A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
DECLARING PROPERTY LOCATED AT 5593 MOUNTAIN VIEW (APN
116-090-007) AS EXEMPT SURPLUS PROPERTY, SUBJECT TO THE
RETENTION OF ANY EASEMENT(S), IF REQUIRED, FOR PUBLIC
SERVICE UTILITIES AND AUTHORIZING THE CITY MANAGER, OR
DESIGNEE, TO NEGOTIATE THE TERMS OF THE SALE AND
EXECUTE ANY OTHER DOCUMENTS NECESSARY TO CONCLUDE
THE SALE AND TO TRANFER TITLE TO THE BUYER
WHEREAS, the City of Redding owns property located at 5593 Mountain View (APN
116-090-007), described in Exhibit A; and
WHEREAS, the City of Redding has determined that there is not a need to retain the
property for public purposes, which was formerly acquired for road expansion; and
WHEREAS, the Surplus Property Act (California Government Code 54220 et seq.)
provides guidelines for localities to follow regarding the sale of City-owned property including
approval of the local governing body by resolution; and
WHEREAS, City-owned property prior to sale must be declared surplus or exempt
surplus with qualifying guidelines for disposal for said property; and
WHEREAS, surplus land that is less than 5,000 square feet in total area can be classified
as exempt surplus property (Gov. Code 54221(f)) provided it is contiguous to land owned by the
potential buyer; and
WHEREAS, the adjacent parcel is owned by Reg and Dawnelle Watts, the potential
buyer;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
HEREBY RESOLVE THAT:
1. The above recitals are true and correct.
2. The Property is declared exempt surplus property, subject to the retention of any
easement(s), if required, for public service purposes.
3. Sale of the Property by the City is categorically exempt from the requirements of the
California Environmental Quality Act (CEQA) pursuant to Section 15312 of the CEQA ��
Guidelines (Surplus Government Property Sales).
4. The Property will sell to the adjacent property owner. G

I HEREBY CERTIFY that the forgoing resolution was introduced at a regular meeting
of the Redding City Council on the 17th day of November, 2020, and was duly adopted at said
meeting by the following vote:

NOES: COUNCIL MEMBER: None
