HomeMy WebLinkAboutReso 94-264 - Rotary Clubs of Northern Calif, 5th Annual Ducky Derby held Sunday, Sept 25, 1994 Lake Redding & Caldwell Park • • RESOLUTION NO. 94- .2&� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING PERTAINING TO THE ROTARY CLUBS OF NORTHERN CALIFORNIA FIFTH ANNUAL DUCKY DERBY, AN ALL-DAY FAMILY EVENT TO BE HELD ON SUNDAY, SEPTEMBER 25, 1994, FROM 6 A.M. TO 5 P.M. IN THE LAKE REDDING AND CALDWELL PARKS. WHEREAS, the Rotary Clubs of Northern California are sponsoring their Fifth Annual Ducky Derby, an all-day family event to be held on Sunday, September 25, 1994 , from 6 a.m. to 5 p.m. in the Lake Redding and Caldwell Parks; over 3 , 000 people are expected to attend; and WHEREAS, some of the activities are: a two-mile duck race originating from the Sacramento River Trail bridge in Redding; a law enforcement demonstration; and a youth biathlon ( 1/2 mile run, 3 mile bike ride, and 1/2 mile run) , also originating from the Teen Center parking lot in Caldwell Park; and WHEREAS, the proceeds of the Fifth Ducky Derby will go to the Rotary Clubs of Northern California Foundation Against Substance Abuse; and WHEREAS, the Police and Public Works Departments have stated that various areas need to be closed to vehicular traffic to assist in mitigating some of the impacts of such an event; and WHEREAS, staff has requested guidance as to whether the Council wishes to close certain streets for this event, subject to the conditions set forth below, and, if so, has recommended that Riverside/Benton Drive from Center to Quartz Hill, the Eastbound lanes of Quartz Hill from Market to Harlan, and Caldwell and Lake Redding Parks be closed to vehicular traffic on Sunday, September 25 , 1994, from 6 a.m. to 5 p.m. ; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council. as follows: 1. That the Council has considered the above matter, and deems it to be in the best interests of the City to close certain streets to vehicular traffic during the Fifth Annual Ducky Derby, SUBJECT TO the Redding Rotary Clubs complying with the following conditions outlined in Administrative Use Permit 38-94: a. The Rotary Clubs coordinate the event with the Redding Police Department and the Public Works Department. b. An adequate Insurance Certificate be filed in the Risk Manager' s office by September 16 , 1994 . C. Adequate trash receptacles shall be made available in locations where the public will congregate. d. Adequate portable toilet facilities shall be provided. e. Officials of the event shall monitor pedestrian traffic to ensure that wildlife and riparian habitat along the Sacramento River are not disturbed. f. Event sponsors are to note that jet skis are prohibited on the Sacramento River, and boat speeds in excess of 25 mph are prohibited by City ordinance. g. Water skiing and powerboat demonstrations are prohibited. h. Event sponsors shall prohibit the use of balloons for promotion purposes or sale. 2. That the Chief of Police, in cooperation with the Director of Public Works, is directed to prevent vehicular traffic on Riverside/Benton from Center to Quartz Hill, the Eastbound lanes of Quartz Hill from Market to Harlan, and Caldwell and Lake Redding Parks on Sunday, September 25 , 1994, from 6 a.m. to 5 p.m. I HEREBY CERTIFY that the foregoing Resolution was introduced, read, and adopted at a regular meeting of the City Council on the 6th day of September , 1994, by the following vote: AYES: COUNCIL MEMBERS: P.
