HomeMy WebLinkAboutReso 94-291 - Endorsing the Joint Application for Establishment of a recycling market development zone during the 4th designation Cycle RESOLUTION NO. 94- 2- A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ENDORSING THE JOINT APPLICATION FOR ESTABLISHMENT OF A RECYCLING MARKET DEVELOPMENT ZONE DURING THE FOURTH DESIGNATION CYCLE WHEREAS, the California Public Resources Code provides for the establishment of a Recycling Market Development Zone Program throughout the State of California for the purpose of providing incentives to stimulate development of secondary materials markets; and WHEREAS, the City of Redding, together with the Cities of Anderson and Shasta Lake, and the County of Shasta, must meet mandated reductions in landfill wastes, at the rate of twenty five percent (25%) by the year 1995 and fifty percent (50%) by the year 2000, as mandated in the California Integrated Waste Management Act; and WHEREAS, the designation of a zone covering portions of the Cities of Redding, Anderson, and Shasta Lake, and Shasta County, dedicated to the expansion of secondary materials business enterprises is essential for market development and to assist in meeting the landfill reduction goals; and WHEREAS, favorable conditions exist locally that would contribute to the success of the proposed Recycling Market Development Zone including: the Shasta Metro Enterprise Zone; good highway, railroad, and air transportation networks; adequate infrastructure; a good, well-trained and immediately available work force in close proximity with favorable labor rates; and adequate feedstock; and WHEREAS, the development of local markets for recycled materials would reduce the need to transport them out of the region in the future; and WHEREAS, the designation of the proposed zone would provide incentives for business development, thereby providing jobs for the area's twelve percent (12%) unemployed; and WHEREAS, the Cities of Redding, Anderson, and Shasta Lake, and the County of Shasta have agreed to be co-applicants in the submittal of an application for the designation of a Recycling Market Development Zone to the California Integrated Waste Management Board; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF REDDING that: 1 . The City of Redding approves the submittal of a Recycling Market Development Zone application , which includes a zone area equal to, and bounded by, the physical location and boundary of the existing Shasta Metro Enterprise Zone. 2. The City of Redding will administer, coordinate, process and execute all contracts, agreements, amendments and ancillary documents within the scope of the proposed zone application. 3. The City of Redding finds that the proposed zone is necessary to assist in attracting private sector recycling business investments to the proposed zone. 4. The City of Redding finds that the current and proposed waste management practices and conditions are, and will be, favorable to the development of post- consumer waste materials markets. 5. The City of Redding finds that the proposed zone will have no negative environmental impact on the area. HEREBY CERTIFY that the foregoing Resolution was introduced and read at a regular meeting of the City Council of the City of Redding on the 4th day of October, 1994, and was duly adopted at said meeting by the following vote: AYES: COUNCIL MEMBERS: P.
