HomeMy WebLinkAboutReso 94-349 - Decrease in rate in the Parking & Business Improv Area RESOLUTION NO. cl A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF REDDING IN THE MATTER OF A DECREASE IN RATE IN THE PARKING AND BUSINESS IMPROVEMENT AREA ESTABLISHED PURSUANT TO THE PROVISIONS OF THE PARKING AND BUSINESS AREA IMPROVEMENT LAW OF 1965 AND THE PROVISIONS OF CHAPTER 6 . 18 OF THE REDDING MUNICIPAL CODE. BE IT RESOLVED by the City Council of the City of Redding that it is the intention of said City Council to consider a decrease in the rate of the Parking and Business Improvement Area established pursuant to the provisions of the Parking and Business Area Improvement Law of 1965, within the boundaries of the area more particularly described on "Exhibit A" , attached hereto and incorporated herein by reference, and as depicted on the diagram attached hereto as "Exhibit B" and incorporated herein by reference. BE IT FURTHER RESOLVED that Tuesday, the 3rd day of January, 1995, at the hour of 7 :00 p.m. in the City Council Chambers, 1313 California Street, in the City of Redding, California, are hereby set as the time and place for hearing all persons interested in or objecting to the proposed decrease in rate. At the time set for such hearing, the City Council shall hear all protests and receive evidence for or against the proposed action. The City Council shall also rule upon all protests, which determination shall be final . The City Council may continue the public hearing from time to time. \ ` BE IT FURTHER RESOLVED that the City Clerk of the City of Redding be and she is hereby instructed to give notice of this hearing as follows : �� - 1 - (a) To cauM publication of this Resoluion of Intention once in a newspaper published and circulated in the City of Redding. (b) To cause to be mailed a complete copy of the Resolution of Intention, postage prepaid, in a sealed envelope, by the U.S . mail, to each business in the existing Parking and Business Improvement Area as shown upon the active business license rolls on file in the office of the City Clerk. (c) To cause both the publication and mailing of said notices to be completed at least fifteen ( 15) days prior to the holding of the aforesaid of the aforesaid hearing. BE IT FURTHER RESOLVED that the proposed decreased rate or levy of the business license tax to be imposed within the aforesaid Parking and Business Improvement Area shall be levied upon the basis of the total square feet of accumulative area occupied by each business with all usable main or ground floor areas weighted at 100%, and basement and mezzanine areas weighted at 50% of main or ground floor areas . Each total area so accumulated shall pay annually, together with and in addition to the regular business license tax paid by all similar businesses operating within the City, the following additional business license tax or levy: For the first 1,000 square feet of usable floor area so accumulated, $0.48 per square foot; For any portion of the second 1,000 square feet, up to a total of 2 ,000 square feet of usable floor area, accumulated as above, $0 . 32 per square foot; For any portion of the next 2 ,000 square feet, up to a total of 4,000 square feet of usable floor area, accumulated as above, $0 . 16 per square foot; For any portion of the next 3,000 square feet, up to a total of 7,000 square feet of usable floor area, accumulated as above, $0 . 11 per square foot; 2 _ r � For any portion 4) the next 3,000 square fe*, up to a total of 10,000 square feet of usable floor area, accumulated as above, $0 . 10 per square foot; For any portion of the next 5,000 square feet, up to a total of 15,000 square feet of usable floor area, accumulated as above, $0 .08 per square foot; For any portion of the next 5,000 square feet, up to a total of 20,000 square feet of usable floor area, accumulated as above, $0 .06 per square foot; For any portion of additional space over 20,000 square feet of usable floor area, accumulated as above, $0.05 per square foot; provided that such service type businesses as barber shops, shoe repair shops, collection agencies, etc . , occupying less than 1,050 square feet, shall pay $0. 36 per square foot rather than $0 .48 per square foot. I HEREBY CERTIFY that the foregoing Resolution was introduced and read at a regular meeting of the City Council of the City of Redding on the 6th day of December, 1994, and was duly adopted at said meeting by the following vote: Ayes : Council Members - P.
