THE JOINT APPLICATION FOR ESTABLISHMENT OF A RECYCLING MARKET

of a Recycling Market Development Zone Program throughout the State of California
for the purpose of providing incentives to stimulate development of secondary
materials markets; and
WHEREAS, the City of Redding, together with the Cities of Anderson and
Shasta Lake, and the County of Shasta, must meet mandated reductions in landfill
wastes, at the rate of twenty five percent (25%) by the year 1995 and fifty percent
(50%) by the year 2000, as mandated in the California Integrated Waste Management
Act; and
WHEREAS, the designation of a zone covering portions of the Cities of Redding,
Anderson, and Shasta Lake, and Shasta County, dedicated to the expansion of
secondary materials business enterprises is essential for market development and to
assist in meeting the landfill reduction goals; and

success of the proposed Recycling Market Development Zone including: the Shasta
Metro Enterprise Zone; good highway, railroad, and air transportation networks;
adequate infrastructure; a good, well-trained and immediately available work force in
close proximity with favorable labor rates; and adequate feedstock; and
WHEREAS, the development of local markets for recycled materials would
reduce the need to transport them out of the region in the future; and

business development, thereby providing jobs for the area's twelve percent (12%)
unemployed; and
WHEREAS, the Cities of Redding, Anderson, and Shasta Lake, and the County
of Shasta have agreed to be co-applicants in the submittal of an application for the
designation of a Recycling Market Development Zone to the California Integrated
Waste Management Board;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF REDDING

contracts, agreements, amendments and ancillary documents within the scope
