A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND ADOPTING THE COUNTY OF SHASTA NON-
DISPOSAL FACILITIES ELEMENT OF THE INTEGRATED WASTE
MANAGEMENT PLAN, PURSUANT TO PUBLIC RESOURCES CODE
SECTION 41730 ET. SEQ.
WHEREAS, California Public Resources Code Sections 41730 et
seq. requires the City of Redding to prepare and adopt a Non-
Disposal Facilities Element for incorporation into the Integrated
Waste Management Plan; and
WHEREAS, a Non-Disposal Facilities Element has been
prepared, consistent with state law, and has been reviewed by all
participating jurisdictions and the Solid Waste Task Force; and
WHEREAS, the adoption of the Non-Disposal Facilities Element
is not subject to environmental review under the California
Environmental Quality Act as indicated by PRC section 41735 (a) ;
and
WHEREAS, the Solid Waste Tax Force has recommended approval
of the Non-Disposal Facilities Element, which has been prepared
for the jurisdictions of Shasta County (unincorporated area) and
the cities of Redding, Anderson, and Shasta Lake; and
WHEREAS, the Non-Disposal Facilities Element has been
considered by the Council at a duly noticed public hearing;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows : ^�

1 . The City Council hereby approves and adopts the Non- \�
Disposal Facilities Element of the Integrated Waste Management (n�

Plan, a copy of which is attached hereto and made a part hereof . \
2 . The City Council hereby directs the City Manager or his �
designee to transmit a certified copy of this Resolution to the �1

County of Shasta Director of Public Works, notifying the County
that the Non-Disposal Facilities Element of the Integrated Waste
Management Plan has been adopted by the City of Redding for
incorporation into the County-wide Integrated Waste Management
Plan.

Non-disposal I�aci.li.ty Element= (NDI�E) for all non-di.sposal
facil.ities , and expansions o1- non-disposal facilities , which will
be needed to implement local Source Reduction and Recycling
Elements (SRREs) . A non-disposal faci.lity is de£ined as any solid
waste facility required to obtain a State Solid Waste Facility
Permi.t, except a disposal facility (e.g . , landfill) or a
tr.ansformation facility (e.g. , an incinerator) (PRC Section 40151) .
This NDFE has been prepared for the jurisdictions of Shasta County
(unincorporated area) , and the cities of Redding, Anderson, and
Shasta Lake.
This NDFE has been submitted to all participating jurisdictions as
well as the Local Task Force (LTF) for review and comment. A copy
of the NDFE is also being submitted the California lntegrated Waste
Management Board for review and approval . This NDFE will be
appended to the region-wide SRRE at the time of the five-year
revision.
Within the region-wide area, there are twelve non-disposal
facilities located as shown on Figure 1. Ten are transfer stations
within the Shasta County unincorporated area. One other transfer
station, the Buckeye Transfer Station, is located within the City
of Shasta Lake but owned and operated by Shasta County. A
materials recovery facility (MRF) and transfer station is under
construction within the City of Redding and is expected to be
operational in 1995 . It is anticipated that all jurisdictions will
at least partially utilize the Redding MRF. The Enterprise and
Old Shasta transfer stations are utilized by the City of Redding
and unincorporated Shasta County. The Buckeye Transfer Station is
utilized by Shasta Lake, Redding and the surrounding unincorporated
areas. The remaining eight transfer stations are utilized almost
exclusively by the unincorporated areas of Shasta County.
Tables one through 12 , attached, provide general information
regarding each non-disposal facility including the amount of waste
accepted and the existing diversion rate. Although the expected
diversion rates by the year 2000 for recycling and composting
programs at these facilities are not specifically itemized in the
SRRE, all non-disposal facilities are identified in the SRRE as a
necessary component for implementati_on of overall waste diversion

station. The greenwaste could be hauled to the
proposed Burney Transfer Station tub grinder
for processing and distribution.

RATE such as glass, aluminum, tin, and newspaper.
Scrap iron, tires, and batteries are also
salvaged. Approximately 70 (126 tons) of the
waste received at the transfer station is
currently diverted, 124 tons of which is scrap
iron.

TYPES OF This Mater. ials Recovery Facility accepts
WASTE general residential_ , commercial and industrial
ACCEPTED waste. The facility also accepts common
household hazardous wastes and greenwaste for
composting.
Shasta County is currently a recycling zone.
This facility will be available to process and
prepare materials for new uses and should act
as an added incentive for private businesses to
participate in the recycling zone.
CAPACITY 750 tons per day
EXPECTED This facility is initially expected to receive,
DAILY process and transfer an average of 375 to 400
THROIIGHPIIT tons of material each day.
PLANNED The 750 tons per day peak capacity is the
FACILITY anticipated peak tonnage after approximately 20
EXPANSIONS years of operation. No immediate facility
expansions are anticipated.
TARGET The gross diversion rate for all material
DIVERSZON entering this facility is projected to be
RATE between 17 . 3% and 21. 10 . Some of the material
which will enter this facility will have
already been diverted as a result of other
recycling programs and will be processed at
this facility. This facility is anticipated to
account for a net diversion rate of up to 12%
(approximately 13 , 000 tons annually) .
