscaping improvements required
within the public rights-of-way by the conditions of development
approval of the respective subdivisions; and
WHEREAS, no costs for the original improvements in the
additional territory proposed to be annexed into Landscape
Maintenance District "A" will be assessed against said District;
all such costs of improvements being a condition of the development
of Unit 2 of the Lancer Hills Subdivision; and
WHEREAS, only costs for the maintenance of landscaping,
repairs to the irrigation system, electric and water charges,
replacement of vegetation as necessary, and any and all incidental
expenses, including administrative costs, in connection therewith
will be assessed; and
WHEREAS, no new improvements or substantial changes in
existing improvements are proposed for fiscal year 1994-95; and
WHEREAS, the City Council intends to levy the special
assessment for fiscal year 1994-95 upon the land equally amongst
all the lots and remaining parcels which encompass Landscape
Maintenance District "A" ;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows:
1. That the foregoing recitals are true and correct.

2. That pursuant to the Landscaping and Lighting Act of 1972, the
City Council proposes to consolidate Landscape Maintenance
Districts 1, 3 , 5 , 6 , 7 , 8 , 9, 11, 12, 13 , 14, 21, and 25 into
one district to be known as Landscape Maintenance District
"A" ; and to annex Unit 2 of the Lancer Hills Subdivision into
said District. Maps and a detailed description of the
properties within proposed Landscape Maintenance District "A"
are attached hereto and incorporated herein by reference.
3 . That JAMES KING, Senior Planner, is designated the Engineer
for Landscape Maintenance District "A" ; and is hereby directed
to file an Annual Report with the City Clerk in accordance
with Streets and Highways Code Chapter 1 , Article 4
( commencing with Section 22565) , of Part 2—Landscaping and
Lighting Act of 1972.
I HEREBY CERTIFY that the foregoing Resolution Initiating
Proceedings was introduced, read, and adopted at a regular meeting
of the City Council on the 17th day of May , 1994, by the following
