HomeMy WebLinkAboutReso 94-305 - Rejecting all bids for Baling System for the new transfer Facility (BS# 2886) declaring that required system may be acquired in open market RESOLUTION NO. 94- 3 05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING REJECTING ALL BIDS FOR A BALING SYSTEM FOR THE NEW TRANSFER FACILITY (BID SCHEDULE 2886); DECLARING THAT THE REQUIRED SYSTEM MAY BE ACQUIRED IN THE OPEN MARKET; AND AUTHORIZING THE NEGOTIATION THEREOF AND THE EXECUTION OF A CONTRACT BY THE INTERIM CITY MANAGER WHEREAS, the City Council called for bids for one baling system for the new Transfer Station in Bid Schedule No. 2886; and WHEREAS, bid opening was held September 27, 1994; and WHEREAS, two bids were received which did not meet the City's requirements, one bidder did not have the appropriate California State Contractors license and the other bid was in excess of the budgeted amount; and WHEREAS, the Interim City Manager has advised the City Council that in his opinion he can obtain a baling system at a price favorable to the City of Redding and not exceeding available budgeted funds by negotiating in the open market; and WHEREAS, the City Council has carefully studied the aforesaid matter, and has determined that the recommendation of the Interim City Manager is in the best interests of the City; and WHEREAS, it has been determined that this matter is categorically exempt from the provisions of the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows: 1. That the foregoing recitals are true and correct. 2. That the two bids received under Bid Schedule No. 2886 are hereby rejected. 3. That it is the opinion of this City Council that through negotiations a baling system that meets the City's specifications can be acquired in the open market at a price `C favorable to the City of Redding. 4. That the Interim City Manager is hereby authorized and directed to enter into V 1 negotiations for and execute the necessary contract for said unit. HEREBY CERTIFY teat the foregoing Resolution was introduced and read at a regular meeting of the City Council of the City of Redding on the 18th of October, 1994, and was duly adopted at said meeting by the following vote: AYES: COUNCIL MEMBERS: P.
