HomeMy WebLinkAboutReso 94-242 - Rescinding Reso 94-151 as of 08-13-94 & establishing a new executive mgmt pay for perf salary plan effective 08-14-94 RESOLUTION NO. 94-�-2 a, - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING RESCINDING RESOLUTION NO. 94-151 AS OF MIDNIGHT, AUGUST 13, 1994, AND ESTABLISHING A NEW EXECUTIVE MANAGEMENT PAY-FOR- PERFORMANCE SALARY PLAN FOR UNREPRESENTED EMPLOYEES EFFECTIVE AUGUST 14, 1994. WHEREAS, the City Council has studied the current Executive Management Pay-for- Performance Plan established by Resolution No. 94-151; and WHEREAS, the Director of Personnel Services and Director of Finance have recommended that a new Executive Management Pay-for-Performance Salary Plan for unrepresented employees be established as set forth in Exhibit "A" attached hereto, effective August 14, 1994, in order to establish a new classification title of Financial Management Specialist; and WHEREAS, the City Council deems it to be in the best interests of the City of Redding to adopt such recommendation; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding that Resolution No. 94-151 be rescinded as of midnight, August 13, 1994; and that a new Executive Management Pay-for-Performance Salary Plan be established as set forth in Exhibit "A" attached hereto and incorporated herein by reference, effective August 14, 1994. EXAMPLES OF DUTIES: Note: The duties performed by the Financial Management Specialist include, but are not limited to, the following: (1) Participates as a bargaining team member during contract negotiations; may act as spokesperson during contract negotiations. Measures: Employee/union satisfaction, cost to the City, speed of negotiations. (2) Assist in the development of financing strategies and in issuance of long-term debt. Measures: Facilitation of issuance of long-term debt so that funds are available when needed. (3) Performs or directs audits and special projects as required. Measures: Timeliness and accuracy of reports and project completion. (4) Plans, assigns, supervises, and reviews the work of the Finance Department staff as may be assigned by the Director. (5) Prepares or coordinates various reports as may be required by federal, state, and local government or other agencies. Measures: Timeliness and accuracy of reports. (6) Assists in the preparation of the City's proposed and annual budget. Measures: Timely development and accuracy of the City's proposed and annual budget for review by the City Manager and City Council. (7) Performs related duties as assigned. QUALIFICATIONS: Knowledge of: governmental accounting, auditing and budgeting principles and procedures, debt financing methods, cost accounting principles and systems, data processing systems, modern office practices and procedures, business management theory and practice, and principles and practices of supervision. ABILITY TO: Interact effectively with the public and employees; perform complex accounting procedures; compile, interpret, and analyze financial data; communicate clearly orally and in writing; operate a computer terminal for various financial applications; analyze accounting and financial procedures for purposes of improving the system or identifying areas for automation; and exercise supervisory skills. EDUCATION: Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. Typical education would include a bachelor's degree in accounting from an accredited college or university, or equivalent in a related field, and a CPA license. EXPERIENCE: Typical experience would include seven years of relevant professional background in governmental account, three of which were in a supervisory capacity.
